About this file

This document is a proposal packaging and delivery instruction attachment for NIH federal contract opportunities submitted through the electronic Contract Proposal Submission (eCPS) website.

Proposals must be submitted via the eCPS website at https://ecps.nih.gov, with facsimile and email submissions explicitly rejected. Offerors must create separate PDF files for Technical and Business proposals, each searchable and with all attachments merged into single documents. File naming should include the offeror name, solicitation number, and proposal type. Technical proposals are limited to 25 pages (excluding title page, table of contents, section dividers, appendices, and resumes, which may be up to 5 pages each). Business proposals have no page limit and should include past performance information and representations and certifications. All proposals require 8.5" x 11" letter-size pages, 10-12 point font, no more than 15 characters per inch with maximum six lines per vertical inch, and one-inch margins on all sides. Proposals cannot include internet URLs, audio files, or video files. Pages exceeding limitations will be removed and not reviewed.

The document also specifies requirements for a Navy solicitation (RFQ 75N98026R00034) for Proteus Syndrome Support services on a time-and-materials basis. The technical quotation must not exceed 25 pages with sequential numbering and include a header or footer with contractor name and RFQ number. Price quotations must be submitted separately for three task orders with proposed labor categories, hourly rates, and escalation factors for the three-year contract period. Task Order No. 1 will be awarded with the parent contract, while Task Orders Nos. 2 and 3 will be awarded at later dates with proposals reviewed for evaluation purposes only. Cost proposals must include travel to NHGRI and necessary materials with justification narratives.
