Pier One Hazmat Survey SOW f2 5.15.23
Pa ge
Golden Gate National Recreation Area
Environmental Programs Office
Site Specific Comprehensive Hazardous Materials Survey and
Hazard Assessment Fort Mason – Pier One
Background: Fort Mason Pier One originally served as a US Army Port of Embarkation to support the Pacific Theatre with war materiel in various military campaigns. The Pier was decommissioned by the Army and transferred from the Department of Defense to the Department of Interior, National Park Service, via the Formerly Used Defense Sites program in 1972. Since that time Pier One has generally served as a warehouse, receiving little required maintenance and deteriorated in condition until the NPS determined the Pier was unfit for human occupation in early 2020. The National Park Service completed a Phase I under the Comprehensive Environmental Response, Compensation and Liability Act which provides a more detailed site history and current condition as of report date of 2021 – available for Contractor review after selection.
1.0 PROJECT OVERVIEW and OBJECTIVES
1.1 Site Background
Golden Gate National Recreation Area (GOGA), a unit of the National Park Service (NPS), requires work per this Scope of Work (SOW) and issues the Request for Proposal for a comprehensive site-specific destructive hazardous materials building and materials survey (“hazmat survey”) at Fort Mason (FOMA) Pier One and a Hazard Assessment and Evaluation along with associated cost estimate.
1.2 Site Information
Pier One, located at Lower Fort Mason, is within the City and County of San Francisco, California and is situated adjacent to, and over, San Francisco Bay.
NOTE: Toxic materials such as lead, asbestos, mercury, polychlorinated biphenyls, including products and dust, and bird and rat feces and carcasses are known or suspected present at the site or in the shed structure. The Contractor must submit a site, task and hazard-specific Health and Safety Plan (HASP) and follow governing provisions of their Safety and Illness Prevention Plan when conducting site visits. Contractor must ensure Job Hazard Assessment and related information for COVID 19 is included in the HASP.
1.3 Subject Property to be investigated
The entire core and shell of the building is referenced by the NPS as Shed/Pier One, building FM-317 (NPS Asset 38295; Shed 317 [Pier is building 316]) and is shown on City and County of San Francisco Assessor’s Map APN 0409-002.
The site has 48,000 square feet of improvements as a two-story unreinforced masonry shell built in 1934 by the Department of Defense to function as a warehouse supporting war materiel transport and Fort Mason function as port of embarkation.
Due to structural and pier deficiencies the National Park Service, and its partners, have only used the building for storage and intend on using only for storage until structural issues are remedied. Water and sewer services are defunct. Electrical service functions and is provided by the National Park Service.
1.4 Scope of Services
1.4.1 Objective and Work Scope
The objective of the hazardous building material survey is to identify to extent possible all hazardous building materials – and containers, goods, equipment and products that have been contaminated by release of lead, asbestos and/or other hazardous materials stored in the building - that will require abatement (under a separate contract), removal, special handling procedures and/or have unique disposal requirements; identify condition of such identified materials, and provide a survey and report and associated cost estimate for design to implement recommendations in the hazmat survey/report.
Additionally, the Contractor shall identify and generally evaluate other potential health hazards such as dead rodents and birds in the building, presence of vermin and pests, abandoned universal and hazardous waste (e.g. intact and broken fluorescent bulbs) lead and asbestos dust on working surfaces (via wipe sampling) and goods and materials stored in the building and similar conditions.
The response to this Request for Proposal (RFP) should include all materials and services necessary to conduct a complete and comprehensive Hazardous Materials Survey (including objects and materials stored in the building) and Hazard Assessment Evaluation for the interior of Fort Mason Pier One and as otherwise determined necessary by field discoveries of hidden layers, etc.
1.4.2 Work Plan and Health and Safety Plan
The Contractor shall provide a work plan for NPS comment, revision and acceptance and a site and task-specific Health and Safety Plan (HASP) submittal for NPS comment and acceptance before beginning the hazardous materials survey. The HASP shall include all necessary provisions for providing complete and sufficient analysis of present and suspected risks, and mitigation measures for such risk, sufficient to carry out work described in this SOW.
1.4.3 Field Survey
The Contractor shall survey the entire interior of the Pier including stored contents that are of a toxic or hazardous nature.
ge
Contractor shall use a Certified Asbestos Consultant (CAC) or Certified Industrial Hygienist (CIH) [or Certified Site Surveillance Technician (CSST) under direct supervision of CAC or CIH];
to conduct the Hazardous Materials Survey.
The NPS needs a hazardous materials survey including, but not limited to, presumed asbestos containing materials; fire brick; concrete; Polychlorinated Biphenyls in electrical equipment and caulking and on or near transformers, switches or other electrical components; mercury in switches and thermostats and bulbs; lead electrical coverings; pesticide, fungicide and herbicide residues and other hazardous materials similarly found on similar project sites.
The Contractor shall identify if any asbestos failure has occurred to the extent indicates a large fiber release.
The contractor should identify other immediate and obvious industrial health hazards (mold, active and dead pests, lead and asbestos dust and debris, etc), document and estimate amounts of such, and develop specifications and estimated costs for remediation of these conditions. A full California Department of Public Health lead hazard evaluation and asbestos evaluation per federal EPA guidelines is required per this Scope of Work.
The contractor shall conduct paint sampling sufficient to show where lead based paint does and does NOT need stabilization and subsequent abatement (for poor condition paints and coatings) or encapsulation (for paint layers in good condition); that is, Contractor shall conduct sufficient sampling to demonstrate homogenous layers of non-lead paint.
1.4.4 Reporting
Upon completion of field work the Contractor shall provide a draft report and survey for NPS comment, revision and NPS acceptance. The Contractor shall provide a draft Hazard Evaluation for NPS comment, revision and NPS acceptance.
The previous asbestos survey (excerpt) conducted for the building is listed in Section 1.6 and provided as Attachment Two:
Asbestos-Containing Materials Survey Report for National Park Service, United States Department of Interior, Golden Gate National Recreation Area, California. Mactec.
September, 2012
The Contractor shall pay particular note to this survey as a representative report to understand the descriptions previously used to define architectural features and homogenous layers as these descriptions should continue to be used in the hazardous materials survey wherever feasible.
1.5 Compliance
The NPS is responsible for conducting compliance review and developing project stipulations measures. The Contractor is responsible for ensuring its work plan comports with all governing federal, state and local laws, regulations and decision rules and implementing or abiding by project stipulations. The Contractor shall consider in project formulation all requirements necessary to conduct work.
ge
1.6 Existing Hazardous Materials Reports
The NPS does not have a previously completed comprehensive hazardous materials survey available for the building. The previous partial asbestos containing material survey is provided as Attachment Two and listed as:
1. Asbestos-Containing Materials Survey Report for National Park Service, United States Department of Interior, Golden Gate National Recreation Area, California. Mactec.
September, 2012: GOGA ACM Survey Report FMSS 38295 Fort Mason Pier One
This Mactec survey was conducted on multiple buildings, the excerpt applicable to Pier One is provided in the attachment. This Mactec survey focused on environmental cost liability and as such was not a comprehensive survey for renovation or abatement purposes (as opposed to this SOW, which requires a full comprehensive survey).
1.7 Existing Building Plans and Documentation
A basic digitized floor plan and drawing is provided as Attachment Three.
The Contractor is responsible for identifying and selecting the best available floorplan on which to digitize and build the hazardous materials survey product from the attached document, those in the Phase One and potentially others avaialbe from Golden Gate National Recreation Area Park Archives and Records Center (PARC) located at Building 665 at the Presidio of San Francisco.
Floor plans from the 1970s through the 1990s will generally show the building layout fairly accurately. One issue is that plans may not fully show the mezzanine structures which are additive features to the original 1934 design floor plan. A circa 1952 sprinkler plan may be available at PARC which could be the best record of the layout of the building at the end of its period of significance, and thus a very good starting point to digitize the layer which would serve as the basis for the hazmat survey.
The NPS has completed an Environmental Site Assessment Phase One for the building. This document will be provided to the Contactor following award.
2.0 PROJECT REQUIREMENTS
TASK A - Project Management and Review Existing Documentation and Data
1. Subtask 1: Review NPS-supplied documents Review and determine sufficiency of existing site data, information, report, plans and drawings and determine and acquire additional information required to complete survey, hazard evaluation and specifications. The Contractor must inquire about building records, surveys, reports and floor plans not attached to this RPF, and visit to acquire such, from Golden Gate National Recreation Area Park Archives and Records Center located at Building 665 at the Presidio of San Francisco; general and contact information is available here:
https://www.nps.gov/goga/learn/historyculture/research.htm
2. Subtask 2: Site Visit ge
The Contractor will attend a Site Visit to aid Contractor in design and estimating and understanding project requirements. Obtain building floor plan and other pertinent documents from Golden Gate National Recreation Area Park Archives and Records Center located at Building 665 at the Presidio of San Francisco.
As the site visit is within a building closed to employees and public due to health and safety concerns around lead and asbestos (and other hazards), Contractor employees must be enrolled in the company lead and asbestos program and trained, certified and equipped properly to enter building.
TASK B: Develop Site Survey Work plan and Health and Safety Plan
The Contractor shall provide letter work plan and site, task and hazard-specific Health and Safety Plan (HASP) submittal and services necessary to conduct a Hazardous Material Survey and Hazard Evaluation at Pier One.

1. Subtask 1:Complete Field Work at Fort Mason Pier 1.
1.1) Conduct Hazardous Materials Survey:
The Contractor shall utilize an EPA Accredited Inspector using required OSHA and EPA (AHERA, ASHARA and NESHAPS) methodology and standard industry best practices to assess all site asbestos containing materials, determine their general condition, and determine those that are suspect hazardous materials which could not be sampled or analyzed during survey. The Contractor shall utilize a California Department of Public Health EPA Accredited Lead Assessor using required state and federal methodology for all suspected lead-based and lead-containing materials.
A) Visual Assessment
A.1 ALL: The Contractor shall conduct a visual examination of both vertical and horizontal interior and exterior surfaces/component systems to be impacted by the work and determine the presence of affected suspect hazardous material including but not limited to asbestos, lead, PCBs, mercury, pesticides, herbicides, fungicides and other likely hazmat.
A.2 Asbestos Condition Assessment: The Contractor shall identify all potential ACM that will be impacted by the demolition activities. The Contractor shall determine the friability of all suspect ACM as classified by NESHAP, i.e. Friable, Non-friable Category I or Non-friable Category II. Each homogenous area shall be identified and noted as such in the field notes for selecting sampling locations.
A.3 Lead Condition Assessment: The Contractor shall identify all potential lead and lead containing paints and surfaces in the building. Provide description of the nature, amounts and condition of the lead-based (LBP) or lead-containing paint (LCP).
Each unique or homogenous area shall be identified and noted as such in the field notes for selecting sampling locations and reporting purposes.
A.4 Identification and Assessment of Other Materials: as necessary depending upon review of existing surveys and/or field survey finds.
1.2) Develop List of Suspect Materials by Homogenous Area:
For each identified suspect material not the Contractor shall develop a list of homogenous areas (by type, texture and color) for each type of suspect material location using where possible methodology and descriptions of homogenous areas and architectural finished used during the previous survey. Designate, based upon estimated age and evaluation of building materials and system installation, any Presumed Asbestos Containing Materials (PACM) suspected lead-based and lead-containing materials only where exceedingly difficult to sample during this destructive comprehensive level survey. The contractor will then sample per this list.
1.3) Develop List of Friable Suspect Asbestos Containing Materials ge
For each identified suspect asbestos containing material the Contractor shall determine the friability by industry standard touch test.
1.4) Develop Suspect Materials List and Sampling and Analysis Plan For each identified suspect material homogenous area collect enough data to determine type, condition and hazardous material percentages.
The Contractor shall utilize AHERA and ASHARA methodology to determine minimum number of asbestos samples required for each homogeneous areas such that an abatement design or management plan may be based off sample results without the need for further rounds of testing (notwithstanding discovery of previously unknown layers via initial inspection/sampling).
A.1 Asbestos Sampling
The Contractor shall enter all areas identified for sampling ACM; identify the ACM by bulk sample or assumption where sampling proves exceedingly difficult; record the results of the samples or assumptions on floor drawings; and quantify via line item the amount that will be included in the project waste stream generated that requires special disposal. Destructive sampling to locate ACM in interstitial or generally inaccessible areas is authorized. The Contractor shall photograph each sample location and properly locate to faithfully illustrate on subsequent material survey map and drawings.
The Contractor is not required to patch all entries and penetration holes into interstitial areas but IS required to patch all friable surfaces disturbed by sampling.
Use procedures and techniques for bulk sample location described in 40 CFR Part 763.86.
The building is not and will not be occupied during survey. Contractor must ensure that no fiber releases occur during sampling and must provide descriptions of means and methods in work plan that Contractor will employ to prevent fiber releases during sampling.
A.2 Sampling for Other Toxic Materials As necessary and defined in the work plan. For those homogenous areas or without sufficient previously collected data, contactor shall collect data sufficient to design abatement and/or stabilization. The Contractor shall identify and conduct wipe samples for lead and asbestos dust on representative working surfaces and stored materials.
The purpose of this survey portion is to identify and sample suspect settled dusts/debris for potential hazardous materials including but not limited to:
Asbestos Heavy metals (i.e. lead, arsenic, mercury and hexavalent chromium) Chlorinated pesticides (DDT, Chlordane etc.)
Polychlorinated biphenyls (PCBs) Polycyclic Aromatic Hydrocarbons (if source is identified during survey)
Collect bulk samples or composite wipe samples from building and working surface areas and stored goods and materials where contamination is suspected. Do not ge sample for polycyclic aromatic hydrocarbons unless evidence of their potential is discovered during survey activities.
Sample stored materials and equipment for toxic materials (asbestos and lead) as if non-porous materials was one homogenous layer and porous materials were another homogenous layer (and as otherwise fleshed out in the work plan).
A.2 Identify and Sampling Other Biologic Materials
Identify and generally describe - but do no sample – areas, surfaces and stored materials visually contaminated with bird-droppings, rodent, mold and other biologic hazards.
A.3 Building Floor Plan Present results, suspect materials survey and samples from all areas and hazardous materials, hazardous waste and universal waste materials as a sample location visually identifiable over building floor plan selected by Contractor as provided via Attachment Three.
