SOURCE QUALIFICATION STATEMENT

(Public Law 98-525, 10 United States Code Section 2319)

AMSC C: These parts require engineering source approval by the control activity to assure the integrity of the part. Alternative sources must qualify by submitting a Source Approval Request (SAR) according to the design control activity's procedures, AFMCI23-113, and receive approval from the applicable government engineering activity, AFLCMC/WIUED (Rotary Wing Systems and Integrity Engineering Section).

*Subcomponents with time-change requirements of assemblies mentioned above are listed in T.O. 1H- 1(T)H-6. Other miscellaneous technical orders that govern specific areas of the work include 00-25- 234 (General Requirements for Repair, Maintenance, & Testing of Electrical Equipment), 00-35D-54 (Deficiency Reporting), 00-5-1 (USAF Tech Order System), 1-1-691 (Corrosion Prevention), and 00- 20-2 (Maintenance Data Documentation).

SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION

REQUIREMENT

The Main Rotor Hub Assembly is a Bell Helicopter-designated Flight Safety Critical Part, an Aviation Critical Safety Item (CSI), and a Safety Critical Screw Threaded Component (SCSTC).

SCSTCs are threaded components which, if they suffer a thread or material related failure in isolation, may result in the loss of aircraft, loss of life, or severe injury. The Main Rotor Hub Assembly attaches the main rotor blades to the top of the mast. An adjustable drag brace connects the trailing edge of the blades to the hub, providing a means of aligning the blades. The blade grips rotate on the yoke spindles through roller bearings to provide pitch change of the blades.

The hub is attached to the mast through a trunnion which provides rotor tilt through pillow block bearings.

Drawing 204-012-101 and T.O. 3R1-6-4-3 provide essential information to accomplish repair and maintenance functions on the Main Rotor Hub Assembly. Repair of the Main Rotor Hub Assembly may require brush cadmium plating, manganese phosphate coating IAW MIL-DTL- 16232, and/or black oxide coating IAW MIL-DTL-13924.

SECTION C: QUALIFICATION REQUIREMENTS

Source approval information: Listed below are the minimum requirements necessary to become a pre- award qualified bidder on the equipment listed above. The repair and overhaul of this item will require the restoration of the unserviceable assets to serviceable condition using USAF overhaul and repair technical orders (TOs). The extent of overhaul or repair work required shall be determined by the initial inspection/functional checkout and the disassembly/assembly required in order to restore these items to a serviceable condition end-item if being overhauled or required to return these items to a serviceable end-item if being repaired, that shall efficiently serve their intended purpose.

a. Potential bidders must possess official certification as a Bell authorized service center for Component Repair & Overhaul for Bell 205 and 212 model helicopters.

b. Potential bidder shall provide a summary of the company’s capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling and test and inspection equipment as well as quality assurance plans and procedures. At a minimum, vendors will be required to have the special tooling and the special test equipment called out in TOs listed below:

Alternates to the special tooling and/or test equipment may be used, provided the potential bidder can demonstrate that they have an equivalent piece of equipment that can accomplish the same task without damage to the components. Alternate tools/equipment must be identified by part number and potential bidders must specify by part number which piece of equipment the alternate is replacing. Alternate tools/equipment must receive approval from the applicable government engineering activity, AFLCMC/WIUED, before such tools or equipment are used to overhaul or repair any flight safety critical components. No Government equipment or manpower may be used during this effort.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor-furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The material or parts shall be entirely suitable for restoration of the end-item for its intended purposes and shall be completely interchangeable without alteration of either the parts or the end-item. In order to protect integrity of the supply chain from counterfeit parts, the source of material or parts shall be traceable to the US Government, Defense Logistics Agency or the Original Equipment Manufacturer.

c. Potential bidders shall demonstrate the ability and have experience in repair and overhaul of same or similar critical safety of flight dynamic components, which are currently in use on commercial or military helicopters. Potential bidders shall provide the following information on the similar items:

1. Contract Number

2. Procuring Agency

3. Contract Value

4. Number of assets shipped

d. Potential bidders shall provide a detailed quality plan implementing AS9100 or ISO 9001

(or equivalent).

e. Potential bidders shall provide a detailed repair and a detailed overhaul plan describing repair, overhaul and inspection procedures and shall provide for:

1. Traceability of batch/lot for repaired/overhauled material.

2. Identification of material sources. Sources for raw materials must be documented for each type of material called for in the assembly. No material waivers will be granted.

3. Identification of sources for process not done in house shall be documented.

f. Potential bidders shall perform a minimum of 75% of the repair and overhaul workload in-house. Testing shall not be sub-contracted to a third party facility without special approval from government engineering authority, AFLCMC/WIUED.

g. After qualification, the repair and overhaul plan processes, vendor sources, quality procedures, etc. shall not be changed without the approval of AFLCMC/WIUED, obtained through the contracting officer.

h. Pre-award qualification may be granted based upon submittal of a Source Approval

Request providing the documentation requested herein. In the event of repair/overhaul contract award, contractor shall provide proposed documentation (work orders, travelers, overhaul sheets, inspection method sheets, etc.) to Rotary Wing SPO Engineering for approval before start of work.

i. Pertaining to Post-award qualification, after completion of first repaired/overhauled item, contractor shall provide same documentation (this time completed) for review. Contractor will be fully qualified upon successful review. In the case of the transmission assembly (including quills), test plans and results shall also be provided for the required run-up test.

j. The Source Pre-Award Qualification Requirements detailed in this document shall be waived for companies who have already passed qualification or pre/post-award qualification. The following companies are currently qualified to repair, overhaul and test the items listed in Section A.

k. The Air Force may not qualify potential bidders who have had quality problems when delivering similar or identical items to the government.

SECTION D: ESTIMATE OF THE TEST AND EVALUATION COSTS

This cost estimate is required per FAR 9.2029(a)(1)(ii) and 10 U.S.C. 2319(b)(3). It is intended to identify the costs for test and evaluation which will likely be incurred by the potential offeror to become qualified to repair and/or overhaul each part associated with the requirements being sought via the above PR. The below total pertains to only a single part; therefore, this should be multiplied by the number of items a company seeks to qualify.

Comments & Methodology: The above sections are listed in AFMCI 23-113 (Pg 22-23). The Integrated Product Team (to include Engineering) met to evaluate each category and determined that most of these T&E tasks will not be required by AFLCMC/WIUED in order to become considered for qualification. The vast majority of expenses that will be incurred by the Contractor will likely be associated with administrative labor performed to (1) substantiate their Company's technical capabilities and (2) vet that information internally for finalization of their SAR package for submittal to the Government. This is an estimated level of effort for EACH part. The basis of estimate for Section D consists of an approximated 80 man-hours at a rate of $75/hr.
