About this file
This file is a cross-reference matrix template designed to guide offerors in structuring their proposal submissions for the Large Penetrator Warhead Case Assembly Production contract. The matrix consists of three primary evaluation sections that correspond to rating criteria established in the RFP: Technical Requirements, Contractor Documentation, and Price.
The Technical Requirements section addresses Manufacturing Execution, First Article Inspection, Facility Make-up/Availability and Material Processing, and Alloy Production Capability. Offerors must demonstrate knowledge of case material properties, warhead assembly processing capabilities, facility readiness, and capacity to process assemblies both above and below 20,000 pounds. The evaluation will assess understanding of heavy section case alloys, boring, melting, forging, heat treatment, and testing abilities for alloy chemistry certification. Additionally, offerors must demonstrate capability in producing critical high-performance steel alloys including HP9-4-20, USAF-9628, 4340, and HiPO/future alloys, with evaluation distinguishing between those with objective proof of past capability versus those relying on detailed development plans. The Contractor Documentation section requires submission of a signed solicitation with Sections A through K via SF 33, identification of any subcontractors, evidence of a Small Business Participation Plan, and proof of AS9100/ISO 9001 Certification. The Price section requires a cost estimate for a contractor-led Kick-Off meeting with the Government. This matrix serves as an appendix to assist offerors in identifying and cross-referencing proposal sections corresponding to specific evaluation criteria rather than establishing substantive requirements itself.

| The Offeror’s demonstrated knowledge and proposed capabilities regarding case material properties and the processing of warhead assemblies. The Offeror’s proposed facility and equipment plan to determine the extent to which it demonstrates the capability, readiness, and capacity to process warhead assemblies. The evaluation will assess the Offeror's understanding of heavy section case alloys, boring, melting, forging, heat treatment, and testing abilities for alloy chemistry certification. This subfactor assesses these capabilities of processing assemblies weighing greater than 20,000 lbs. | The Offeror’s demonstrated knowledge and proposed capabilities regarding case material properties and the processing of warhead assemblies. | The Offeror’s capability and/or proposed plan to produce, bore, forge, and machine critical high-performance steel alloys (HP9-4-20, USAF-9628, 4340, and HiPO/future alloys). The evaluation will distinguish between Offerors who possess objective proof of past capability (yielding lower performance risk) and those relying solely on a detailed plan to develop the capability. | ||
