About this file
This is a Department of Defense Checklist for Reviewing Subcontracting Plans, Version 4, issued in July 2024. It serves as a template and guidance document for contracting officers to evaluate the completeness and compliance of subcontracting plans submitted by offerors on federal contracts.
The checklist contains 44 items organized by plan type (Individual, Commercial, and Master subcontracting plans) and addresses compliance requirements under FAR 52.219-9 and DFARS regulations. Key elements evaluated include: establishment of separate subcontracting goals for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), HUBZone small business, small disadvantaged business (SDB), and women-owned small business (WOSB) categories; identification of planned subcontract dollars and percentages; inclusion of all subcontracts contributing to contract performance; counting of subcontracts awarded to Alaska Native Corporations and Indian tribes; statement of total dollars planned for subcontracting; description of principal types of supplies and services; methodology for developing goals; methods for identifying potential small business sources; treatment of indirect costs; designation of a subcontracting program administrator; efforts to ensure equitable competition; inclusion of FAR clause 52.219-8 in subcontracts; requirements for subcontractor subcontracting plans exceeding the $750,000 threshold; cooperation with government studies; submission of periodic reports through the Electronic Subcontracting Reporting System (eSRS); maintenance of source lists and records; good faith efforts to use small businesses identified in proposals; timely payment to small business subcontractors; and records documentation. Commercial plans require additional attention to how plans relate to both government and commercial business, signature requirements, and listing of CAGE codes and UEIs. Master plans must demonstrate current approval status, update procedures, three-year effectiveness dates, and coverage of specific contracts by CAGE code and UEI.
