AC1-26 FINAL ACCEPTANCE TEST, CERTIFICATIONS AND OTHER REQUIREMENTS:

a. Once issued NTP, Contractor is required to schedule a meeting to fill Form DD1354 with appropriate project data for real property capitalization, quantity, and cost. The facility numbers and applicable Air Force Category codes will be filled by PM with CEIAP assistance. Contractor is required to provide the information to fill Form DD1354 to the PM no later than the pre-final inspection date.

b. All installed new electrical and mechanical equipment shall be provided with "C.E." mark;

c. At the end of the work the Final documentation must be provided in separated set for each substation. The contractor shall submit each full substation documentation at every substation works completion (as per works scheduling submitted) for approval before paper copies issue. A single delivery of all substations documentations will be not accepted. The documentation shall be send for approval with AF Form 3000, to the 31 Contracting Office in accordance to the Aviano Air Base Masterspecs 2020 specifications (in particular refer to instructions given at Section 01100 A and relevant documents Att#1

- CLOSEOUT TRANSMITTAL & Att#2 - 31 CES_OP_ MAINT&WARR_CHECKLIST).

Single document for all the substations will not be approved.

The final documentation shall be submitted as follow:

PAPER COPIES

#3 copies of FACILITY TECHNICAL PACKAGE BINDER, to be provide by contractor FOR EACH SUBSTATION including:

− As Built drawings, − Existing MV/LV switchboard and equipment drawings & diagrams, − One-line diagrams, − Certifications.

− Test reports and all other requested documentation.

All the documents shall be prepared by contractor in accordance with the standards CEI 0-2, CEI-0-15, CEI 78-17 and DPR 462/01 requirements. Every binder shall have proper content index list.

Moreover, every binder’s spine, cover and contained documents have to refer to proper facilities numbers and substation numbers (for example Fac.903 Substation F01). All the documents included into the requested certifications shall be wet signed and stamped by the Contractor’s “Responsabile Tecnico”.

The contractor has to left #1 copy of approved FACILITY TECHNICAL PACKAGE BINDER Into each substation wall box at the end of the works (other copies will be for CEOFE and CEOER use);

#1 copy of all the requested substation certifications wet signed and stamped by the Contractor’s “Responsabile Tecnico”, collected into dedicated folders for each substation (for Real Property Office use);

#1 copy of all the warranties.

#1 copy of all the O&M manuals, cut sheets, instruction sheets.

DIGITAL COPIES

#2 copies CDs / DVDs containing:

− all the editable files (.DWG, .DOC and .XLS compatible files etc) of all the documentation requested (certification, reports, As Built drawings, existing MV/LV switchboard and equipment drawings & diagrams, one-line diagrams, Maintenance Registers, O&M manuals, cut sheets, instruction sheets, declarations of conformity, warranties etc and all the other documents that will be helpful in the future maintenance operations drawings);

− all the .pdf files of all the documentation requested (certification, reports, As Built drawings, Maintenance Registers, O&M manuals, cut sheets, instruction sheets, declarations of conformity, warranties etc and all the other documents that will be helpful in the future maintenance operations drawings). NOTE: All the .pdf documents that contain a sign by the Contractor’s “Responsabile Tecnico” shall be digitally signed (scans of paper signed copies are not accepted);

− all the pictures of the internal MV and LV switchboards main components and transformers components, especially concerning the closed and the recessed items that are not visible, that will be helpful in the future maintenance operations.

Documentation and Certifications to be provided shall include at least:

1. As-Built drawings.

2. Final Acceptance Test Certifications for electrical and mechanical systems signed by a Registered Engineer to be selected from three candidates proposed by the Contractor to the Contracting Officer.
