SPECIFICATIONS

Option Item Work - Eucalyptus Removal

Millerton NPS Parcel Point Reyes National Seashore

SECTION 1 – GENERAL INFORMATION

General Contract considerations and implementation requirements are discussed in the primary Specifications document. All requirements listed in those sections pertain to the tree cutting and chipping work included as Bid Option Items.

Below is a summary of the Specifications for tree cutting and chipping, as well as some specialized requirements that pertain directly to the tree cutting and chipping portion of the project.

1.1 Scope of Work

Point Reyes National Seashore (Seashore), which manages the north district of Golden Gate National Recreation Area (GGNRA), is conducting a restoration project on GGNRA lands along the eastern side of Tomales Bay near the town of Millerton (Figure B-1). GGNRA owns a small land parcel that incorporates a former section of the historic railroad bed that once ran along the eastern side of Tomales Bay (project site). All of the railroad infrastructure has been removed, but the general topography and compacted soils associated with that former operation remain.

At one point, this area (“Parking Lot Area”) along with roadside edge (“Berm”) was graded and graveled to try and provide some additional parking for the adjacent Tomales Bay Oyster Company (TBOC) retail operations, and vegetation, including Eucalyptus, was cut on the small bluff or mesa immediately adjacent to the Parking Lot Area (“Vegetation Cut Area”) along with on the East and West Banks (Figure B-2).

Thirteen (13) potential option items would involve cutting some of the Eucalyptus (Eucalyptus sp.) trees in the Vegetation Cut Area (Figure A-2); chipping cut Eucalyptus material; and hauling to an appropriate disposal location approved by the Seashore. Figure B-3 shows location of 13 trees that would be potentially cut. The 13 trees are also listed in Table B-1, which includes the DBH (diameter at breast height in inches) and number of stems. This action would need to be conducted before any of the earthwork at the project site was completed, because trucks would need access to that area before it is scarified, and salvaged topsoils are imported. Access to the site is off Highway 1: trucks would be able to drive into the Parking Lot Area while tree cutting is being performed, as this action would happen before the start of the restoration project.

Members of the public sometimes access the beach on Tomales Bay and the Vegetation Cut Area through the project site. While construction is going on during the work week, access to the beach and mesa will be discontinued. Signs should be posted saying that there will be no public access. However, when possible, public access should be reinstated on weekends.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to fell and chip designated trees, remove all chipped material the Vegetation Cut Area, and dispose of chips at an approved disposal location outside the park. The contractor shall perform to the standards in this contract.

1.2 Key Personnel

Employee Training: The contractor shall ensure that employees performing tree work are fully trained to current arboricultural/forestry industry standards for each task they undertake.

Contractor employees engaged in felling, topping, climbing, and rigging of trees must have current International Society of Arboriculture, Tree Care Industry Association, or equivalent professional certification in those activities before starting work under this contract. Contractor employees operating winches, power tools and heavy machinery must be fully trained and proficient in the use of this equipment.

1.3 Working Conditions

Felling and pruning of trees shall not be performed in wind conditions that will interfere with the faller’s ability to control the direction of a tree’s fall. No work activities under this contract shall be performed in sustained winds greater than 15 mph or when conditions prohibit safe access to the work site.

1.4 Safety

All operations under this contract shall be conducted in accordance with ANSI Z133.1-2006 Tree Care Safety Standards, and all federal OSHA, state and local safety requirements. Where OSHA regulations and ANSI standards conflict, OSHA regulations will take precedence. As noted in the primary Specifications, a safety plan must be submitted to the CO prior to the contractor starting work.

The contractor shall provide a minimum of one employee to serve as safety spotters during tree removal. Employees shall be trained to serve in this role, which shall be their primary function during the work of this project. Safety spotter shall be deployed such that they maintain an exclusion zone of a diameter that is between two to three times the length of the tree being removed, into which unauthorized persons (park employees not associated with the operation and the public) cannot enter. Employees shall be equipped with radios or other means of signaling one another during the cutting procedures. If the safety zone is breached during the falling procedure, work shall be stopped until the unauthorized person(s) leave(s) the exclusion zone. If necessary, the project inspector, COR, or designated park representative will escort the unauthorized person(s) from the exclusion zone so that the procedure may continue. Where there are multiple entry points to the exclusion zone signs and fencing shall be deployed to restrict access.

The contractor shall ensure the use by its employees of all required personal protective equipment including hard hats, work boots, safety glasses or goggles, hearing protection, gloves, chaps, ropes, harnesses, etc. Contractor employees shall wear ANSI 107-2004 Class 2 high visibility vests while conducting operations in or adjacent to roadways or parking areas.

No one except the operator shall be within 10 feet of a power saw. All gasoline and diesel-powered equipment, including but not limited to trucks and chainsaws, shall be equipped with spark arresters.

If at any time the CO or designated park representative determines that the work is being conducted in an unsafe manner, the contractor will be notified and shall immediately cease all work activities.

1.5 Quality Assurance

Trees will be inspected by the government to ensure that they are properly and cleanly cut so that park staff may immediately treat the remaining stump; that cut material is properly chipped; and that more than 99% of the chip material has been removed from the Vegetation Cut Area and hauled to an appropriate disposal location outside the park.

SECTION 2 – CONTRACTOR-FURNISHED ITEMS AND SERVICES

Except for those items or services specifically stated as government furnished, the contractor must furnish everything needed to perform this contract according to all its terms.

SECTION 3 – SPECIFIC TASKS

3.1 General Information

The contractor must provide all personnel, equipment, tools, materials, supervision, and other items necessary to fell and chip designated trees as specified in this performance work statement.

The contractor must perform to the standards in this contract.

3.2 Cutting and Chipping of Designated Trees

The contractor shall remove tree and tree parts for which this type of treatment is specified.

Removal involves removing all a tree’s vertical structure and leaving a flush-cut stump. To cut a stump as close as safely possible to mineral soil following the slope angle of the ground (considering stumps not on flat ground). This may require raking back the mulch/litter layer to allow for a lower cut and then raking the material back up against the stump. Trees shall be cut to a 6-inch height above the soil surface.

Tree(s) shall be removal in a manner that causes no damage to the adjacent Tomales Bay Oyster Company (TBOC) trees (on north end of Vegetation Cut Area), retaining walls, TBOC infrastructure, adjacent roads, above ground and subsurface utilities, and no injury to persons.

Tree(s) may be removed by chainsaw, other means except those involving explosives (park policy does not permit the use of explosives by non-government personnel).

Debris resulting in felled trees shall be chipped, and chipped material will be properly disposed of outside park boundaries.
