PERFORMANCE WORK STATEMENT

SERVICE MEGADOOR SYSTEMS

5 MAY 2023

PART 1

General Information

1. GENERAL: This is a recurring, non-personnel service contract to service the MEGADOOR systems at buildings 262, 406, 414, 450, 456, 460, and 995 on Columbus Air Force Base. The Government must not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers must be accountable solely to the Contractor who, in turn is responsible to the Government.

a. Description of Services/Introduction: The Contractor must provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to service the MEGADOOR hangar door systems at buildings 262, 406, 414, 450, 456, 460, & 995 as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor must perform to the standards in this PWS.

b. Background: MEGADOOR systems require maintenance and inspection for safe use.

Continuous uninterrupted use of functional MEGADOOR systems is required for mission success at Columbus AFB.

c. Objective: MEGADOOR systems at buildings 262, 406, 414, 450, 456, 460, & 995 serviced annually according to manufacturer recommendations.

d. Description of Required Tasks:

i. Preventive Maintenance: PM services include those actions required to preserve and maintain the systems in such a condition to function efficiently. The Contractor must comply with the recommendations of the manufacturer. The Contractor is responsible for obtaining the manufacturer specifications. The Contractor must perform any recommended detailed inspections of the MEGADOOR systems on base and provide a report detailing any repair work more complex than minor.

1. Contractor Hotline: The Contractor must provide a customer service hotline phone number that can be accessed 24 hours a day, 365 days a year by Contract award to be responsive to Government requests. The Contractor’s customer service function must be managed to ensure responsiveness. To

SERVICE MEGADOOR SYSTEMS PAGE 2 of 10 be responsive, Contractor personnel must be available during all hours to respond to Government requests. The Contractor must log all calls received and the response calls made by the Contractor. A Telephone Call Log must be created for the Contract, to include the date, time, caller, brief description of the issue, response time for the Lead Technician, and resolution for each telephone call. The Contractor must have a process for resolving the AF installation’s concerns and following up on unresolved requests.

2. Telephone Support: The Contractor must have an appropriate Lead Technician contact the Government within two (2) hours to discuss and attempt to resolve the situation over the telephone, upon official notification by the CO or Contracting Officer’s Representative (COR) via the Contractor Hotline or other means. If the matter cannot be resolved via telephone support, a service call may be necessary.

3. Repairs During Preventive Maintenance: The Contractor shall, during PM, immediately service any system that is not operating properly as well as supply and install parts to keep the system functional.

If the inoperable system(s) cannot be repaired during PM or requires parts more than the aggregate minor repair parts allowance, the Contractor shall notify the CO/COR immediately of the irreparable status of the MEGADOOR system.

ii. Repairs Outside Preventive Maintenance: Repair work unable to be resolved during

PM will be documented in the PM visit report and scheduled for a future date. Any repairs to be performed outside of a PM visit will be scheduled with the COR as a Service Call to ensure equipment operation or to ensure that facilities and equipment can perform per manufacturer’s recommendation over their normal lifecycle.

iii. Service Calls: A Service Call is defined as any visit, scheduled or unscheduled, made to CAFB by a MEGADOOR Technician to perform a diagnostic or repair service on any of the MEGADOOR systems. Service Calls will be performed at no additional cost to the Government. A service call will be considered an emergency if it endangers life safety or interrupts aircraft maintenance operations and will require an immediate visit from a technician if the issue cannot be resolved over the phone.

e. Safety and Housekeeping: The Contractor must provide adequate lighting for a safe work area and personnel noise protection as required while engaged in work. There may be hazardous materials associated with this project. The Contractor must install proper construction markings and tape during work in progress. Housekeeping practices must be implemented around the project site. Housekeeping practices include proper storage, use and disposal of materials (i.e., petroleum projects, paints/solvents, acid, and detergents), sanitary waste management (i.e., portable toilets), and trash/debris containment. The Contractor must maintain a hazard free work area during daily operations. The Contractor

SERVICE MEGADOOR SYSTEMS PAGE 3 of 10 must clean up any mess or debris generated from all work. The Contractor must provide notice to the contracting officer prior to starting any work under this project.

f. Quality Assurance: The Government may observe the Contractor’s performance at any time under this contract to verify quality of the Contractor’s work, results, and deliverables.

g. Recognized Holidays: Services must not be performed by the Contractor on the following observed federal holidays:

h. Scheduling: The Government does not anticipate a requirement for significant work during other than normal business hours (0730 – 1615, Monday - Friday) to meet project timelines.

All work must be scheduled at least two weeks in advance with the Government to allow for building personnel to be notified. Written permission from the Contracting Officer (CO) or Contracting Officer’s Representative (COR) must be attained 72 hours before starting any work that deviates from this schedule. The Contractor must always maintain an adequate workforce for the uninterrupted performance of tasks defined within this PWS. When hiring personnel, the Contractor must keep in mind that the stability and continuity of the workforce are essential.

i. Place of Performance: MEGADOOR systems are located at buildings 262, 406, 414, 450, 456, 460, & 995 on Columbus Air Force Base, MS. The buildings will be occupied for the duration of the work performed.

j. Type of Contract: The Government will award a Firm-Fixed Price contract with one base year and four option years.

k. Security Requirements: Contractor personnel will be escorted as required by personnel with a flight line driver’s license while working in the flight line controlled area or must be approved through completion of a company info EAL and driver training at the direction of the Airfield Manager’s office. Government facilities, equipment, and materials must be secured at the close of each work period.

l. Special Qualifications: The Contractor or contractor personnel must have verifiable credentials to inspect, test, service, and maintain MEGADOOR Systems.

m. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officer Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the contracting officer will apprise the contractor of how

SERVICE MEGADOOR SYSTEMS PAGE 4 of 10 the government views the contractor's performance and the contractor will apprise the Government of problems, if any, experienced. Appropriate action must be taken to resolve outstanding issues. These meetings must be at no additional cost to the government.

n. Contracting Officer Representative (COR): The (COR) will be identified by separate letter.

The COR monitors all technical aspects of the contract and assists in contract administration.

The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

o. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by a Contractor will be suitably marked as Contractor products or appropriately disclosed as being the work of a Contractor.

p. Damages: The Government will hold the Contractor responsible for all damages incurred from work related actions for the duration of the work.

q. Warranty: A one-year warranty on materials and labor for this project is required to assure good quality workmanship and materials and to provide necessary maintenance and correction of deficiencies during the year following contract completion. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty must be issued to the government.

GOVERNMENT RESOURCES

2. GOVERNMENT RESOURCES: N/A

a. Base Support Services: The Government will provide emergency (police, fire, and medical) services at the installation level. Direct contact information will be provided prior to the start of any work performed on base. Calls to 911 on a cell phone will be routed to base emergency services if the operator is informed to do so.

b. Utilities: The Contractor must coordinate with the local CO/COR regarding utility availability such as water and electricity to accomplish the requirements of this Task Order. Any temporary connection of electrical lines that may be required must be installed, maintained, and removed by the Contractor, and must not be attempted until proper approvals are obtained from the local Base Civil Engineer (BCE) office through coordination with the CO/COR. If work governed by this PWS requires utility outages, (electrical, water, gas, telephone, etc.) that can stop or reduce normal building activities, the Government may require the Contractor to perform this work during other than regular work hours of the building occupants. A request for minor utility outages must be submitted in writing to the CO for approval at least three working days in advance. A request for a major utility outage (e.g., utility interruption to multiple or large building or an outage obstructing the CAFB mission) must be submitted no less than two weeks in advance. The Contractor must not turn utilities on or off. BCE personnel will be scheduled for this purpose.

PART 3

CONTRACTOR FURNISHED ITEMS AND SERVICES

3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

a. General: The Contractor must furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed as being Government Resources in this PWS.

PART 4

SYSTEMS DETAIL

4. SYSTEMS DETAIL: This listing may not contain all relevant sub-systems and details. The Contractor is responsible for verifying equipment as part of a system they are to perform service on. All hangar doors in question are MEGADOOR System 1500, or similar.

a. Building 262, Corrosion Control: Single-leaf system

b. Building 406, Corrosion Control: Two (2) single-leaf systems

c. Building 414, Abrasive Cleaning: Single-leaf system

d. Building 450, T6 Aircraft Maintenance: Four (4) single-leaf systems with three (3) mullions

e. Building 456, Aircraft Maintenance: Four (4) single-leaf systems with three (3) mullions

f. Building 460, Aircraft Fuel Maintenance: Three (3) single-leaf systems with two (2) mullions and one (1) single-leaf system

g. Building 995, T1 Aircraft Maintenance: Six (6) single-leaf systems

PART 5

SERVICE TASK DETAIL

5. SPECIFIC TASKS: This is a recurring requirement PWS. The Contractor will perform annual preventive maintenance on the MEGADOOR systems and associated controls as specified herein:

a. The contractor must check the control box for tightness. If the box is dirty inside, the contractor must clean the interior and replace seals as required per the manufacturer’s recommended instructions.

b. The contractor must operate each door (and mullion, if applicable) and listen for any abnormal operating noises. Any abnormal operating noises must be corrected as per the manufacturer’s recommended instructions.

c. The contractor must check the side guides to ensure there are no irregularities or damage which could affect the movement of the door. If the side guide is deformed, then it must be replaced as per the manufacturer’s recommended instructions.

d. The contractor must ensure the bottom profile rubber seal makes a seal with the floor at both ends. If the bottom profile does not make a seal or is damaged, the contractor must adjust, repair, or replace it per the manufacturer’s recommended instructions.

e. The contractor must inspect the clamp strips. Any damaged strips must be realigned or replaced, and any loose strips will be re-secured. All work will be per the manufacturer’s

f. The contractor must inspect the MEGADOOR for damaged fabric. Any damaged fabric must be repaired immediately by the contractor as per the manufacturers recommended instructions. If the fabric is not taut at the side guides when the door is closed, the contractor will adjust per the manufacturer’s recommended instructions.

g. The contractor must lubricate the chain hoist as needed to maintain proper functionality per the manufacturer.

h. The contractor must check that the hoist belt shows no signs of wear or damage. In the event of wear or damage, the contractor shall repair or replace the hoist belt as per the

j. The contractor must check the function of the safety arrestors and keep them lubricated as per the manufacturer’s recommended instructions.

k. The contractor must check and maintain the oil-level in the gearbox, check for leakage, and repair if necessary. Any repairs will follow the manufacturer’s recommended instructions.

l. The contractor must visually inspect the connection points of the mullion chain to the mullion and any bottom block revving (if applicable) for any signs of wear or damage. Any repairs will follow the manufacturer’s recommended instructions.

m. The contractor must check the function of the mullion arrestor and make any necessary repairs as per the manufacturer’s recommended instructions.

n. The contractor must check and maintain the brakes according to the manufacturer’s

p. Specific tasks other than the expected PM to be performed during the first year of the contract.

i. The Contractor must change the oil in the gearbox to ensure the manufacturer’s recommended schedule is met. Gearbox maintenance will follow the manufacture’s recommended instructions. This oil change will be provided as a scheduled service (all associated costs included) during the same time as the annual maintenance for the first year of this contract.

ii. The two (2) door seals on the bottom of the MEGADOORs at Building 406 will be replaced. This repair by replacement will be provided as a scheduled service (all associated costs included) during the same time as the annual maintenance for the first year of this contract.

SAFETY/ENVIRONMENTAL

7. SAFETY/ENVIRONMENTAL:

a. GENERAL:

The Contractor shall comply with all Federal, State, and local laws and safety regulations.

Compliance with Occupational Safety and Health Administration (OSHA), Corps of Engineers safety manual EM 385-1 and other applicable laws and regulations for the protection of Contractor employees is exclusively the obligation of the Contractor. The Government will assume no liability or responsibility for the Contractor’s compliance or noncompliance with such responsibilities. The Contractor is responsible for furnishing Contractor employees with all necessary personal protective equipment and site-related safety equipment to perform services.

b. VOLUNTARY PROTECTION PROGRAM (VPP) AND INCORPORATION OF SAFETY AND HEALTH

PLAN:

The Voluntary Protection Program (VPP) applies to this effort, as contracted employees will work more than 1,000 hours per quarter on a Government installation. VPP requires that Contractors provide their employees safety and health protection equal in quality to that provided to AF employees. Contractors are responsible for managing their safety and health program, ensuring that the safety and health rules of the installation are followed, and flowing down VPP requirements to all Subcontractors whose employees work more than 1,000 hours per quarter on a Government installation under their contract. The Contractor shall provide a Total Case Incidence Rate (TCIR) and Days Away, Restricted, or Transferred (DART) Case Rate data and OSHA Form 300A at time of proposal submittal and then annually by the 15th of January to the Ordering CO for inclusion in the installation’s annual VPP Safety and Health Management Report. The Contractor shall ensure its employees and managers have a comprehensive understanding of VPP as well as full compliance with OSHA requirements. Contractors, whether regularly involved in routine site operations or engaged in temporary projects, must follow the safety and health rules of the installation or VPP site. c. GREEN PROCUREMENT PROGRAM (GPP):

The Green Procurement Program (GPP) is a mandatory Federal acquisition program that focuses on the purchase and use of environmentally preferable products and services.

Many different items are covered by the GPP. Recycled-content products are designated by the Environmental Protection Agency (EPA). “Bio-based” products made from renewable http://www.osha.gov/desp/vpp/index.html

SERVICE MEGADOOR SYSTEMS PAGE 9 of 10 plant materials are designated by the United States Department of Agriculture (USDA).

Energy and water efficient products are designated by the Department of Energy (DoE).

GPP also requires the Government to avoid purchasing Ozone Depleting Substances (ODS) and EPA-designated Priority Chemicals. Environmentally Preferable Purchasing (EPP) is a voluntary program, and it encourages the purchase of goods and services that have decreased effects on human health and the environment (compared to the competing goods and services that serve the same purpose) but are not already required by one of the mandatory GPP elements.

Green Procurement is mandated except when the Contractor can show that the product with recycled content does not meet intended specifications, has excessive cost, or cannot be delivered in time to support the schedule of the contract. If the Contractor is unable to locate a specified product meeting the GPP requirement, identify the issue to the Ordering CO or COR for guidance. GPP is based on legal requirements and the Department of Defense facilities are subject to enforcement action if these requirements are ignored.

The Contractor shall make maximum use of products containing recovered materials that are EPA-designated items IAW Federal Acquisition Regulation (FAR) Clause 52.223-17, Affirmative Procurement of EPA-Designated Items in Service and Construction Contracts.

The list of EPA-designated items is available at https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program. The Contractor shall also make maximum use of products that are composed of the highest percent of recovered material or biobased content practicable, or at least meet, but may exceed, the minimum recovered materials or biobased content of an EPA- or USDA-designated product IAW FAR Clause 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts.

d. SAFETY DATA SHEET:

In order for installations to meet the requirements of Air Force Instruction (AFI) 32-7086, Hazardous Materials Management, and IAW FAR 23.302, if hazardous materials are expected to be used during Contract performance, the Contractor is required to submit hazardous materials data per the requirements of Federal Standard No. 313 and FAR Clause 52.223-3, Hazardous Material Identification and Material Safety Data, so that the materials can be properly authorized, managed, and tracked. The Contractor must identify/list any hazardous material, as defined under the latest version of Federal Standard No. 313, to be delivered as part of their proposal submission. Each hazardous material item must be identified on a Safety Data Sheet (SDS, formerly known as a Material Safety Data Sheet or MSDS) per FAR Clause 52.223-3. All Contractor employees shall have ready access to the SDS while they are on the work site, and there can be no barrier to access the SDS to any Contractor employees or the Government.

e. HAZARDOUS MATERIALS/WASTE SPILLS:

The Contractor shall take every reasonable precaution to prevent spills of hazardous materials (HAZMAT) in the performance of the Contractor’s tasks under this Contract. The Contractor shall immediately report any HAZMAT spills to the installation’s fire department (phone number to be provided in each TOPR) IAW the installation’s Spill Prevention, Control, and Countermeasure (SPCC) Plan. The Contractor shall comply with this plan when handling and storing all oils, fuels, and HAZMAT. The SPCC Plan can be provided to the Contractor by the Ordering CO upon the Contractor’s request. The Contractor shall clean and dispose of all HAZMAT spills IAW local, State, and Federal laws and regulations and the installation’s Environmental Guide. The Contractor shall bear full financial obligation incurred from cleaning and disposing of HAZMAT spills, or release of HAZMAT within the confines of the installation or facility caused by Contractor employees.

f. ENVIRONMENTAL COMPLIANCE/HAZARDOUS MATERIALS:

The Contractor shall dispose of oil cans, oil residue, and any oil-soaked material (e.g., rags and/or paper towels, granulated materials, and sand) off-base. The Contractor shall transport and dispose of all waste IAW Federal, State, and local environmental laws and regulations.

PART 8

ACCEPTANCE

8. ACCEPTANCE: The Contractor must provide a detailed description of work accomplished during the visit and have the KO, COR, or COTR sign-off on the work accomplished before the contractor leaves.

The Contractor must provide to the Government a report of the maintenance actions accomplished as well as an overall assessment of the operational condition of each system. Additionally, a report must be delivered to the Government regarding any items requiring repairs outside the ITM processes. This report must include a scope of work and price for repairs concerning subject items.

a. The condition of each MEGADOOR system must be identified using one of the following four designations:

• Operational – Fully Functional

• Impaired – May not function as intended.

• Marginal – Will not operate without some manual action not normally required.

• Compromised – Will not function.

b. The contractor must provide the Government, prior to final payment, a separate report on each riser/system serviced. Reports may be on unique contractor developed standard forms. All the forms used for a specified system must be the same.
