Statement of Need (SON) U.S. Army Medical Center of Excellence (MEDCoE) JBSA Ft. Sam Houston
1.0 Scope. This U.S. Army Medical Center of Excellence (MEDCoE) project is for the procurement and installation of a vendor managed commercial WiFi Network solution consisting of leased equipment in Graduate Program areas on Building 1394 1st floor and Building 2841 on all 4 floors.
1.1 Background. The MEDCoE hosts Graduate Programs sponsored by a variety of Universities from around the country. These Graduate Program courses utilize University hosted learning management systems (i.e., Blackboard, Canvas) that our students and faculty must connect to for online proctored testing and research. MEDCoE requires a stable WiFi solution that is filtered but less restricted then the Army network to maintain connections back to these universities. There is currently no existing commercial wifi infrastructure and the students are using the existing DoDIN NIPRNET wired and wirelesss.

2.0 Requirement.
· Contractor shall engineer, furnish, and install a vendor managed commercial WiFi internet solution consisting of leased equipment covering designated large campus areas within Building 1394 1st floor and Building 2841 basement, 1st, 2nd, 3rd floors.

· Commercial internet circuit minimum speed of 1Gbps to be managed by the Contractor.
· 25Mbps individual end user throughput experience.
· Expected user base currently consists of 850 students and 150 staff requiring access.
· Contractor managed IT Services (Firewall, Content Filtering, Website Dashboard with Metrics/Reporting, Network Security, Vulnerability Scanning of network, Log Retention)
· Commercial WiFi solution shall meet the network criteria for a Risk Management Framework (RMF) assessment rated at Confidentiality: Low; Integrity: Low; Availability: Low CNSS 1253 Security Control Level.
· All applicable network infrastructure shall have DoD Security Technical Implementation Guides (STIG) equivalent security measures implemented and provide equivalent report to DoD STIG Checklist as proof of implementation.
· Vendor compliance with consent to monitor agreement with DoD selected and approved cyber-security service provider (CSSP) allowing necessary access to perform scanning and network monitoring as needed.
· Create Incident Response Plan/Vulnerability Management Plan in compliance with DoD Task Order 17-0019, requiring reporting of incidents within 21 days of discovery.
· All data processed, stored, generated by the Commercial WiFi Network solution are to be considered property of the Department of the Army for data ownership rights, to include specifically all logs generated by devices comprising network infrastructure for this solution.
· Ceiling Grid mounted Wireless Access Points capable of WiFi 6, 802.11AX
· 2 Customized SSID, Password changed every 30 days.
· Login splash screen with Government provided standard mandatory DoD Notice and Consent to Monitor requiring user agreement to before proceeding.
· Customer Support (24/7 helpdesk, Next day onsite support, Monday-Friday)
· Contractor network equipment shall be installed in designated mechanical rooms and secured in lockable cabinets.
· Contractor may use available electrical outlets in mechanical room but if none are available contractor shall install new outlet for use.
· Contractor may utilize available government fiber on Fort Sam Houston for pathway from DMARC Bldg. 2225 to Bldg. 1394 and Bldg.2841.
· Contractor will need to engineer, furnish, and install cable within building for both horizontal and vertical pathway.
· Commercial WiFi shall be configured/adjusted to not cause conflict/interference with existing Government WiFi network sharing install footprint.
· Contractor shall remove all equipment and cabling contractor installed for wireless solution upon completion of contract period of performance.
2.1 Deliverables. All equipment shall be certified as new and not used or refurbished.

· Network Topology
· As-built red line drawings (either in CAD or PDF format) of both buildings showing installed cable path and wireless access points. Customer will provide existing red line drawings, which will be professionally updated by the contractor.
2.2 TAA Compliance: All equipment purchased or acquired by this Delivery Order must be Trade Agreement Act (TAA) (19 U.S.C & 2501-2581) compliant. It is the responsibility of the contractor to ensure that all IT items recommended for purchase include warranties, installation, labor, and are approved products that meet all requirements of the JBSA-FSH network guidelines. TAA requires that the U.S. Government may acquire only "U.S.A. - made or designated country end products. This act requires that contractors must certify that each end product meets the applicable requirements. End products are 'those articles, materials and supplies to be acquired for public use'." This includes items which have been "substantially transformed" in the United States. TAA compliant products are assembled in the U.S.A. or designated countries and are approved to be acquired for use by the U.S. Government.
