DIVISION 01 00 00– GENERAL REQUIREMENTS

01 10 00 – SUMMARY OF WORK

The project is located at the USDA Forest Service Ouachita National Forest Shirley Creek Recreation Area about 3 miles west of Oden, Arkansas and ¾ miles south of highway 88 on Shirley Creek Lane and Albert Pike Recreation Area about 6 miles north of Langley, Arkansas at the north end of Highway 369.

The contractor shall provide all labor, tools, equipment, and materials to

Remove the existing vault toilet at the Shirley Creek Recreation Area and relocate it to the Albert Pike Recreation Area Loop B day use area in the location shown on the plans.

Fill the hole at Shirley Creek Recreation Area after removing the vault toilet.

Provide grading and vegetation as required.

Option 1: Build an ADA compliant concrete sidewalk from the vault toilet entry to the loop driveway where shown on the plans.

01 31 13 – PROJECT COORDINATION

The contractor shall perform work so that facility is not adversely affected. The contractor shall perform the work between the hours of 7:00 AM and 5:00 PM Monday through Friday excluding Federal Holidays unless approved in advance by the COR.

01 33 00 – SUBMITTALS

A. The contractor shall furnish submittals on all items they intend to use on the project. Submittals shall be made within fifteen (15) days prior to commencing any work that relates to a respective submittal.

Approvals are not automatic. Incomplete information on the proposed items will result in rejection.

B. The contractor shall submit an electronic set of the manufacturer's description of all "or equals" proposed materials including the name brands specified. This description shall include:

1. Product name and model number

2. Manufacturer

3. Product description (include sizes if different from specified)

4. Technical data

5. Warranty

C. All differences between the specifications or name brands listed shall be highlighted on the submittal noting all differences.

01 45 00 – QUALITY CONTROL

It is the Government's intent that expert and experienced workers perform the work described in this contract. The Contractor shall provide workers with the necessary skills and knowledge to complete the work in an expert and competent manor even if this requires bringing in outside help such as factory representatives, subcontractors, or consultants.

01 77 00 – CONTRACT CLOSEOUT

A. The contractor shall remove all construction debris from the site and shall clean all new surfaces installed in the contract.

DIVISION 02 00 00

SECTION 02 41 00

SELECTIVE SITE DEMOLITION

PART 1- GENERAL

A. SECTION INCLUDES:

1. Relocation of the vault toilet from the Shirley Creek Recreation Area to the Albert Pike Recreation

Area. Any trees that may need to be removed will be included in the base bid. Location for toilet placement is shown on the plans.

B. WORK INCLUDED: All work necessary to remove and dispose of spoil material and shown in PART 3 of this Section.

C. PROPER DISPOSAL in this contract means that the material being recycled, removed, or otherwise dealt with in accordance with all local, state, federal laws, and these specifications. All removed items, debris, slash, etc. shall be disposed of off of Government property unless specifically noted elsewhere.

PART 2 – PRODUCTS – NOT USED

PART 3 - EXECUTION

A. SAFETY:

1. Contractor shall follow all OSHA required safety procedures while performing decommissioning work, including use of PPE.

B. DISASSEMBLY OF VAULT TOILET

Contractor shall separate the building and the vault and transport them to the Albert Pike Recreation Area. Four lifting plates, eight coil bolts and four lifting rings will be provided by the Government. Contractor shall return all Government furnished equipment to the COR before the final inspection. Lost or damaged equipment will be replaced at no cost to the Government.

DIVISION 03 00 00

CONCRETE

SECTION 03 10 00

CONCRETE FORMWORK

PART 1 GENERAL

A. This section covers all formwork and related accessories. The concrete for this project shall be for the ADA compliant sidewalk to the vault toilet.

PART 2 PRODUCTS

A. Forms shall be wood, plywood, hard board, or metal and shall be approved be COR.

B. Form oil shall be non-staining type.

PART 3 EXECUTION

A. Forms shall be built tight, in proper alignment, and adequate to resist the stresses of concrete placement without deformation.

B. Forms shall be constructed to produce the required concrete surface.

C. COR must approve concrete form work prior to all concrete placement, at least 24-hour notice is required for approval.

SECTION 03 30 00

CAST IN PLACE CONCRETE

PART 1 GENERAL

A. This section covers cast in place concrete, including curing and finishing of concrete. The concrete for this project shall be for the ADA compliant sidewalk to the vault toilet. Sidewalk shall be a minimum of 5’ wide and 5” thick and reinforced with #3 rebar, 18" o.c.

B. The sidewalk shall have a cross slope of 1 to 2% for drainage and maximum of 4.5% slope meeting all ADA requirements.

C. Expansion board must be placed between sidewalk and vault toilet.

D. Items requiring submittals shall include;

2. ACI 306 Recommended Practice for Winter Concrete

PART 2 PRODUCTS

A. Aggregate shall conform to the requirements of Federal Specification SS A 281, Classes 1 and 2, and shall be well graded from fine to coarse within designated limits.

B. Portland Cement shall comply with ASTM C150, Type 1. Supplier shall provide mill certification of compliance with specification.

C. Water shall be clean, fresh, and free from injurious amounts of minerals or foreign substances.

D. Additives, air entrainment agents shall comply with ASTM C 260.

E. Liquid curing membrane shall be Type 1 D or Type 2.

F. Concrete Mix Design

1. All concrete shall have a minimum "compressive strength" of 3000 psi at 28 days.

2. Concrete shall be air entrained and shall contain not less than 4% and not more than 8% entrained air determined by test procedure ASTM C 138.

3. The design of the concrete mixture shall be the responsibility of the contractor and must be approved by the COR prior to pour.

PART 3 EXECUTION

A. "Ready Mixed Concrete" may be employed if the time interval between mixing at the plant and discharge into the form does not exceed 1 1/2 hours.

B. All concrete shall be placed within 1 1/2 hours from the time of mixing.

1. No concrete shall be placed after it has started its initial set.

2. No concrete with a temperature above 90F shall be placed.

C. Concrete shall be placed in such a manner as to avoid segregation of the mixture.

1. Concrete shall be spread in horizontal layers when practicable.

2. No concrete shall be freely dropped more than 5'.

3. Depositing a large quantity of concrete and flowing or working it along the forms will not be permitted.

D. Concrete shall be placed and protected as specified for temperature conditions.

E. Concrete plant standards and truck mixer and agitator standards shall be as recommended by the National Ready-Mix Association.

F. Finishing

1. All finishes shall be made without use of cement or other dusting materials.

2. Concrete shall be struck to proper grade and surface finished with float trowels.

3. All exterior concrete shall have a heavy broom finish perpendicular to the traffic pattern.

4. At all exposed formed surfaces, removed all ties, fill all form tie holes and imperfections, i.e., "honeycombing", with dry cement mortar, remove all lines, and then "sack" or finish to match adjacent surfaces.

5. All finishes shall be as shown listed.

G. Concrete shall be protected against rapid drying and kept moist for seven days by covering with curing paper with edges sealed, burlap, canvas, Type 1 D or Type 2 liquid membrane curing compounds, or by sprinkling.

SECTION 03 45 33

PRECAST STRUCTURAL CONCRETE

PART 1 GENERAL

A. This section covers setting the vault toilet at Albert Pike Loop B:

PART 2 PRODUCTS

A. The product is the existing vault toilet at Shirley Creek Recreation Area.

B. Contractor shall supply all caulk, butyl tape, and other materials needed to reinstall the vault toilet.

PART 3 EXECUTION

A. Installation shall be done per the manufacture’s instruction see Attachment 3.

DIVISION 31 00 00

EARTHWORK

SECTION 31 05 16

AGGREGATES FOR EARTHWORK

PART 1 – GENERAL

A. This section covers supply of all aggregates for this project.

B. Items requiring submittals shall include;

1. Structural Backfill

2. General Backfill

3. Aggregate surfacing

C. The latest editions of the following specifications and codes shall govern:

1. ASTM D448 03 Standard Classification for Sizes of Aggregate for Road and Bridge

Construction.

2. ASTM C33 Standard Specifications for Concrete Aggregates

PART 2 – PRODUCT

A. Structural backfill shall be used under all concrete cast in place and precast. A minimum of 4” material shall be placed, compacted, and level under all structures, sidewalks and parking paving. Geotextile shall be placed under all structural backfill. Structure backfills placed against below grade walls shall be non-swelling material with a liquid limit (LL) less than 35 and a PI less than 10. Gradation shall be maximum 2 inch ≤85 percent minus No.200.

Density shall be 95% of maximum dry density per ASTM D1557 with the Moisture not exceeding 2% of optimum water content.

B. General backfill material shall any materials classified by ASTM D2487 as GW, GP, GM, GP-

GM, GW-GM, GC, GP-GC, GM-GC, SW, SP, SM, SW-SM, SC, SW-SC, SP-SM, SP-SC, CL,

ML, CL-ML, CH, MH free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and frozen, deleterious, or objectionable materials. Unless specified otherwise, the maximum particle diameter shall be one-half the lift thickness at the intended location. Lift shall be a maximum of 8”. This material shall be used for backfilling the excavation at the Seed Orchard. The top 6” shall be top soil.

C. Aggregate surfacing shall have at least 100% passing 1/2" sieve, 96-100% passing 3/8” sieve, 75-90% passing #4 sieve, 55-75% passing #8 sieve , 35-50% passing #16 sieve, and 12-20% passing No. 200 sieve. Material shall be non-plastic.

PART 3 EXECUTION

A. Aggregate shall be placed at the locations listed above. Thickness of aggregate shall be as 6” for top soil, 12” for aggregate surfacing, structural backfill 4” below all concrete and 12” out from any concrete wall below grade or listed in the specification.

B. Structural backfill and aggregate surfacing shall be placed in lift not more than 8 inches thick loose or 6 inches when compacted. Density shall be 95% of maximum dry density per ASTM D1557 with Moisture not exceeding 2% of optimum water content.

C. General backfill shall have four passes of tamper or vibrating plate appropriate for the type of material.

SECTION 31 05 19

GEOTEXTILES FOR EARTHWORK

PART 1 – GENERAL

A. This section covers supply of all geotextiles for this project.

B. Items requiring submittals shall include;

1. Nonwoven Geotextile C. The latest editions of the following specifications and codes shall govern:

1. ASTM D4632 Grab Breaking Load and Elongation of Geotextiles.

2. ASTM D4491 Standard Test Method for Water Permeability of Geotextiles.

3. ASTM D5261 Standard Test Method for Measuring Mass per Unit Area of Geotextiles.

4. ASTM D4751 Standard Test Method for Determining Apparent Size of Geotextiles.

PART 2 – PRODUCT

A. The geotextile shall be a nonwoven geotextile that meets or exceeds the criteria listed:

Weight 5.0 oz/sy.

Tensile Strength 150 lbs.

Water Flow Rate 100g/min/sf Apparent Open Size 70 US Sieve

PART 3 EXECUTION

A. Geotextile shall be placed under and on the sides of structural backfill.

SECTION 31 22 00

GRADING

PART 1 – GENERAL

A. Scope of Work shall include completing grading of the area where the vault toilet is removed, the area around the new vault toilet location and sidewalk slopes.

B. The latest editions of the following specifications and codes shall govern:

1. ASTM D2487 Standard Practice for Classification of Soils for Engineering Purposes

(Unified Soil Classification System).

2. ASTM D2488 Standard Practice for Description and Identifications of Soils (Visual-

Manual Procedure)

3. ASTM D698 Standard Test Method for Laboratory Compaction Characteristics of Soil

Using Standard Effort

4. ASTM D6938 Standard Test Method for In-Place Density and Water Content of Soil by Nuclear Method (Shallow Depth)

PART 2 – PRODUCT

A. Existing onsite materials.

B. To the maximum extent available, earth materials obtained from excavations shall be used for the construction of fills and embankments. If additional material is necessary, it shall be obtained from sources outside the government. Fill and embankment material obtained from offsite sources shall be free of contamination. Free of contamination shall be defined by the Arkansas Department of Energy and Environmental and Resource Conservation and Recovery Act (RCRA) Regulations. The fill/embankment material supplier shall provide documentation that the material is free of contamination.

PART 3 EXECUTION

A. All excavations, sheeting, shoring, and temporary excavation support shall be performed in accordance with OSHA 29 CFR Part 1926 Subpart P, "Excavations.".

B. Embedment and backfill shall not be placed during freezing weather unless acceptable to the COR. Earth material shall not be placed on frozen surfaces, and frozen materials, snow, or ice shall not be placed in any embedment fill or backfill material.

C. Grade or elevation shall be fixed and determined by means of batter boards and offset stakes, laser equipment, or surveying instruments, unless otherwise accepted.

D. The top portion of backfill in the area where the vault toilet is removed shall be finished with at least 6 inches of topsoil similar to the topsoil in adjoining areas.

E. The areas that are to be seeded shall have all rocks and debris with any dimension larger than 3 inches removed from the area.

F. Compacted backfill material shall be job excavated material. The method of compaction and the equipment used shall be appropriate for the material being compacted.

G. Surplus earth and materials for the work shall be spread on the site in a manner and location designated by the COR. Surplus material shall be free from brush, trees, debris, or other organic or deleterious materials. Offsite disposal may be used, if allowed by the COR.

Disposal shall be in accordance with all federal, state, and local requirements.

H. The fill or embankment subgrade shall be scarified, leveled, and rolled. The surface materials of the subgrade shall be compacted and well bonded to the previous layers of fill. All material deposited in fills and embankments shall be earth only and shall be free from rocks or stones larger than 4 inches, brush, stumps, logs, roots, debris, and organic or other objectionable materials. Material deposited in piles or windrows by excavating and hauling equipment shall be spread and leveled prior to compaction.

SECTION 31 23 33

EXCAVATION AND BACKFILL

PART 1 – GENERAL

A. Scope of Work shall include completing trenching and shall include other services as specified under these specifications.

B. The latest editions of the following specifications and codes shall govern:

1. ASTM D448 03 Standard Classification for Sizes of Aggregate for Road and Bridge

Construction.

2. ASTM C33 Standard Specifications for Concrete Aggregates

3. ASTM D698 Standard Test Method for Laboratory Compaction Characteristics of Soil

Using Standard Effort

4. ASTM D6938 Standard Test Method for In-Place Density and Water Content of Soil by Nuclear Method (Shallow Depth)

PART 2 – PRODUCT

A. Aggregates (section 31 05 16), existing onsite materials, and borrow material.

PART 3 EXECUTION

A. All excavations, sheeting, shoring, and temporary excavation support shall be performed in accordance with OSHA 29 CFR Part 1926 Subpart P, "Excavations.".

B. Embedment and backfill shall not be placed during freezing weather unless acceptable to the COR. Earth material shall not be placed on frozen surfaces, and frozen materials, snow, or ice shall not be placed in any embedment fill or backfill material.

C. Subgrades that are otherwise solid, but become mucky on top due to construction operations, shall be stabilized by reinforcing them with one or more layers of crushed rock or gravel.

D. The top portion of backfill in the area of the vault toilet removal shall be finished with at least 6 inches of topsoil similar to the topsoil in adjoining areas.

E. Compacted backfill material shall be job excavated material or borrow material. The method of compaction and the equipment used shall be appropriate for the material being compacted and shall not transmit damaging shocks to the pipes or structures.

F. The testing shall be conducted in accordance with the specified source. The conducted test costs for the initial test will be the responsibility of the government. However, the Contractor is responsible for all costs associated with correcting deficiencies and retesting in the event of a test failure.

G. Surplus earth and materials not suitable for the work shall be spoiled on the site in a manner and location designated by the COR. Material not suitable for work shall be spoiled separately from surplus material. Stockpiles of surplus material shall be free from brush, trees, debris, or other organic or deleterious materials. Offsite disposal may be used, if allowed by the COR.

Disposal shall be in accordance with all federal, state, and local requirements.

H. Side slopes for sidewalk shall be a maximum of 3H:1V

DIVISION 32 00 00

EXTERIOR IMPROVEMENTS

SECTION 32 91 00

PLANTING PREPARATION

PART 1 – GENERAL

A. Work Included: Excavation and the placement of fills, and the final grading. The areas include the area where the vault toilet was removed, any spoil disposal areas, and areas disturbed by construction of the project.

PART 2 – PRODUCTS

A. MULCH shall be straw from wheat crops that are free from noxious weeds, mold, or other objectionable material.

PART 3 – EXECUTION

A. Grade all disturbed areas to drain.

B. The root structure of all existing trees that are to remain shall not be disturbed.

C. When all work is completed, the contractor shall give the area a final dressing.

D. The areas that are to be seeded shall have all rocks and debris with any dimension larger than

3 inches removed from the area.

E. MULCH shall be straw from wheat crops that are free from noxious weeds, mold, or other objectionable material

SECTION 32 92 00

TURF AND GRASSES

PART 1- GENERAL

A. Apply turf establishment to prepared ground or any disturbed area between May 16 and August 31 by the Dry Method and between Sept. 1 and May 15 by either the Dry Method or the Hydraulic Method. Apply turf establishment to the areas shown on the plans or worklists within 14 days after completion of ground disturbing activities. Unless otherwise specified in writing by the CO apply turf establishment after each dispersal field is completed. Seeded areas damaged by construction activities shall be reseeded within 10 days of the damage. Do not seed during windy weather or when the ground is excessively wet, frozen, or snow covered. Ensure that the surface soil is in a roughened condition favorable for germination and growth.

B. Items requiring submittals shall include;

1. Fertilizers

2. Seed

PART 2 – PRODUCTS

A. Fertilizer shall have a chemical analysis as listed below.

Fertilizer. Apply fertilizer at the rate of pounds per acre as listed below. Insure that the fertilizer meets the following chemical analysis:

B. Seed Mix. Furnish and apply the following kinds and amounts of pure live seed:

C. Determine the pounds of seed to be furnished per acre by dividing the pounds of pure live seed required per acre by the product of the percent purity and percent germination.

D. MULCH shall be straw from wheat crops that are free from noxious weeds, mold, or other objectionable material.

PART 3 – EXECUTION

A. Remove the certification from the bag of seed and give to the COR.

B. Apply fertilizer and seed by the following methods.

1. Dry Method. Apply the fertilizer with approved mechanical equipment. Hand operated methods are satisfactory on areas inaccessible to mechanical equipment.

2. Hydraulic method. Use hydraulic-type equipment capable of providing a uniform application using water as the carrying agent. Add fertilizer to the slurry and mix before adding seed. Apply Mulch within 48 hours after seeding by the following methods.

C. Apply mulch by the following methods.

1. Dry Method. Apply wheat straw mulch anytime of the year with a hand spreader or a spreader utilizing forced air at a rate of 5,000 pounds per acre. Anchor the mulch with an approved stabilizing emulsion tackifier at a recommended rate or approved mechanical.

Do not mark or deface structure, pavements, utilities, or plant growth with tackifier.

2. Hydraulic Method. Apply mulch in a separate application after the seed and fertilizer application using hydraulic-type equipment according to Subsection 625.07(b). The hydraulic method is only allowed between September 1 to March 15. Apply wheat straw mulch at a rate of 5,000 pounds per acre or wood cellulose fiber mulch at a rate of 2,500 pounds per acre. Apply so no hole in the matrix is greater than 0.04 inches. Apply so that no gaps exist between the matrix and the soil. Mulching shall NOT be done in the presence of free standing water.

D. Inaccessible areas may be seeded, fertilized, and mulched by hand. Apply mulch uniformly over the entire disturbed area.

OF THE GUNNISON MODEL

1.0 MEASUREMENTS

A. Vault

Vault Height: 4’4”

Vault Width: 6’6”

Vault Length: 14’7 ½”

B. Building

Floor Dimensions: 0’5” height, 6’6” in width, 14’7 ½” in length

Total Building: 9’6” in height, 8’6” in width, 14’7 ½” in length

2.0 INSTALLATION

A. Placement

The floor of the building and the top of the vaults should be the high spot of the site chosen. Finished floor elevation should be 4- 6 inches above natural grade measured at the front entrance of the floor. Both the floor and the top of the vault should be above the surrounding ground level with the pathway sloped up to meet the entryway. Ideally, the back of the building should be slightly higher to allow water to freely drain out of the toilet rooms.

B. Excavation, Backfill and Compaction

The hole dug to accommodate the vaults must be large enough to be workable and to allow the floor to the building to fit on the vaults when placed, but small enough to avoid excessive backfill after placement (use your own judgement).

Compact the natural ground at the bottom of the vault excavation with a minimum of three passes with a whacker-type mechanical compactor or equivalent approved by the customer. Install aggregate bedding material for building support. Compact aggregate course with two passes with a whacker-type mechanical tamper or equivalent approved by the customer. Install leveling course of sand so there will be no high spots in the middle of the vault bottom.

Set vault in place. Ideally, the containment area end of the vault should be slightly higher; ¼” per foot of run to allow the building to sit higher. Insure vault is level, side to side. Backfill around the structure. Use excavated material for backfill, rocks larger than 6-inches in maximum dimension shall not be placed within 6-inches of the exterior vault walls. Fill, adjacent to the building entry will have excavated material placed in 8-inch loose lifts and compacted with a minimum of two passes with a whacker-type mechanical compactor or equivalent approved by customer. After the vault is placed in the hole and backfilled, place the butyl tape supplied around the entire top surface of the vault. Make sure that the area is free of debris.

C. Other Important Points

1. Southern exposure for the vent stack is ideal, as this allows for heating of the vent stack. Heating of the vent stack aids in the venting of the building. Whenever possible, the placement of the building should be chosen with this in mind.

2. Aggregate bedding material provides a solid base for the vault.

3. Sand is preferable for use in leveling the bottom of the hole excavated for the vault, as it is easier to level.

4. Use of softeners when lifting the building is critical to prevent spalling to the roof of the building, if nylon leads are not available.

5. When lining up the vault and the floor of the building, lining up the rear corners of the vault (the containment portion) and floor (by the clean-out and vent stack) is the easiest and best way to set the building. The screen section and sidewalks will overhang the vault by several inches.

6. Important: Check the seal of the containment portion of the vault by getting into the vault through the clean-out cover in the back of the building after building placement. There should be no light leaking through, with the exception of the riser and vent stack holes.

7. Use the caulk provided to seal around the riser and vent stack where it joins the floor and roof panels. When sealing the vent stack, be sure to put a bead of caulk in the floor vent hole, insert vent stack, then caulk around vent stack.

D. Recommended Lifting Equipment

CXT can provide a drawing of the recommended lifting/rigging arrangement.

Four lifting plates and eight ¾” coil bolts 6-inch long for the building will be provided by the Ouachita National Forest.

1. Crane of appropriate capacity to lift and place vault (17,000 lbs.)

and building (26,000 lbs.) onto designated site.

2. Four equal lengths of cable or nylon leads for a minimum of 25’0 feet.

3. Four lifting plates (Government furnished).

4. Four softeners (wood or plastic) to protect roof edge where leads make contact if cable is used.

5. Eight ¾” coil bolts 6-inches long (Government furnished).
