SOLICITATION NO. 140P8421Q0068

TOPOGRAPHICAL RESTORATION AT MILLERTON NPS PARCEL,

POINT REYES NATIONAL SEASHORE,

MARIN COUNTY, CALIFORNIA

SITE VISIT – JUNE 24, 2021

SITE VISIT SUMMARY:

A site visit was conducted on Thursday, June 24, 2021 at 1:30 p.m. Participants met at the Tomales Bay Trailhead off Highway 1. After participant sign-in, the group first proceeded over to the Martinelli Ranch housing complex where the topsoils are currently stored, and NPS personnel provided an overview of the proposed operations there. Following that, the group proceeded to the Millerton parcel adjacent to the Tomales Bay Oyster Company (TBOC) and reviewed the proposed actions and proposed option line item actions in this area.

QUESTIONS FROM SITE VISIT AND RECEIVED TO DATE:

1) Will cattle be present when the project is under implementation? Yes, the cattle are typically at the Martinelli Ranch year-round.

2) It was re-affirmed that the 2% slope for the rough-graded soils should drain to the south, following the existing natural contours. Silt fencing placed at the southern end of the work area should prevent run-off of sediment during any rain events that occur during construction. The NPS will be mulching the work area following construction completion and will be following up with revegetation.

3) Regarding the Option item work which consists of cutting from one (1) to thirteen (13) quantity Eucalyptus trees as shown in the Vegetation Cut Area (Figure 2 of the Specifications), it was noted that the thirteen (13) trees are shown in Figure 6 of the Specifications and listed in Appendix Table B-1, with the DBH (diameter at breast height) and number of stems. Each tree represents a separate Option Item. It was confirmed that any tree work would need to be conducted before any of the earthwork at the project site was completed, because trucks would need access to that area before it is scarified, and salvaged topsoils are imported.

4) Regarding the option item tree work, the Government may exercise one, none, or any combination of option items (tree removal) at its sole discretion.

5) Regarding the option item tree work, the Specifications state that the trees be cut and chipped and disposed of in an appropriate disposal location. It was asked if it was absolutely required to chip the downed trees, and if it was acceptable to simply drop the trees and haul them off. NPS confirmed that the cut trees did not necessarily have to be chipped as long as they were disposed of in an appropriate location.

6) There was a question as to whether the retail operations of Tomales Bay Oyster Company (TBOC) would start being open during the week and not just the weekend, as this would affect flow of truck trips in and out of the work area. As the project draws closer to implementation, the NPS will clarify with TBOC their hours of retail operation.
