About this file
This is a Special Packaging Instruction document for the MTS-A C-130 Ball Down container (NSN 8145-01-681-4795), issued by the 406 SCMS/GULAA Packaging Office at Robins Air Force Base, Georgia. The document provides detailed specifications and assembly instructions for packaging and preservation of equipment using this reusable military container.
The container specifications include a gross weight of 353 pounds, gross volume of 25.84 cubic feet, and interior dimensions of 34 x 33 x 38 inches, with a design fragility rating of G110. Preservation follows MIL-STD 2073 serviceable and unserviceable methods 55, with cleaning and drying per MIL-STD-2073. The document specifies both Level A and Level B closure and packing requirements using NSN 8145-01-681-4795 containers. Bill of materials includes container, grease (MIL-G-21164), nylon twine, adhesive (QPL-MMM-A-121-QPD), desiccant (MIL-D-3464 Type I), safety wire (303 stainless steel, 0.020 diameter), and thread sealant tape (Teflon, 1/2 inch). Marking follows MIL-STD-129 with special markings indicating SPI No. F01-600-1681 and notation that the reusable container and dunnage must not be destroyed. The document includes fourteen detailed notes covering torque specifications (ranging from 20 to 150 in-lb), latch assembly procedures, grease application requirements, observation window installation, leak testing at 1.0 PSIG minimum pressure with acceptable loss limits of 0.05 PSIG over thirty minutes, and desiccant placement requirements. Distribution is authorized to Department of Defense and U.S. DoD contractors only for administrative or operational use as of July 31, 2019.

MTS-A C-130 BALL DOWN
NOTES:
1. CONTAINER MUST SEAL. RECOMMENDED TORQUE VALUES ARE AS FOLLOWS:
RECORDS HOLDER, ITEM 8 150 ± 10 IN-LB
HUMIDITY INDICATOR, ITEM 9 30 ± 5 IN-LB
LATCH, ITEM 11 45 ± 5 IN-LB
FILLER VALVE, ITEM 12 20 ± 5 IN-LB
DESICCATOR, ITEM 13 150 ±10 IN-LB
BREATHER VALVE, ITEM 14 30 ± 5 IN-LB
2. ALL MARKINGS IAW MIL-STD-129.
3. INSERT HANDLE OF LATCH INTO BASE PRIOR TO ASSEMBLY WITH DRAWBOLT, PIN, AND COTTER PIN. BEND COTTER PIN SO
THAT IT DOES NOT INTERFERE WITH BASE WHEN LATCH HANDLE IS LIFTED UP 90° WITH BASE SIDES.
4. APPLY A THIN COAT OF GREASE, P/N 2, TO THE FOLLOWING AREAS OF LATCH PRIOR TO INSTALLATION IN CONTAINER BASE:
WHERE HANDLE OF LATCH CONTACTS ALUMINUM BASE, WHERE BARRELNUT CONTACTS ALUMINUM COVER, AND WHERE DRAWBOLT CONTACTS THE HANDLE. REMOVE ANY EXCESS FROM EXPOSED AREAS OF INSTALLED LATCH WITH CLEAN CLOTH. DO NOT USE
DEGREASERS.
5. APPLY A THIN COAT OF GREASE, P/N 2, TO COMPLETELY COVER SHACKLE PIN PRIOR TO INSTALLATION. REMOVE GREASE FROM
EXPOSED AREAS OF INSTALLED PIN WITH A CLEAN CLOTH. DO NOT USE DEGREASERS.
6. PRIOR TO AFFIXING OBSERVATION WINDOW THOROUGHLY CLEAN CONTACT SURFACE OF INSIDE COVER WITH ISOPROPYL OR DENATURED ALCOHOL. CENTER OBSERVATION WINDOWS OVER HOLES IN COVER AND PRESS USING A ROLLER TO ENSURE GOOD ADHESION.
7. EACH CONTAINER SHALL BE SUBJECTED TO THE FOLLOWING LEAK TEST:
THE CONTAINER SHALL BE PREPARED FOR TESTING BY REPLACING THE BREATHER VALVE WITH A FITTING THAT CONNECTS TO AN APPROPRIATE PRESSURE GAUGE. THE CONTAINER COVER SHALL THEN BE LATCHED TO THE BASE AND PRESSURIZED TO 1.0 PSIG (MINIMUM) USING THE FILLER VALVE. AFTER STABILIZATION, PRESSURE SHALL BE MONITORED FOR THIRTY MINUTES. A LOSS OF PRESSURE IN EXCESS OF 0.05 PSIG (ADJUSTED FOR CHANGES IN TEMPERATURE AND BAROMETRIC PRESSURE) SHALL BE CAUSE FOR REJECTION.
8. SECURE CAP OF FILLER VALVE TO VALVE BODY USING SAFETY WIRE, P/N6.
9. SEAL THREADS OF PIPE PLUG USING TEFLON TAPE, P/N 7.
10. TIE INSTRUCTIONS TO PIVOT LEG WITH NYLON TWINE P/N 3 USING A SQUARE KNOT.
11. SIXTEEN UNITS OF DESICCANT P/N 5 SHALL BE PLACED INSIDE DESICCATOR.
12. EQUIVALENT PARTS MAY BE USED. NOT APPLICABLE TO PARTS WITH CAGE 12255 OR 30003.
13. TORQUE FASTENERS TO 100 ± 5 IN-LB.
14. 85001160-1 IS OBSOLETE. 85001160-2 PROVIDES WELD IMPROVEMENT FROM DRAWING 85001132-2.
