About this file

This document is an instruction attachment for a federal contract requiring vault toilet pumping and maintenance services.

The contractor must furnish all equipment and supplies including a tank truck with minimum 1,200-gallon capacity, four-inch minimum suction hose with at least 30 feet length, clam rakes with dulled tines, grabbers, pressure washer system, and anti-backflow device. The contractor shall carry or draft sufficient water (300-500 gallons typical capacity) from COR-approved sources to wash vault walls and backfill with six inches of water. All disinfecting solutions require COR approval. For vault toilets with exterior manholes, the contractor must remove debris using hand tools before pumping down to within 4 inches of tank bottom, then wash remaining waste, pump until air suction is impractical, clean and disinfect contaminated areas, and add 100-150 gallons clean water with 2-3 packets of Walex high-strength deodorizer per vault. For toilets without exterior manholes, the contractor must remove the toilet riser, cover toilet paper with waterproof material, exercise extra care to prevent spillage, thoroughly wash and disinfect the riser and seat until dry, remove waterproof covering, disinfect door handles, and ensure units are available for immediate use before adding water and deodorizer and refilling toilet paper dispensers.

The contractor must be properly licensed and responsible for all disposal arrangements including effluent, debris, and trash disposal fees in compliance with federal, state, and local laws. All waste material must be transported in watertight containers with spillage prevention measures and handling in accordance with applicable health regulations.

INSTRUCTIONS

Equipment

The Contractor shall furnish all toilet pumping equipment, tank truck (a truck that can reverse the suction process and create a pressure force to free clogged lines and break up heavy solids), tools, and other equipment and supplies necessary to perform work in accordance with these specifications. The tank capacity shall be no less than 1,200 gallons. A four-inch minimum suction hose and attachment couplings shall be utilized to accomplish all pumping requirements.

Contractor shall furnish a minimum 30 ft. long suction hose to access vaults and tanks. Suggested tools include: Two six foot long clam rakes with six inch long tines (tines shall be dulled or rounded on the ends to prevent injuring the pumper or his/her helpers and from puncturing vault liners), a long handled grabber, plastic bags to haul away the miscellaneous debris and brushes designed for cleaning up any spilled waste.

Sufficient water shall be carried or ability to draft from lakes, ponds, or streams to wash the side and end walls of the vault after pumping and backfill the vault with six inches of water (50-100 gallons). It may be necessary to dilute solidified waste in the bottom of the flat-bottomed vault and to wash the last portion of waste down a sloped bottomed vault. Typically, 300-500 gallons total tank capacity is required for a single trip with multiple toilets. The COR shall approve all sites used for drafting water. Contractor must have an anti-backflow device to prevent introducing waste into any body of water.

All disinfecting solutions shall be approved by the COR.

Pumping Procedures

Vault toilets with exterior manhole:

Vault toilets with exterior manholes shall be pumped from the manhole. After removing the manhole cover, use the clam rake or long handle grabber to remove as much debris as possible before pumping waste. This procedure will help stir up the contents of the vault and break up dense concentration of waste typically located under the toilet riser. Pump vaults down to within 4 inches of the bottom of the tank directly below the manhole.

All debris removed from the vault shall be placed into a leak proof container so that no contamination to the surrounding ground will result. Contractor is responsible for proper disposal of all non-human waste/debris. Remove any remaining debris and wash the remaining waste down to the bottom with pressure washer system. Pump out the remaining waste and water that was just added until the air suction makes further pumping impractical.

Thoroughly clean and disinfect all contaminated areas resulting from the pumping process.

ATCH-6_1240BE26Q0011 _INSTRUCTIONS Page 2 of 2 Pages

Prevent waste from running off the edge of the concrete pad to the surrounding soil. Clean around the manhole gasket area and replace the cover. The manhole cover must fit with an airtight seal for the toilet venting process. If the manhole seal is damaged, or cannot be made airtight, notify the COR.

Add approximately 100-150 gallons clean water per vault and add 2-3 packets of Walex high strength deodorizer, to each vault.

Vault toilets without exterior manhole:

The Contractor shall remove the toilet riser prior to pumping or removing debris.

Cover toilet paper with waterproof material prior to removal of debris, or pumping.

Extra care shall be taken to prevent waste spillage onto the interior floor and wall surface while removing debris and while pumping: Remove the debris and pump as described above for vault toilets with exterior manhole. Clean up all incidental spillage and disinfect floors and risers including riser seat.

Take precautions to prevent damage to riser, and to prevent waste spillage onto the interior floor and wall surfaces. Thoroughly wash and disinfect both the inside and outside of the toilet riser and the seat and cover before replacing the riser. The toilet riser and seat shall be dry before the Contractor leaves the work site. Remove the waterproof covering that was protecting the toilet paper and make sure it is not contaminated. The door handles or knobs shall also be disinfected and dry before the Contractor leaves the job site.

Each unit shall be available for immediate use after the pumping and final cleanup.

Add approximately 100-150 gallons clean water per vault and add 2-3 packets of Walex high strength deodorizer, to each vault. Finally, toilet paper dispensers are to be refilled.

Offsite Disposal of Sewage and Debris The Contractor shall be properly licensed and shall be responsible for making disposal arrangements, including disposal of all effluent, debris, and trash, and payments of all fees. Disposal shall conform to all Federal, State and local laws and ordinances.

The Contractor shall be responsible to prevent spillage and to haul all waste material (sewage and debris) in watertight containers. Handling of waste material shall be in accordance with applicable health regulations.
