ATTACHMENT 07

REQUIREMENTS AND UNIT DESCRIPTIONS FOR TECHNICAL

MANUAL(TM),

CLINs 00011 to 0039– FIXED PRICE ITEMS

REQUIREMENTS. TM requirements shall be ordered by TM Contract Requirement (TMCR) Task Order on a unit cost or firm fixed price basis. These TM efforts shall be prepared to cover operation and maintenance of aircraft, missiles, bombs, targets, and other equipment, and support equipment in support of naval weapons system. The TMs shall be prepared in accordance with cited specifications and the TM Contract Requirements (TMCR). The contractors pricing may be page/unit based or other FFP rationale to complete the task. The following requirements apply.

a. TMCR /Task Orders shall identify requirements to be prepared and delivered as

Changes, Revisions, Pickup Revisions, or TM development. The unit prices for this effort shall include all required material for the effort. Material to be included in the unit prices shall include proof copy(ies), one (1) set of revisable master files, User Distribution Files, media as specified in the task order for delivery of electronic files, one (1) set of direct image copy, Record of Source Data Incorporation, Assembly and Printing Instructions, and return of archivable source data. Business rules and definitions for material are described below. TMCRs/Task Orders will identify schedule and delivery requirements for all material.

b. Source data for changes shall consist of government written changes, marked-up pages, or other data (e.g. Technical Manual Source Data Records, dispositioned Technical Publications Deficiency Reports, etc.) identifying the changes required in the existing TM(s) affected by the source data provided by the TM Update Authority (TUA). Source data is validated material provided by the government that forms the basis of the TM update.

c. Further research will not be required by the contractor to render the material complete and technically accurate. The source data to be furnished to the contractor by the TUA will be listed in the TMCR Work Statement/Task Order and provided prior to issuance of the order.

d. Pages, which are merely renumbered or intentionally left blank to maintain sequential integrity; a page picked up as backup; or an unchanged page included in a revision or pick-up revision shall be furnished within the scope of the changed/new page efforts at no additional cost. Rollover information creating a new page shall be priced as Page Changes.

e. When a manual contains the same illustration, except for minor differences on various pages, the illustration shall only be priced once. Embedded graphics requiring minor changes shall be priced and ordered under CLIN 001 pages. Update of standalone graphics, new graphics, and/or graphics requiring significant work (i.e., 60% or more of the graphic is impacted), are considered graphics pages/CLINs as defined under CLINs 0011 to 0039.

f. Whenever any material furnished by the government is deemed inaccurate, inadequate, incomplete or unsuitable for inclusion in Navy TMs for any reason other than minor inaccuracies of a non-technical nature or editorial corrections, the contractor shall notify the Task Order Technical Point of Contact (TPOC) with copies to both the applicable Technical Publication Logistic Element Manager (LEM) assigned by the NAVAIR 6.8.5 TM Competency Lead and the TUA data manager. A modification to the TMCR Work Statement/Order, issued by the Ordering Officer, shall be furnished as soon as possible after resolution of legitimate discrepancies, which shall amend the source data listed in the order accordingly.

g. Any corrections due to contractor error required as a result of government review shall be accomplished at no additional cost to the government.

h. When the cumulative total of existing changed pages, plus the pages affected by the current change, exceed 60% of a non-IETM manual, the contractor shall provide this information to the LEM and TUA data manager for consideration toward approving a revision. This information shall be furnished sufficiently in advance to permit the government to reach a decision without impairment of the delivery schedule. The contractor shall be responsible for renumbering of pages, paragraphs, illustrations, and tables, as necessary, and for annotating title pages with superseded notice and revision date.

i. File naming conventions and header data shall be approved by the government.

j. Classified Technical Manuals. Task Orders involving classified material shall be performed in accordance with DOD 5220.22-M, Industrial Security Manual for Safeguarding Classified Information. All classified documents shall be page and paragraph marked as required by DOD 5220.22-M, as modified by SECNAV M-

5510.36 “Information Security Program” and SECNAV M-5510.30 "Personnel Security Program".

k. Technical Manual Quality Assurance Requirements. Quality Assurance (QA) and

Quality Control is the responsibility of the contractor. The QA requirements for all TMs to be procured shall be in accordance with MIL-PRF-85337B. TM Quality Assurance Program Guide, AL-855TM-GYD-000, shall be used for guidance in the operation of a Quality Assurance Program. In-process reviews of manual updates in process shall be conducted on as required basis as determined by the government.

Secure on-line reviews between the contractor and Navy sites, is preferred and the contractor must be capable of conducting any required on-line reviews. All data shall be validated prior to delivery; the U.S. Navy will not accept invalidated data.

l. Technical Manuals/Technical Manual Updates ordered under the FFP CLINs shall be priced IAW this attachment for invoicing purposes, and invoices may be page based or based on other FFP rationale. However, all deliverables shall be compiled into

Technical Manual Issue Types authorized by the NAVAIR 00-25-100: Basic, Change, Revision, Notice, Rapid Action Change (RACs).

m. All Portable Document Format (PDF) files delivered as User Distribution File

Formats shall be in accordance with the NAVAIR Policy for technical manual Web posting located on the NATEC website at https://www.natec.navy.mil.

UNIT DESCRIPTIONS. The unit descriptions below specifically applies to the four year ordering period described in Section B, Supplies or Services and Prices/Costs of the RFP. Definitions and other requirements applicable to the firm fixed price units are described below. For pricing purposes only, a page unit shall be considered to be 8 ½” X 11”. For example, an 11 X 17” page shall be considered 2 pages for pricing.

a. (UNIT-PAGE) PAGE CHANGES TO EXISTING TECHNICAL

MANUALS/DATA: PAGE CHANGE - HARDCOPY to DIGITAL FORMAT.

Pertains to the development of page changes to existing technical manual(s) or other data being delivered to the contractor in hardcopy format for update and delivery to the government in digital format (e.g., Microsoft Word, Framemaker, Interleaf/Quicksilver, as required). All material required, such as revisable digital masters, User Distribution File Formats (e.g., PDF), CD-ROM(s), direct image copy, and archivable digital source data shall be furnished by the contractor and factored into the unit price.

b. (UNIT-PAGE) PAGE CHANGES TO EXISTING TECHNICAL

MANUALS/DATA: PAGE CHANGE - DIGITAL TO DIGITAL FORMAT.

Pertains to the development of page changes to existing technical manual(s) or other data being delivered to the contractor in a digital format for update and delivery to the government in digital format (e.g., Microsoft Word, Framemaker, Interleaf/Quicksilver, as required). All material required, such as revisable digital masters, User Distribution File Formats (e.g., PDF), CD-ROM(s), direct image copy, and archivable digital source data shall be furnished by the contractor and factored into the unit price.

c. (UNIT PAGE) NEW PAGES TO EXISTING TECHNICAL MANUALS/DATA:

PAGE CHANGE - HARDCOPY TO DIGITAL FORMAT. Pertains to the development of new pages to existing technical manual(s) or other data being delivered to the contractor in hardcopy for update and delivery to the government in digital format (e.g., Microsoft Word, Interleaf/Quicksilver, Framemaker, as required).

All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order. All material required, such as revisable digital masters, User Distribution File Formats (e.g., PDF), CD-ROM(s), direct image copy, and archivable digital source data shall be furnished by the contractor and factored into the unit price.

d. (UNIT PAGE) NEW PAGES TO EXISTING TECHNICAL MANUALS/DATA:

PAGE CHANGE - DIGITAL TO DIGITAL FORMAT. All material required, such as revisable digital masters, User Distribution File Formats (both PDF and HTML/XML suitable for the NAVAIR Standard IETM Viewer (NSIV)), CD-ROM(s), direct image copy, and archivable digital source data shall be furnished by the contractor and factored into the unit price.

f. (UNIT) DATA MODULE CHANGES TO EXISTING TECHNICAL

MANUALS/DATA: DATA MODULE CHANGE - DIGITAL SGML/XML) TO

DIGITAL (SGML/XML) FORMAT. Pertains to the development of DM changes to existing digital (electronic) technical manuals for incorporation into digital SGML or XML files, as required. All material required, such as revisable digital masters, User Distribution File Formats (both PDF and HTML/XML suitable for the NAVAIR Standard IETM Viewer (NSIV)), CD-ROM(s), direct image copy, and archivable digital source data shall be furnished by the contractor and factored into the unit price.

g. (UNIT) DATA MODULE CREATION FOR EXISTING IETMS /DATA:

DATA MODULE CREATION - DIGITAL SGML/XML) TO DIGITAL

(SGML/XML) FORMAT. Pertains to the development of new DMs for existing digital (electronic) technical manuals for incorporation into digital SGML or XML files, as required. All material required, such as revisable digital masters, User Distribution File Formats (both PDF and HTML/XML suitable for the NAVAIR Standard IETM Viewer (NSIV)), CD-ROM(s), direct image copy, and archivable

i. (UNIT PAGE) NEW TECHNICAL MANUALS/DATA: NEW PAGE - DIGITAL (SGML/XML) FORMAT. Pertains to the development of new change pages for new technical manuals or other data for delivery to the government in digital SGML/XML format. All material required, such as revisable digital masters, User Distribution File Formats (both PDF and HTML/XML suitable for the NAVAIR Viewer), CD-ROM(s), direct image copy, and archivable digital source data shall be furnished by the contractor and factored into the unit price.

j. (UNIT PAGE) OUTPUT OF FILES TO SEARCHABLE PORTABLE

DOCUMENT FORMAT (PDF) AND CREATION OF BOOKMARKS. Pertains to the output of PDF files from digital technical data files (e.g. Microsoft Word, Interleaf/Quicksilver, Framemaker, SGML/XML) and the creation and verification of Bookmarks in PDF files. The PDF files shall be compliant with the requirements defined in the Naval Air Systems Command Technical Manual Conversion/Preparation for Web Posting Policy (posted on the NATEC website at https://natec.navy.mil). All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

k. (UNIT-PAGE) OUTPUT OF FILES TO SEARCHABLE PORTABLE

DOCUMENT FORMAT (PDF) FILES. Pertains to the output of PDF files from digital technical data files (e.g., Microsoft Word, Interleaf/Quicksilver, Framemaker, SGML/XML). All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

l. (UNIT-PAGE) CREATION OF BOOKMARKS IN PDF FILES. Pertains to the creation and verification of Bookmarks in PDF files. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

m. (UNIT-PAGE) CONVERSION OF HARDCOPY TO PORTABLE

DOCUMENT FORMAT (PDF) (NOT SEARCHABLE). Pertains to the scanning of hardcopy technical data into PDF format. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

n. (UNIT-PAGE) CONVERSION OF HARDCOPY TO PORTABLE

DOCUMENT FORMAT (PDF) (SEARCHABLE). Pertains to the scanning of hardcopy technical data into PDF format and the creation of searchable text via Adobe Capture. All materials required shall be furnished by the contractor and

All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

p. (UNIT-PAGE) CONVERSION OF HARDCOPY TECHNICAL

MANUAL/TECHNICAL DATA TEXT PAGES TO DIGITAL FORMAT

(FRAMEMAKER). Pertains to the conversion of hardcopy technical manual/technical data text pages into SGML/XML based digital files. The resultant digital files shall be completely cleaned up to correct all typing and/or scanning/OCR errors and formatted to match the original hardcopy technical manual/technical data package. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

q. (UNIT-PAGE) CONVERSION OF HARDCOPY OR DIGITAL TEXT PAGES

FORMAT. Pertains to the conversion of digital technical manual/technical data package text pages being delivered to the contractor in a digital format (e.g., Microsoft Word/RTF/Interleaf, etc.) for conversion to digital format (e.g., SGML/XML formats), update and delivery to the government. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

t. (UNIT-PAGE) CONVERSION OF HARDCOPY GRAPHICS TO RASTER

FORMAT. Pertains to hardcopy graphics delivered to the contractor for conversion to raster format (e.g., TIFF, BMP, C4, etc.) for delivery to the government. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

u. (UNIT PAGE) CONVERSION OF HARDCOPY GRAPHICS TO RASTER

FORMAT WITH CLEANUP. Pertains to the hardcopy graphics delivered to the contractor for conversion to raster format (e.g., TIFF, BMP, C4), with cleanup and modification/replacement of text and symbols, (arrows, etc.) as required, for delivery to the government. All materials required shall be furnished by the contractor and

Pertains to the update of standalone graphics pages delivered to the contractor in digital format (e.g., SVG, DWG, DXF, CGM, or other vector formats) for update and delivery to the government in digital vector format. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

Graphics requiring changes of 60% or greater shall be priced as new pages per paragraph z below.

y. (UNIT PAGE) CREATION OF NEW LINE ART GRAPHICS IN DIGITAL

(VECTOR) FORMAT FROM PHOTOGRAPHS. Pertains to photographs delivered to the contractor for creation of line art graphics in digital format (e.g., SVG, DWG, DXF, CGM, CGM4, or other vector formats) for delivery to the government. All materials required shall be furnished by the contractor and factored

z. (UNIT-PAGE) DEVELOPMENT OF NEW GRAPHICS PAGES AND/OR

MAJOR UPDATES TO EXISTING DIGITAL VECTOR GRAPHICS TO

DIGITAL VECTOR FORMAT WITH CHANGES GREATER THAN 60% OF

THE IMAGE. Pertains to new graphics and/or re-development of graphics pages when changes to the existing graphics exceed 60% of the page content. Digital files are delivered to the contractor with digital drafts or marked up manuscript of change data. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work Statement/Task Order.

aa. (UNIT-PAGE) COMPARISON OF TECHNICAL DATA MEDIA. Pertains to independent comparison of digital pages to hardcopy pages (or hardcopy pages to digital pages) to identify differences in content. Deliverables shall consist of report detailing results of comparison and electronic file containing digital annotations of the comparison/variances. All materials required shall be furnished by the contractor and factored into the unit price and delivered as specified in the TMCR Work

ab. (UNIT-PAGE) COMPARISON OF TECHNICAL DATA MEDIA. Pertains to independent comparison of digital pages to digital pages (i.e., Interleaf format to Framemaker format; PDF format to Interleaf format, as specified in TMCR.) to identify differences in content. Deliverables shall consist of report detailing results of comparison and electronic file containing digital annotations of the comparison/variances. All materials required shall be furnished by the contractor and
