About this file

This statement of work outlines the requirements for maintaining cathodic protection systems at eight Minuteman III missile sites located across Colorado and Nebraska. The contractor will abandon existing anode wells and install new deep-well anode beds at each site, which includes drilling boreholes, installing vent pipes, coke breeze, anodes, and leads. Additional work involves replacing rectifiers, shunt boxes, and associated wiring. The contractor must test and document the cathodic protection systems, as well as properly abandon existing anode beds. The performance period is 120 calendar days. The contractor must meet experience requirements, obtain security clearances, and coordinate all work with the responsible Air Force squadrons. The statement of work provides detailed specifications for equipment, materials, installation methods, and testing and documentation requirements.

1. STATEMENT OF WORK. The Cathodic Protection Systems that service several MinuteMan III Missile sites have been found to be aging, depleted and in need of replacement.

Consequently, the work shall include but is not limited to furnishing all labor, materials, trenching, boring, excavating, welding, crimping, equipment, appliances, transportation, travel, services, supervision, notifications, tests and inspections required to abandon and replace the existing well and replace the existing Cathodic Protection System at each of (1) Missile Alert Facility (MAF) and (7) Launch Facilities (LFs) for a total of 8 MMIII sites, located within the states of Colorado and Nebraska. At each of these secure sites, that are under the control of F.E.

Warren AFB, Wyoming, the contractor shall abandon the existing anode well, and replace it with a new well, including anodes, leads and associated materials. Additionally, the contractor shall remove and replace the accompanying shunt box, rectifier and associated wiring, along with all incidental related work. After completion of each site, the contractor shall demonstrate the adequacy of the newly refurbished Cathodic Protection system for the associated underground structures.

2. PERFORMANCE PERIOD. All work under this contract shall be completed within 120 calendar days.

3. WINTER SUSPENSION. In the case of winter suspension, the contractor shall notify the Government of their intent to stop drilling operations due to weather. 90th Civil Engineer Squadron (CES) will validate that the weather no longer allows work to be performed within the specifications. The contract shall be placed into suspense, and the remaining number of Period of Performance (PoP) days will be documented. When the Contracting Officer (CO) determines the suspension is to be lifted, a new completion date will be calculated based on the remaining PoP days for the contract.

The measurements may be taken using the shunt resistors in the junction box. All voltage and current measurements shall be recorded and submitted to the CO for review by the Base Corrosion Control Engineer and Technician.

18.3 Structure to Soil Potentials: A system Acceptance Test will be performed in accordance with the National Association of Cathodic Engineers (NACE) SP0169 of structure to soil potential measurements at the test points shown on Bid Drawings. Allow enough time after activation for the structure to polarize before the measurements are taken. The system will be adjusted to achieve the required measurements at all points as described in NACE SP0169. Any test points that cannot be adjusted into compliance or issues with grounding points need to be listed in the test reports and brought to the attention of the Lead Cathodic Protection Technician 90 CES/CEM.

18.4 Results shall be entered on a missile site Cathodic Protection performance survey form. These forms shall be obtained from the Lead Cathodic Protection Technician identified in Section 13.
