1. Summary
This statement of work outlines the core requirements of DLA Energy Quality Technical Directorate’s (QTD) purchase of a 5-year subscription with the Energy Institute (EI) at the Technical Partner level.
2. Scope of Services
Under the terms of the contract, a centralized Technical Partner subscription will be purchased by DLA Energy from EI on behalf of DLA Energy, the U.S. Army, the U.S. Navy, and the U.S. Air Force.
Within the scope of the subscription, EI shall provide unlimited access to the resources available to members at the Technical Partner level to registered users from DLA Energy, the U.S. Army, the U.S. Navy, and the U.S. Air Force. At time of award, DLA Energy QTD will provide a centralized list of the email domains utilized by the above users. If the domain(s) for users update during the period of performance of the contract, DLA Energy QTD, via DCSO, will provide updated email domain information. EI shall use this information to allow creation of registered users accounts to access EI’s technical resources.

The period of performance for the first year of the EI subscription shall run from 01 December 2026 through 30 November 2027. Option years, if executed, shall run the same calendar year length for the period of performance in 2027, 2028, 2029, and 2030.

The period of performance for the contract shall be set from 01 December 2026 through 30 November 2027. There are no associated costs besides the cost of the annual subscription at the Technical Partner level in annual invoicing.
3. Invoice Procedures
The invoice for procurement of the annual Energy Institute subscription shall be processed through Wide Area Workflow (WAWF). 4. Renewal Procedures
Prior to the end of the base year (or option year) period of performance, DLA Energy, via DCSO, shall reach out to Energy Institute, indicating whether DLA Energy will be executing an available option year under the contract.
