Asbestos & Lead Inspection Report

February 10, 2023

Project: FE Warren AFB, Building 34 (SFG 2nd Floor Carpet Replacement)

Dear Mr. Carter, On February 7, 2023, ATS performed an asbestos inspection of the above-mentioned project. The purpose of the survey is to identify asbestos containing material (ACM) using nondestructive sampling protocols.

Inspection, sampling and analytical procedures were performed in general accordance with the Environmental Protection

Agency’s (EPA) interpretations, and guidelines of the Asbestos Hazardous Emergency Response Act (AHERA).

Asbestos containing materials as defined by the Occupational Safety and Health Administration (OSHA), the Environmental

Protection Agency and the State of Wyoming are material with asbestos concentration greater than 1% (>1%) by volume.

However, OSHA governs asbestos exposures to employees above the Permissible Exposure Limit regardless of asbestos containing material concentration.

No inspection can eliminate the uncertainty regarding the presence of ACM. ATS’s level of diligence and investigative procedures are intended to reduce, but not eliminate potential uncertainty regarding the presence of ACM. The determinations in this report should not be constructed as a guarantee that all ACM present in the subject property has been included in this report.

The inspection was performed in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. Those entities and persons involved with the inspection and generation of this report do not imply or guarantee that all potential ACM on or in the building has been identified and sampled.

Historically, asbestos has been added as a component to over 3,000 materials and products produced in the United States.

The inspection was intended to identify those accessible materials that were reasonable suspect and that were most likely to contain asbestos in quantities subject to regulation, based on existing industry and regulatory standards.

If suspect material is discovered during renovation or demolition, work needs to be stopped and suspect material needs to be tested prior to proceeding.

FINDINGS:

None of the samples collected above were found to contain asbestos. Please refer to the attached CA Lab results.

LEAD INSPECTION NOTES:

On February 7, 2023, ATS performed non-invasive/non-destructive inspection services for FE Warren AFB, Building 34, Cheyenne Wyoming in the proposed work area. The purpose of this inspection was to identify where lead-based (LBP) may reside for planned building renovations and determine if corrective measures should be taken to minimize possible exposure. ATS tested the following:

Testing Method: 3M Lead Test (swab) Kit.

RESULTS: After a 5-minute wait time, the sample collected above did not show signs of changing color and ATS assumes that the associated paint layers for Hallway #290 and the adjacent offices (5 areas) does not contain lead paint.

Background for Lead Test Kits:

On April 22, 2008, EPA published the Lead Renovation, Repair and Painting (RRP) rule, which, among other things, established performance recognition criteria for lead test kits for use as an option to determine if regulated lead-based paint is not present in target housing and child-occupied facilities. Currently, the EPA is reviewing the application and expansion of the RRP rule to include public and commercial buildings. According to the EPA, the use of an EPA-recognized lead test kit, when used by a trained professional, can reliably determine that regulated lead-based paint is not present by virtue of a negative result. The EPA recognizes that when used by a Certified Renovator, the 3M™ Lead Check™ lead test kit can reliably determine that regulated lead-based paint is not present on wood, ferrous metal (alloys that contain iron), or drywall and plaster surfaces. The results of swab testing are not quantitative. A positive result may indicate the presence of lead-based paint and should be dealt with by an EPA- RRP contractor or certified Lead Abatement firm.

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763

Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).

Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.

Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.

Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.

A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.

Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".

In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.

CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification.
