About this file

This is a Minority, Women, and Emerging Small Business (MWESB) and Disadvantaged Business Enterprise (DBE) Voluntary Self-Declaration Form issued by the City of Springfield for use in conjunction with Invitation to Bid #10969 for the 2024 Paving Improvements Project at Beverly Beach State Park, managed by the Oregon Parks and Recreation Department. The project encompasses comprehensive paving improvements at Beverly Beach State Park in Lincoln County, Oregon, including mobilization, traffic control, demolition, asphalt removal, base repair, roadway reconstruction, campsite expansion, geotextile fabric installation, base aggregate placement, asphalt concrete pavement installation, and pavement markings. A voluntary pre-bid conference was held on March 14, 2024, with bids due by March 26, 2024. The project is scheduled to commence on May 2, 2024, with Substantial Completion targeted for June 7, 2024, and Final Completion by June 14, 2024.

The form requests bidders to disclose certifications including Oregon Minority-owned Business, Oregon Woman-owned Business, Oregon Emerging Small Business, and Federal Disadvantaged Business Enterprise (DBE) designations. The self-declaration is voluntary and intended to assist the agency in evaluating outreach efforts to underrepresented business sectors rather than serve as a selection criterion. However, contractors must meet COBID ORS 200.055 certification requirements, indicating state preference for certified diverse businesses. The total project budget is estimated at $800,000, funded through state sources. Four bidders participated, with KNL Industries of Canby, Oregon submitting the lowest bid of $665,660.00. Contractors must be registered with the Oregon Construction Contractors Board, provide all temporary facilities at no additional charge, adhere to prevailing wage rates, and comply with comprehensive technical specifications.
