About this file
This is a Performance Work Statement (PWS) for vault toilet pumping and waste disposal services at the Wallowa Whitman National Forest and Hells Canyon National Recreation Area in Oregon and Idaho.
The contract period runs from May 1, 2026 through April 30, 2031, divided into a base ordering period and four additional 12-month ordering periods. The USDA Forest Service requires the contractor to pump and dispose of waste from 118 vault toilets across six major geographic areas, with an estimated annual pumping frequency of 60 total services. Pricing shall be based on a flat rate per vault pumping service, with minimum ordering quantities of three vaults per order (one for Black Lake). The work includes two specialized service areas: Joseph, Oregon requiring 4x4 tank trucks with limited capacity due to narrow roads, and Snake River requiring boat access with government-furnished equipment. The contractor must develop a work plan within 14 days of award, comply with fire protection regulations and accident reporting requirements (within 24 hours), and maintain qualified, certified personnel. Individual orders will be issued by the Contracting Officer's Representative (COR) specifying vault location, completion date, and applicable pricing line item. Delivery and acceptance occur via email notification from the contractor, with timely acceptance administered by the COR. The acceptable quality level (AQL) performance threshold is 90%, calculated by dividing acceptable occurrences by total occurrences observed. All work must comply with technical instructions in the referenced attachment and applicable Forest Service policy and local and federal regulations.
