TECHNICAL EVALUATION WORKSHEET
SOLICITATION #: HTC711-21-R-R016
STEVEDORING AND RELATED TERMINAL SERVICES
PORTS: ROTTERDAM, NETHERLANDS
When completing this technical worksheet based on the posted requirements, the Offeror shall assume the Government has no prior knowledge of the Offerors experience past or present.
The Government will base their evaluation SOLELY on the information presented for EACH question based on the Offerors answer given in this Technical Worksheet questionnaire.
Please make sure you answer each question fully and in detail.
**Submission Rules**
The Offerors proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet each item in the worksheet in accordance with the Performance Work Statement (PWS). Statements that the Offeror understands, can or will comply with the PWS; statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without a description/explanation of how services will be performed shall be considered unacceptable.
The entire submission of this Technical Worksheet shall not exceed 25 single sided pages in length. Page size shall be no larger than 8.5x11 inches.
Sections 1 through 6 of this Technical Worksheet shall not exceed 25 pages (a single-side is equal to 1-page).
If more than 25 pages are received for Sections 1 through 6, only the first 25 pages will be evaluated and all other pages will be removed and therefore not evaluated.
Documentary evidence (photos) and Material Handling Equipment (MHE) lists will not count against the page limits.
NOTE** Failure to complete this document in its entirety or attach requested documents may result in being ineligible for award.
**Technical Evaluation Questions**
1. Labor/Management
1a. Describe/explain your capability to provide personnel within a 24 hour notice, in order to support multiple work sites, reception of cargo for truck and loading/discharging multiple decks simultaneously on multiple vessels.

1b. Describe/explain your plan for addressing labor shortages due to competing requirements “example; commercial “vs” military, and moving from normal work schedules to working 24/7 and how you would mitigate any labor shortages.

1c. Describe the type/class of labor that makes up the different work parties/gangs (i.e. truck gang, and vessel gangs), and their supervision structure.

1d. Describe/explain how you will maintain driver pool for the USG specialized military equipment (i.e. M1A2, M2, strikers, MRAPS).

2. Material Handling Equipment (MHE)
2a. Describe and provide a list with photos, of what equipment you have in your inventory that is available to use to handle all classes of supply (to include HAZMAT). Please include details about LO/LO and RO/RO operations for vessel and truck operations. Please provide photos supporting the 70T ramp and mobile cranes.

2b. Describe how would you supply equipment for working multiple vessels, where conducting operations in a 24/7 environment to support loading and discharging multiple decks simultaneously on multiple vessels on multiple berths?

2c. Describe and provide photos of what equipment you have in your inventory that would be used to tow/dray dead lined vehicles up to 160,000 lbs. on, and off a vessel with deck heights up to 10’6’’. Describe also your plan to mitigate working multiple decks on a vessel loading/discharging inoperable vehicles to and from staging lots, while keeping up with minimum set productivity levels.

2d. The Government requires that you provide contact maintenance team, equipment and vehicle(s) capable of determining the condition of its cargo rapidly. Describe how your company will support this requirement while working in multiple operations (i.e. staging lots, loading trucks, and on multiple vessel decks).
2e. The Government requires that its contractor shall have the capability to make minor equipment repairs on site and during an operation (i.e. changing tire, refueling vehicles, changing batteries). Describe how your company will provide this requirement?

3. Reception and Disposition
3a. The Government requires our stevedore contractor to provide reception and disposition only services of convoyed vehicles the port. Please explain your current or past business practices with this requirement.

3b. The Government maintains positive control of all cargo being imported and exported, please explain or show evidence of how (based on the requirements) you would maintain control of cargo placed in your care, including tallying, checking and inventory of cargo.

3c. The Government may elect to operate on a 24/7 basis. Explain or show evidence of your management services to operate under those conditions, include available labor, skills sets, and include certifications, licensing, training as describe in the requirement.

4. Vessel Operations
4a. The Government requires its contractor to be flexible in providing service. The Contractor shall provide flexible start times for receiving cargo at the port, starting vessels at odd hours or transitioning from normal work day schedules. Please explain your ability to provide this flexibility of varied start times and describe any impacts to Government.

4b. Describe/explain your ability to load/discharge cargo to/from a vessel without causing damage and In Accordance With (IAW) the Governments safety requirements.

4c. Explain or describe how you would LO/LO the M1070 with M1000 trailer on board a cargo vessels. Explain the lifting points, type of rigging and tie down used after its loaded.
4d. Explain how you would perform lashing/securing U.S. Military Cargo and specific tie down procedures related to vessel operations. Describe in detail how to secure down a vehicle weighing 68,000lbs, pulling a loaded trailer, how many and what type of lashing would be used.
4e. The Governments cargo is unique in that it comes in all weight classes, operable and inoperable (wheel vehicles, track vehicles, containers, breakbulk), where working multiple decks is advantageous to the Government. Explain your stevedore’s ability to conduct vessel discharge operations, by describing what MHE, labor, lift capability, and staging, where rail operations are being worked simultaneously.

5. Truck operations
5a. Explain how your company can provide staging areas for loading and unloading commercial line haul trucks.
