About this file
This is a comprehensive project specification document for a federal construction contract to upgrade the Main Computer Room (MCR) infrastructure at Minneapolis VA Medical Center (VAMC). The project (618-26-701) involves phased renovation of Building 70's data center to support Electronic Health Record Modernization (EHRM), with an anticipated 365-calendar-day performance period. The work includes general construction, mechanical, plumbing, fire protection, electrical, telecommunications, and security system installations and upgrades.
The specification requires the contractor to provide new IT equipment enclosures and racks with cold aisle containment (basis of design: Legrand Contain-IT FLEX), redundant power distribution units, structured cabling compliant with ISTS standards, new CRAC units (Liebert CW114), an air-cooled chiller (Trane RTAF280), elevated floor systems, cable tray infrastructure, and relocation of existing fiber backbone cabling. Telecommunications work must be performed by a BICSI-licensed contractor with minimum five years' experience, and must include CAT6A-CMP copper cabling tested to 10G ANSI performance and plenum-rated OM4/OS2 fiber with end-to-end power meter testing. Fire protection systems include a new clean agent (Novec) suppression system, extended wet-pipe sprinkler system, and fire extinguisher cabinets. The contractor must provide comprehensive third-party inspections and testing for all divisions (at contractor expense), maintain 2N electrical and N+1 mechanical redundancy for mission-critical systems, and develop phasing plans to ensure continuous medical center operations throughout construction. Key personnel requirements include a full-time superintendent (OSHA 30-hour certified, no dual assignments), separate site safety officer, and quality control manager. The project requires VA security clearance, badging (6-8 week lead time), and coordination with existing infrastructure per VA standards including ISTS Version 4.0, VA Physical Security and Resiliency Design Manual 2024, and VHA Infection Control and Personal Protective Equipment requirements. All work must follow phased scheduling coordinated with the Contracting Officer, with utility outages requiring minimum 30-day advance notice for electrical work and 14-day notice for other services. The contractor is responsible for all costs associated with temporary utilities, cooling, power, commissioning, and warranty management, with a one-year overall construction warranty and extended warranties required for specific systems.
