5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
These items have been standardized throughout the Iowa City VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The specific impact for not using the brand name items is listed below:
a. Paging and fire alarm speaker system
i. EST Systems and West Penn speaker cabling
1. Impacts: The EST speakers and the appropriate West Penn cabling are part of the fire alarm system. Added fire alarm devices must communicate and function with the existing system to provide full protection in case of a fire within the facility. The smoke detectors must communicate with the system to activate other devices within the system. The smoke/fire door closures must activate upon a signal from another device within the system. Refer to NFPA 72. If a device other than Simplex is found to have the capability to communicate and maintain the UL listing of the entire system, then it will be considered acceptable. None to date is known to be available. This partial requirement of this project is a minor extension of the existing system. New components must tie into an existing, operational system. At this time, there are no competing vendors whose products are fully compatible with our existing system.
b. Fire Detection & Alarm system
i. JCI-Tyco/Simplex
1. Impacts: This partial requirement of this project is a minor extension of the existing system.
The specified fire alarm system is the only item meeting the requirements of the government. JCI-TYCO-Simplex was selected by a previous contract bidding process as the Fire Alarm System for this facility. The added fire alarm devices must communicate and function with the existing system to provide full protection in case of a fire within the facility. The smoke detectors must communicate with the system to activate other devices within the system. The smoke/fire door closures must activate upon a signal from another device within the system. Refer to NFPA 72. If a device other than JCI-TYCO-Simplex is found to have the capability to communicate and maintain the UL listing of the entire system, then it will be considered acceptable. None to date is known to be available.

c. Building Automation System
i. Johnson Controls Building Automation System
1. Impacts: This partial requirement of this project is a minor extension of the existing system.
The specified building automation system is the only item meeting the requirements of VAICHCS. The intent is to install the same brand and type of building automation system throughout the medical center to provide a system that is compatible with the existing system. The medical center has standardized on this system to improve patient safety, security, and reduce maintenance and training costs. The current Johnson Controls Metasys Building Automation System utilizes proprietary technology so other systems are not able to connect to it. At this time there are no competing vendors whose products are fully compatible with our existing system; however, if a device other than Johnson Controls is found to have the capability to communicate and maintain the integrity of the entire system then it will be considered acceptable. None to date is known or shown to be available.

VAICHCS. The intent is to install the same brand and type of door hardware throughout the medical center to provide interchangeable parts/components that is compatible with the existing door hardware. The medical center has standardized on this system to ensure building security. Additionally, maintaining spare parts and expertise in repairing/replacing other devices could jeopardize security to the medical center. This partial requirement of this project is a minor extension of the existing system. At this time there are no competing vendors whose products are fully compatible with our existing door hardware; however, if hardware other than Yale is found to have the capability to provide interchangeable components and maintain the high level of security of Yale’s door hardware then it will be considered acceptable. None to date is known or shown to be available.
v. Best CORMAX door cores
VAICHCS. The intent is to install the same brand and type of door hardware throughout the medical center to provide interchangeable parts/components that is compatible with the existing door hardware. The Iowa City campus is in the process of converting CORMAX cores throughout the facility. Standardization amongst our medical center’s physical security system is imperative. This justification is specific to the manufacturer, BEST. This partial requirement of this project is a minor extension of the existing system. At this time there are no competing vendors whose products are fully compatible with our existing masterkey system. None to date is known or shown to be available.
e. Physical Security System
i. Lenel HID access system
1. Impacts: Lenel was selected by a previous contract bidding process as the Physical
Security System for this facility. The existing installed system is Lenel. This is a proprietary system and other components cannot be added to the system. In order to maintain security of the entire facility the additions to the system must be Lenel. This project is a minor extension of the existing system and would be cost prohibitive to change.
1. Impacts: Square D was selected by a previous contract bidding process as the electrical metering system for this facility. The existing installed system is Square D. This is a proprietary system and other components cannot be added to the system. This project is a minor extension of the existing system and would be cost prohibitive to change. This facility determined about 20 years ago to invest in an electrical monitoring system. Over the years, the system has been added to. VACO within the last few years procured electrical monitoring of all facility’s utilities and selected SqD. PowerLogic is SqD monitoring/metering system. It also has the capability of monitoring and recording usage, temperature and load of the emergency generator and Automatic Transfer Switch. This is a Joint Commission requirement. This project will add to the existing SqD PowerLogic monitoring system. To avoid voiding the UL listing on this equipment, it will need to be
