IT Positions Process for Contractors
• Unclassified IT-I, IT-II, and IT-III positions require submission of an SF 85P and finger prints, requesting an SSBI for IT-I, NACLC for IT-II and IT-III. SSBI must be within 5 years of request for IT I system access, NACLC or equivalent investigation must be within 10 years of request for IT-II or IT-III system access.
• We will ask the subject to provide:
1. A copy of the DD-2875 (SAAR-N) signed by the COR or Government official.
2. Completed/reviewed SF-85P and completed fingerprint cards.
• Forms are submitted by the FSO/Employee to the Command Personnel Security Office for review. If there is derogatory information on the SF-85P the FSO will be contacted and a new candidate must be submitted.
• If no derogatory information found, the Personnel Security Office will forward investigation forms to OPM. (Interim access to the system will be granted until investigation is completed). OPM returns all completed investigations to the Command, since there is no DON CAF action necessary.
• Because these positions do not require a clearance, the Navy command will make a "trustworthiness" determination using the SECNAVINST 5510.30B adjudication criteria.
• If the completed investigation calls into question the subject’s trustworthiness in accordance with the adjudicative guidelines, the contractor must provide another suitable candidate.
• There is no due process; the Candidate will be notified of the reason, not the FSO.
• The government official will be provided a copy of the completed DD-2875 SAAR-N.
Note: 5 CFR 1400, E.O. 13467, and the SECNAV M-5510.30 are the implementing policies.
