Summary
This is a Scope of Work document for Project 618-26-701, EHRM Infrastructure Upgrades – MCR Modernization at the Minneapolis Department of Veterans Affairs Medical Center. The project involves consolidating and renovating existing data center spaces in Building 70 (Rooms 2B-105 and BH-111) to modernize the Electronic Health Record infrastructure in the Main Computer Room. The contractor must provide all labor, tools, equipment, and materials for comprehensive infrastructure upgrades including installation of new IT equipment enclosures, racks, cabinets, cold aisle containment with rack power distribution units, structured cabling compliant with Infrastructure Standards for Telecommunications Spaces (ISTS), redundant Medical Distribution Areas (MDAs) for fiber paths, Uninterruptible Power Supply (UPS) systems, raised floor shoring and structural supports, Computer Room Air-Conditioning (CRAC) units, gaseous fire suppression (Novec) system reconfiguration, cable tray installation, and relocation of equipment from BH-111 Telephone Equipment Room and BG-111 Biomedical Computer Room to the renovated MCR.
Additional work includes providing temporary utilities to maintain critical power and cooling during construction, connecting to existing IT chilled water loops with new air-cooled chillers and heat exchangers, replacing suspended ceilings with Armstrong Dynamax data center ceiling systems, constructing access floor ramps with handrails, modifying raised access flooring, painting finishes, relocating artwork and signage, and patching flooring to match existing conditions. The schedule requires Notice to Proceed for submittals at day D, door and long-lead item submittals by D+30, construction NTP by D+60, and completion by D+365 (calendar days). Safety compliance with VA specifications section 01-35-26 is mandatory. Personnel must obtain vendor badges from VA Security with valid government identification, check in daily with the Contracting Officer's Representative (COR), and submit daily performance logs. Contractor parking is coordinated with the COR, and overnight vehicle storage requires contact information display.

Last Updated: 24-Feb-26
A. Introduction:
1. The Minneapolis Department of Veteran’s Affairs (VA) Medical Center (VAMC) is performing Electronic Health Record Modernization (EHRM) in the Main Computer Room (MCR) – Building 70, Room 2B-105. The goal is to consolidate and renovate all existing Data Center Spaces in Building 70 (2B-105 and BH- 111). Phasing is provided to ensure a smooth transition and no network downtime.
B. Statement of Work:
1. Contractor shall provide all labor, tools, equipment, and materials required to perform the work outlined below. This work includes but is not limited to:
a. Lock out/Tag out all sources of energy – Electric, Gas, Water, etc. before digging/demolition.
b. Installation of new Information Technology (IT) equipment enclosures
− Provide new racks and cabinets in accordance with the construction documents.
c. Provide new cold aisle containment with new Rack Power Distribution Units.
d. Provide new power distribution to MCR and enclosures along with new cable management.
e. Provide structured cabling and management to comply with Infrastructure Standards for Telecommunications Spaces (ISTS).
f. Install structured cabling in data center and terminate the existing campus fiber backbone in the new fiber racks.
g. Provide new redundant MDAs (Medical Distribution Area) for A/B fiber paths to renovate the MCR.
h. Update data center layout and power distribution.
i. Provide underfloor raceway feed from Uninterruptible Power Supply
(UPS) “A” and “B” as shown in the construction documents
j. Provide phased transfer of crucial power to new redundant UPS
k. Install UPS A/B. (UPS equipment has already been provided under the original EHRM contract).
l. Provide additional raised floor shoring/structural supports at UPS locations along with new support for Novec gas fire suppression system.
(Existing wet pipe fire suppression system in Building 70 will be extended to serve the renovated space.)
m. Provide temporary utilities to ensure no loss of critical power or cooling during construction phase.
n. Provide up flow CRAC (Computer Room Air-Conditioning) units to serve ductwork in the interstitial space above as well as reconfigure ductwork to serve new cabinet layout.
o. Complete new core drills, install or relocate existing ductwork, and remove unused legacy ductwork and fire seal abandoned penetrations.
p. Connect to existing IT chilled water loop per construction documents.
q. Replace existing suspended ceiling. (Provide phasing plan for replacement.)
r. Reconfigure gaseous fire suppression (Novec) system to be present both inside and out to the containment perimeter within the MCR.
s. Provide cable tray and structural cabling. Provide a complete cable tray ring (20” x 4” @ 6’-9” AFF) suspended from interstitial slab with all required fittings and accessories.
t. Provide and install pre-terminated structured cabling to interconnect MDA’s, HAD/HAC’s (Hot Aisle Containment), and Equipment Distributors.
u. Support the relocation of equipment from BH-111 Telephone Equipment Room (TER) and BG-111 Biomedical Computer Room to 2B-105 (Renovated MCR).
− BH-111 contains legacy telephony distribution, entrance room functions and network core and campus fiber distribution. The MCR renovation will relocate entrance room, network core, and campus fiber distribution to 2B-105 and to be supported by 2N electrical, N1 Mechanical, and 2M telecommunications. Currently fiber passes through 2B-105 and terminated in BH-111. Fiber will be reconfigured to terminate in the new MDAs in the renovated
MVC (2B-105)
v. BG-111 Contains biomedical network equipment, contractor shall consolidate and relocate to 2B-105.
w. Provide double door access (wood doors and hollow metal frame to match existing) and room signage. Doors shall be sized in accordance with the ISTS and coordinated with clean agent system requirements for the undercut.
x. Construct access floor ramp (access floor system ramp and handrails) to get from corridor level up to the access floor level.
y. Modify the raised access floor to accommodate new ramp and where needed to support new equipment locations.
z. Paint walls, doors, and door frames. Patch vinyl floor covering at corridor. Modify existing handrail at corridor to accommodate new door.
Patch sheet vinyl floor at corridor to match existing floor. (Existing floor is no longer in stock, and attic stock cannot be guaranteed.) Design to provide a new flooring that coordinates with existing floors.
aa. All interior finished are subject to final approval by Station Interior Designer. Relocate existing artwork as directed by VA. To include the coordination and relocation of wayfinding signage suspended from the corridor ceiling to coordinate with the new door and provide VCT or sheet vinyl flooring over concrete at ramp landing.
bb. Provide new suspended ACT ceiling. The proposed system is purposely built for data center applications; basis of design: Armstrong Dynamax.
