About this file

This file is a collection of full text clauses and provisions for federal contract requirements.

The document contains standard contracting clauses applicable to Department of Defense (DoD) acquisitions. The Wide Area WorkFlow (WAWF) Payment Instructions clause (252.232-7006) establishes electronic invoicing procedures requiring contractors to register in SAM.gov and WAWF at https://wawf.eb.mil/, with submission routing to Pay Official DoDAAC SL4701 and Issue By DoDAAC SP4706. Payment request document types vary by contract structure: cost vouchers for cost-type line items (labor-hour, time-and-materials), invoices with receiving reports for fixed-price deliverables, Invoice 2in1 for fixed-price services, progress payment requests for customary progress payments, performance-based payment requests, and commercial financing requests. The WAWF point of contact is Howard.Merkle@dla.mil or (614) 693-1666, with helpdesk support at 866-618-5988.

The Post-Award Small Business Program Rerepresentation clause (52.219-28) requires contractors initially certified as small businesses to rerepresent their status within 30 days of novation agreements or mergers, within 60-120 days before the fifth-year anniversary of long-term contracts, or before exercising options thereafter, with rerepresentations made through SAM or via formal written submission if SAM representations are unavailable. Additional clauses address covered defense telecommunications equipment representations (252.204-7016 and 252.204-7017), requiring offerors to disclose whether they provide such equipment and, if so, provide detailed descriptions, usage explanations, and entity information. The Option to Extend Services clause (52.217-8) permits service extensions up to six months at prevailing labor rates, while the Option to Extend the Term of the Contract clause (52.217-9) allows contract extensions within specified notice periods, with maximum total contract duration of 66 months.
