About this file
This is a Questions and Answers document for federal contract B542 addressing a new Uninterruptible Power Supply (UPS) installation project.
The facility has ground-level access with the UPS installation location within 5 feet of the building entry door, requiring travel over two brick steps and less than 20 feet of walking distance from vehicle to installation site. A liftgate is recommended for equipment removal and loading. No freight elevator, tight corridors, or extensive internal access issues are present. Existing hardwired electrical work is compatible as-is with the new UPS. Contractor badging requirements will be addressed post-award, with badging optional to avoid escort requirements. The current UPS occupies approximately 4 feet by 4 feet including two external battery cabinets requiring disconnection and removal; all equipment must be taken off-site to a scrap/recycling vendor. Start-up procedures include connected-load testing beyond standard power-on self-test.
The electrical specifications require single-phase 208V input with a 100-amp upstream circuit breaker. The new 9PXM UPS configuration has 8kVA output capacity, which is confirmed as sufficient for current needs. The equipment load specifications are: 1.7 KW output power for supported devices; existing 9155 load draw of 11.3-11.4 input amps and 15.8 amps battery output. The UPS will support network and data devices only, not HVAC, lighting, or other facility systems.

Attachment 3 - Questions and Answers – B542 new UPS Installation
Question #1 (multiple): Is there a loading dock or ground-level access? Is a liftgate needed to get the new unit off the truck? How far from the building entrance/loading area to the actual install location? Any tight corridors, stairs, or elevators involved?
Answer #1: For the installation of the new UPS, the building has ground-level access and the UPS itself is within 5 feet of the entry door to the building. There are two bricks steps at ground level to walk up to enter the building. For the location a lift gate would make removing the new equipment from the contractor’s vehicles easier and loading the old units as well. A vehicle could be driven within 10 feet of the entry door to the building, so the removal of the old UPS and installation of the new UPS would only require less than 20 feet to walk. No tight corridors or elevators involved with only 2 brick steps to travel up.
Question #2: Is there a freight elevator if it's not on the ground floor?
Answer #2: No freight elevator needed, as previously identified.
Question #3: Any escort/badging requirements to get on base or into the specific facility that add wait time?
Answer #3: Badges are an option for contractors. If they have them they won’t have to be escorted on base but contractors without will have to be escorted. Badging requirements can be addressed post-award.
Question #4: Is the existing hardwired electrical work compatible as-is for the new UPS?
Answer #4: Yes, the existing hardwired electrical work is compatible as-is for the new UPS.
Question #5: Does start-up include connected-load testing, or just power-on self-test?
Answer #5: Start-up also includes connected-load testing.
Question #6: Does "removal and disposition" mean off-site to a scrap/recycling vendor, or just relocate within the building?
Answer #6: Yes, "removal and disposition" means taking the units off-site to a scrap/recycling vendor.
Question #7: Weight/size of the existing 9155, is it a single frame or does it have external battery cabinets too (more to disconnect and haul out)?
Answer #7: The current UPS takes up an approximate 4’ by 4’ square foot area including the battery backups. The UPS has two external battery cabinets that would also require disconnection and removal.

Question #8: What is the actual wattage draw of the all the equipment this UPS will support?
Answer #8: Wattage draw of the all the equipment this UPS will support is 1.7 KW Output Power.
Question #9: What is the load draw in watts and/or amps listed on the existing 9155 display of the equipment it currently supports?
Answer #9: Input 11.3 Amps / 11.4 Amps Output 15.8 Amps Battery.
Question #10: What type of equipment will be supported by the UPS (e.g. network and data devices, HVAC, lighting, etc.)?
Answer #10: The type of equipment supported by the UPS is network and data devices.
Question #11: The 9PXM configuration provided has an 8kVA output capacity. Is this sufficient for today’s needs?
Answer #11: Yes, 8kVA output capacity is sufficient.
Question #12: What is the breaker rating of the upstream circuit breaker that will support the 9PXM?
Answer #12: Breaker rating of the upstream circuit breaker is 100 Amps.
Question #13: The RFP shows a need for a 3-phase input. Can we clarify that the need is actually split-phase to match the existing 9155 build and proposed 9PXM build?
Answer #13: Single Phase 208.
