Performance Work Statement for

Repair of TH-1H Satellite Navigation Set

Purchase Request: FD2060-27-00020

4 March 2026

PR: FD2060-27-00020 PWS REVISION: 0 2

1.0 Description of Services

1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to repair the TH-1H Satellite Navigation Set, National Stock Number (NSN) 5826-01-571-5476HL, Part Number (PN) 81440-42-241P. These services include maintenance, repair, packaging, handling, storage, transportation, and data collection while meeting the required performance thresholds. The contractor shall provide the management, organization, systems, and processes to effectively and efficiently accomplish component repair. The contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor-furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The contractor shall repair and test the Satellite Navigation Set to Original Equipment Manufacturer (OEM) specifications, returning the assets to the United States Air Force (USAF) in serviceable condition. The contractor shall deliver repaired assets on time and maintain turn-around times for priority backorders (Mission Impaired Capability Awaiting Parts (MICAP) and Surge requirements). Additionally, the contractor shall track and resolve items affected by Product Quality Deficiency Reports (PQDR).

The contractor shall provide prompt and correct data reporting to the Commercial Asset Visibility Air Force (CAV-AF) system.

1.2 Benefit to United States Air Force (USAF): Successfully satisfying this requirement will ensure serviceable inventory of these parts, thus enabling the TH-1H helicopter program to continue training pilots and aircrew-members who will ultimately be conducting combat search and rescue missions in support of the U.S. warfighter and its allies.

1.3 Background: The TH-1H is a refurbished Bell UH-1N helicopter with an installed Huey II kit, which includes a more powerful engine, new dynamic components, and a new tail boom. The cockpit and mission equipment upgrades include a digital cockpit, the addition of crash-worthy seats, and a total rewiring. These modifications transformed a legacy aircraft into a state-of-the-art training platform compatible with future operational aircraft. This undergraduate training platform (1) develops multiple pilot skills and (2) enables those skills to rapidly be transitioned across multiple aircraft. The TH-1H's advanced electronics provide expanded training opportunities and improved operational capabilities by upgrading the engine, transmission, and rotor system. It has the latest multi-function displays allowing for future upgrades and providing new aircrews with seamless transition from the TH-1H to a follow-on rotary wing aircraft such as the CV-22, Combat Search and rescue-X, and Common Vertical Lift Support Platform helicopters. The Satellite Navigation Set is a 12-channel receiver navigation system that calculates and displays position in three dimensions (latitude, longitude, and altitude) using Global Positioning Satellites (GPS). The system is capable of position accuracy better than 15 meters and provides long-range, terminal, and approach navigation capabilities.
