About this file
This is a Request for Proposals (RFP #25-CE-041) issued by the Pinellas County School Board (PCSB) for athletic uniforms, equipment, and supplies for high schools and middle schools. The solicitation seeks an experienced athletic uniform manufacturer to provide comprehensive athletic wear, including uniforms and equipment for multiple sports such as volleyball, cross country, football, wrestling, basketball, soccer, tennis, baseball, softball, flag football, track and field, swimming, golf, and lacrosse. The contract period will run from May 13, 2025, to May 12, 2029, with options for three additional one-year renewals. Proposals are due electronically by 3:00 pm on March 27, 2025, through the District's OpenGov Procurement portal, with an estimated award date of May 13, 2025.
The RFP emphasizes a transition period for replacing uniforms, anticipating a four-year process for full uniform conversion. The evaluation will use a weighted point system (total 100 points) considering factors such as firm experience (19 points), responsiveness to scope (20 points), product quality (20 points), uniform and equipment costs (30 points), and overall best value (11 points). The district seeks not only competitive pricing but also financial support, with suppliers required to provide catalog discounts, potential rebates, merchandise credits, and financial incentives. The contract is not exclusive, allowing PCSB to use other vendors if needed, and includes provisions for price adjustments based on the Consumer Price Index and marketplace volatility.

SCOPE OF WORK
The Pinellas County School Board (PCSB) requests proposals from an experienced, qualified supplier to provide and deliver athletic uniforms, equipment and supplies to various high schools and middle schools and to secure firm, net pricing throughout Pinellas County for the contract period as specified herein.
PCSB seeks an experienced athletic uniform manufacturer to provide financial support to PCSB in exchange for certain promotional and availability rights for athletic uniforms, equipment and supplies.
This solicitation is inclusive of all athletic wear including coaches’ apparel. The supplier will accommodate all campuses (including any future additional campuses) at the same rate and service levels, as needed. Awarded supplier MUST have the ability to meet with coaches to take orders. These meetings will be held either at the District Administration Building in Largo, or at the individual schools at a date and time to be determined after the award of this proposal.

ADJUSTMENTS TO CONTRACT TERMS & CONDITIONS NECESSITATED BY

2. The volatility affects the marketplace or industry, not just the particular Supplier’s source of supply
3. The effect on pricing or availability of supply is substantial
4. The volatility so affects the Supplier that continued performance of the contract would result in substantial loss or financial hardship
The determination as to whether a situation represents “extreme” volatility of the marketplace and/or whether the effect on pricing or availability is “substantial” shall be solely at the discretion of the District.
Requests for adjustments will not be considered more than once in a one-year period. Adjustments and renewal escalation may not be exercised in the same term.

For the purposes of calculating the amount of a protest bond, this contract is valued at approximately
400,000/year or $1,600,000 for the initial four (4) year contract. This is only an estimate, and the actual amount could vary up or down. The district will not be held responsible if actual purchases are less than this amount.
