About this file

This document is Attachment 3 of a federal contract solicitation outlining the Technical Evaluation Criteria for an IDIQ (Indefinite Delivery/Indefinite Quantity) contract with the National Human Genome Research Institute (NHGRI). The evaluation will assess offeror proposals and responses to three task orders across four evaluation criteria listed in order of relative importance.

Criterion 1 (Personnel) evaluates proposed staff qualifications, experience, education, and availability, with emphasis on clinical research support, protocol monitoring, clinical data management, regulatory affairs, IND/IDE activities, DSMB support, and statistical analysis. The government will assess team composition, including senior-level statisticians preferably with Ph.D.s in statistics, and relevant expertise in genetic conditions, rare diseases, gene therapy, pediatric and adult clinical research, and federal/NIH/FDA regulatory environments. Criterion 2 (Technical and Management Approach) assesses the offeror's ability to perform Task Areas 1-4 of the parent SOW, manage protocol monitoring, data management, regulatory support, DSMB coordination, and statistical consultation. This includes evaluation of transition-in/out strategies, task-order management, quality control processes, risk management, schedule monitoring, communication approaches, and personnel continuity plans. Criterion 3 (Offeror Experience) requires documentation of relevant NIH contract experience supporting research in human genetics and genomics, rare genetic diseases, pediatric populations, gene and cell-based therapy, and ethical-legal-social implications, with description of project scope, complexity, contract value, period of performance, and the offeror's specific role. Criterion 4 (Past Performance) evaluates recency and relevance of up to three recent contracts using CPARS data and proposal information, assessing technical quality, timeliness, concurrent work management, and performance problem resolution, with customer point-of-contact information required.
