5. 9/14/2023 11/1/2023 Is the temporary trash compactor provided and installed by the VA?

The temporary trash compactor is to be provided by the IC VAMC rented through ABC Disposal. (https://abcdisposalsystems.com/)

6. 9/14/2023 11/1/2023 Keynote 10 on sheet GC002 states to ensure ventilation requirements per NFPA 55 and NFPA 99 are met in rooms with temporary manifold locations. Verify in field. Make necessary adjustments to existing HVAC. This note is vague in nature and does not portray the magnitude of the “adjustments” to the existing HVAC system to achieve the required compliance to the stated NFPA standards. Can this note be modified to provide more specific direction as to the modifications that are needed?

Provide 500 CFM of exhaust in the permanent rooms with associated HVAC revisions as shown in red below. In temporary storage, provide 500 CFM of temporary exhaust from that room with inlet no more than 12” from the floor. Maintain space temperature between 30°F and 125°F.

QUESTION

Repair and patching will involve removing paint that is not part of ACM/lead abatement, covering the few areas where rebar is exposed, filling in holes and spalled off areas, and prepping and priming for paint or stain. Structurally the ceiling is sound, but there will be working around existing and new utilities that will add logistical difficulties.

9. 9/14/2023 11/1/2023 Keynote 3 on A110 says to patch wall and tile surface to match adjacent wall. Can the VA clarify what tile product was used on the adjacent wall?

Wall is a smooth ceramic glazed faced brick, labeled CMU-1 in project number 636A8-11- 011 Surgical Support and Lockers, not tile.

The existing wall finish in Power Wash Room BS05 is ceramic glazed facing brick (CGFB-1);

Astra-Glaze-SW+ Recycled Glazed Concrete Masonry Units; Trenwyth 'Sand’; 7-3/4" x 15-3/4" size. Company can make custom colors if this color is no longer available as a standard color.

13. 9/14/2023 11/1/2023 General note J on Sheet A130 identifies an Alternate Deduct for no resinous flooring and wall base. The Price/Cost Schedule in the solicitation only provides for CLIN 0001 Base Bid. Can the VA please clarify if there are to be any alternate deducts on this project?

There will be no alternate deducts on this project.

General Notes on Sheet A-130 have been revised to reflect this.

14. 9/14/2023 11/1/2023 There is a note near GL B-10 on sheet A130 that states “this symbol is for handrails (here to allow electrical cord access tight to wall). It is unclear what is the connection between the HR-1 and an electrical cord. Can this note be further clarified to explain what is trying to be communicated?

This note refers to and emphasizes the use of HR-1 here instead of CR-1 for wall protection as electrical cords can be pulled up between the wall and handrail when adjacent equipment is charging. It is indicated in detail 1/A-630 and is similar to section detail 3/A- 630 except HR-1 is at top and bottom.

15. 9/14/2023 11/1/2023 Keynote 2 on Sheet A130 states that new resilient flooring is to match existing adjacent. Can the VA provide clarification on what product was used adjacent to these locations?

20. 9/14/2023 11/1/2023 Is the VA providing an electronic submittal platform for this project such as Submittal Exchange or is that to be provided by the Contractor?

This project will use Submittal Exchange. The VA already has a contract for Submittal Exchange on this project. The Architect/Engineer can work in Submittal Exchange.

21. 9/14/2023 11/1/2023 Specification Section 01 45 00 Quality Control, paragraph 3.4B states that the CQC System

Manager is to be a “graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years construction experience”. This is a relatively high standard for a project such as this. Can this requirement be changed to an education requirement OR a work experience threshold?

Yes, the CQC System manager can meet either the education requirement OR the work experience requirement to qualify.

Please refer to updated specification section 01 45 00 3.4B QC Manager experience matrix. Included in Volume I specifications Addendum 1.

22. 9/14/2023 11/1/2023 The requirements for providing SSHA, QCM and superintendent are not completely clear. Can the

VA confirm that one qualified person can perform all 3 roles on this project?

A single qualified person is acceptable to perform all three roles. Per revised spec section 01 35 26 1.7.C

23. 9/14/2023 11/1/2023 General Note E on sheet A150 states that exterior surfaces within scope of project work shall be power washed and repaired. The vague nature of this note makes it impossible to quantify. Can information be provided to clarify what scope of work the VA is looking to have covered with the base bid of this project?

The scope of the work will involve repairing the existing TPO roof membrane and perimeter flashing that is affected by mechanical equipment installation. The TPO area of roof in vicinity of new work is to be power washed clean prior to the installation of the new walkway pads.

26. 9/14/2023 11/1/2023 The period of performance on this project is 112 calendar days after the notice to proceed. There are several products that will likely be difficult to procure in time for a schedule that is so short. For example, standard HM doors currently have a lead time of approximately 10-12 weeks after shop drawings. So, assuming a normal shop drawing approval period it is likely we would be receiving the doors in the last week or two of the project.

Will the VA consider adding a partial NTP at the front end of this project to complete submittals and start procurement of long lead products without the 112 days starting to elapse?

The General Contractor is to develop a critical path schedule for this project that includes submittals per specification section 01 32 16.15 subsection 1.7.A.1.

Submittals shall be scheduled specification section 01 33 23 subsection 1.3 and 1.4. Per 1.4 SUBMITTAL SCHEDULING B. submittals shall be scheduled so as not to delay the project, and C.

no delay costs or time extensions will be allowed for time lost in submittals or resubmittals. This subsection has been revised to require all expected long lead time items be submitted for review at the very beginning of project construction immediately after the NTP in 1.7.D (See revised specification addendum.)

No partial NTP will be granted.

27. 9/14/2023 11/1/2023 Sheet A411 has to keynote #10 that have conflicting information. The first keynote #10 states to reinstall existing med-gas manifold in existing place after renovation. The second keynote #10 states

“new medical gas manifold to replace existing in kind”. Can the VA please revise these notes to clarify what is wanted in the bid for the project?

Existing carbon dioxide and nitrogen manifolds will be reinstalled.

The nitrous oxide supply tanks will require a new manifold.

Refer to sheet PP110.

Sheet A-411 has been updated to include this correction. Attached as a separate file.

28. 9/14/2023 11/1/2023 Throughout the plan set there are notes referencing the installation of “New OSHA compliant compactor doors (equipment item integral to trash compactor).” There does not appear to be any information as to who is providing this door. Given that the compactor is provided by the VA are they providing this compactor door? Can information be provided that is adequate to understand what the door is, how it is to be installed, etc.?

This is to be provided by the VA as the compactor door (a through-the-wall door and chute) is part of the trash compactor unit and should be provided with the waste compactor by the same vendor, ABC Disposal. ABC Disposal Systems: Waste Pickup & Management Services (https://abcdisposalsystems.com/)

Installation height in the wall is to be per OSHA requirements of machine guarding with the bottom of door is 42” AFF to prevent persons from falling into compactor, shall have interlocks to prevent compactor operation while open.

30. 9/14/2023 11/1/2023 General note B on sheet A610 states to coordinate metal stud gauge with pre-approved equipment anchorage. The metal stud framing for this project is not delegated design, if there are areas that need a different gauge than what is specified that should be provided by the government. Can the government provide the pre-approved equipment anchorage locations where the gauge needs to be greater than the gauge specified in the drawings/specs?

As nearly all walls in the project are CMU clad in wall protection and/or painted, this note will not apply to this project. The only metal studs occur at the furring of the corridors, with no wall mounted equipment.

See revised General Notes on sheet A-610 on sheet attached in separate file.
