About this file

This is a Statement of Work (SOW) for the provision of government-provided broadband internet access for permanent party unaccompanied housing at Dyess Air Force Base in Texas, dated May 12, 2026.

The United States Air Force seeks a contractor to plan, implement, and manage broadband internet service for approximately 750 individual rooms and 36 common areas across 12 permanent party unaccompanied housing facilities listed in Appendix 1. The service must meet or exceed Federal Communications Commission (FCC) speed benchmarks of 100 Mbps download and 20 Mbps upload, include content filtering, and utilize a captive portal outlining acceptable use policies. The contractor's proposed solution shall leverage existing government-owned coaxial cable infrastructure to the greatest extent practicable, minimizing new construction. The contract period consists of a 12-month base year for installation and service activation, followed by four optional 12-month renewal periods. Completion of system design, installation, setup, and service activation must occur within 120 calendar days from Notice to Proceed.

The contractor shall provide, configure, operate, and maintain all necessary equipment (modems, routers, access points, headend systems), which remains contractor-owned and must be removed upon contract termination. Key service requirements include 24/7 technical support and system maintenance, proactive network infrastructure monitoring, an initial response time of 2 hours for major service disruptions, and 90% service restoration within 18 hours for impacted users. The contractor must submit a System Security Plan addressing data protection, network isolation, and incident response; obtain Authority to Operate (ATO) from the 7th Communications Squadron before service launch; and conduct system-level performance tests validating speed requirements, content filtering functionality, and non-interference with private internet services. Government-furnished property includes existing coaxial infrastructure, facility access, utilities, and electrical space. Standard government-provided services include base security, fire protection, and emergency medical services. The contractor must comply with R-DFARS 252.204-7012 and NIST Special Publication 800-171 for data protection, maintain current employee certifications and licenses, provide English-language customer support, conduct background checks for employees, and ensure compliance with OSHA requirements and environmental regulations. Normal duty hours are 0800–1600 Monday through Friday, with coordination required for any work outside normal hours to minimize disruption to facility residents.
