AC1 - 1. SCOPE OF PROJECT
The project is required to repair/upgrade battery packs, battery chargers and protection relays of all substations involved by the project, in order to restore them fully functional and in accordance with the applicable norms.
This “PHASE 2” package concerns the substations not involved in the previous “PHASE 1” package (Area “F”, Zappala’ loop substations from Z1 to Z15, and F30 substation on the Flightline loop). The substations included in this phase follows:
- Area “F”: flightline loop “F” (except F30)
- Area “A1-A2”: all the substations
- Area “C”: all the substations
- Area “E”: all the substations
- Area “G”: all the substations.
The substation located in the area “D” is not part of the project (not in contract) since it will be switched to a low voltage supply line and it will be demolished.
Part A – REPAIR WORKS
PART I – DEMOLITIONS, REMOVALS AND EXCAVATIONS
Ie – Electrical Demolitions The existing systems, equipment and devices subjected to renovation shall be removed and disposed.
• Removal of the protection relays detailed and listed on the following pages. Removed protection relays to be delivered to CEOFE electric shop.
• Removal and disposal of #12 230Vac-24Vdc rectifiers, composed each by a metallic cabinet having a size of about 800(B)x800(W)x1600(H) mm that includes electronic part, transformers, Pb batteries.
PART II – ARCHITECTURAL, STRUCTURAL AND CIVIL WORK

IV – ELECTRICAL WORKS
The project provides the replacement of several equipment at MV Substations in Area “F”, “A1-A2”, “C”, “E”, “G”.
Following a list of the main works:
• Replacement of the existing out-of-service relays located on the 20 kV switchboards of the following Aviano A.B. substations:
- Area “A1-A2” substations
- Area “C” substations
- Area “E” substation
- Area “F”, Flightline “F” loop substations (the “Z” loop substations are part of the Phase 1 works)
- Area “G” substation
The work includes the tests of the new protection relays.
• Ordinary maintenance of the existing relays not subjected to replacement, including verification of the rightness of their wiring connections. The ordinary maintenance includes relays installed in MV switchboards where some relays will be replaced, and MV switchboards into substations thar are not involved in replacement. At the end of the work, all the MV relays (new and existing ones) must be maintained and tested, in order to guarantee their right insertions and functionality.
• Supply of protection relays for spare parts;
• Logical Blocks Instrumental Test and Selectivity Test on the MV side;
• Replacement of #12 existing out-of-service emergency power supply equipment of the following Aviano A.B. substations:
- Area “A1”: substation 151, 165, 177, 1204, 15100 (17004)
- Area “A2”: substation 246, 263
- Area “C”: substation 420
- Area “E”:substation 604
- Area “F”, substations F26B, F40

- Area “G” substation 15703.
• Furnishing and installation of power supply equipment surge protection device “SPD” panel, one for each emergency power supply equipment;
• Ordinary maintenance of the existing functioning Ni-Cd battery chargers and batteries, including the liquid refilling for all the battery packahes, in order to keep them in fully functioning status.
• Replacement of existing out-of-service electronic microntroller units for temperature control of MV/LV cast resin transformers;
• Functioning checks of the transformer earth leakage protection units, which are connected to MV transformer feeder protection relays.
• Functioning checks of low voltage (LV) circuit breaker protection relays, that includes the check of the LV main circuit breaker protection relays, their ordinary maintenance by visual inspection, cleaning and checking of the rightness of auxiliary circuit connections.
• Replacement of low voltage protection relays for which an assessment has verified that they needs to be replaced. Work includes disconnection of the devices, furnishing and installation of the new ones, their functional test.
• Furnishing of a laptop with installed the relays programming software; this voice includes the training of the Aviano A.B. personnel on how the software needs to be managed to check, verify, store the data, of the MV relays.
The work includes:
- a complete final set documentation, composed by As Built drawings, one-line diagrams, data sheets of the equipment and devices provided, O&M manuals, certifications and declarations as required by the applicable norms and Laws. The documentation must be organized and divided for each substation: it will not be accepted a single document that covers all the substations;
- a training activity to allows the Aviano A.B. personnel to use the protection relay software and to operate with the relays.
WORKS PHASES AND POWER OUTAGES
With reference to the substations that belongs at the same loop (area F substations, area A1-A2 substations), the works that require power outages must be performed one substation per time.
Works those involve/cause transformers/loads outages have to be performed during night shift (from 20:00 pm to 04:00 pm), holidays included. Works those not involve/cause transformers/loads outages can be performed during day shift.
Below a summary of the works forecast on the MV/LV switchboards.

2 Replacement or maintenance of a MV relay that protects a single branch of the MV loop
Maintenance of the “CT” Current Transformers
Phases of work:
- MV branch loop opening;
- Removal of the existing relay;
- Installation of the new relay;
- Upload of the thresholds;
- Testing of the Current Transformer correct transformation factors, by injection of primary currents through a testing box (cassetta prova relè). This kind of test assests also the ability of the relay to control the opening of breaker.
- Logical block checking.

4 Test of a MV relay Phases of work:
- Cheking of the correct thresholds.
5 Replacement or maintenance of the “VT” Voltage Transformers
Phases of work:
- Checking of the right voltage readings (measures) by the MV relay;
- Checking of the right cycling sense reading by the MV relay.
If faults are detected, the checking of the VT proceed in deep.
6 Replacement of LV relays (Micrologic type and similar) of the main LV breakers
Phases of work:
- MV transformer section opening;
- Removal of the existing relay;
- Installation of the new relay;
- Upload of the thresholds;
- Testing of the Current Transformer correct transformation factors, by injection of primary currents through a testing box (cassetta prova relè).
7 LV relay chek Phases of work:
- LV breaker opening;
- Cheking of the relay with a testing box (cassetta prova relè). The kind of relay could be require the use of a testing box of the manufacturer of the relay;
expecially for the testing of the old relays.
PLANT RESPONSIBLE
Is the Contractor responsibility to takes the role of “Plant Responsible” (Responsabile d’Impianto) in compliance with prescription of D.Lgs 81/2008, CEI 11-27 and CEI EN 50110 norm: the Contractor shall submit to the “e-distribuzione” the disconnection & reconnection request indicating who will be the Plant Responsible.
The contractor appointed “Plant Responsible” shall be attend when “e-distribuzione” operates to switch the power.
The Contractor shall be in charge of the coordination with the utility power company “e-distribuzione” in order to switch the supply from the ordinary point of delivery (substation F12A) to the spare point of delivery (substation F1, #903), and viceversa.
FEES
The Contractor shall pay the fees related to the switch of the supply point, from the ordinary point of delivery (substation F12A) to the spare point of delivery (substation F1, #903), and viceversa. Fees to “e-distribuzione” to be considered two times for substation F12A and for substation F1).
The Contractor shall be in charge for relevant fees payment to “e-distribuzione”

AC1 - 2. LEED CERTIFICATION
Not Required.
AC1 - 3. SUBMITTAL OF MATERIALS
In accordance with Paragraph 2.5 of the technical specification No. 01100, entitled “GENERAL CONDITIONS” of the Master Specifications (new edition, 2020), the materials listed in "MATERIAL SUBMITTAL SCHEDULE" shall be submitted as required by the time schedule indicated, for the approval by the Contracting Officer’s Technical Representative. The Contractor shall provide, for all the materials that will be furnished and installed, a written certification, completed with catalog data from which shall be clear the total absence of toxic-noxious materials.
Number of copies will be as required on "MATERIAL SUBMITTAL SCHEDULE".
AC1 - 4. CONSTRUCTION AREA SCREENING
All construction sites and material storage areas shall be securely fenced around the entire perimeter within an area defined by the Contracting Officer’s (C.O.) Technical Representative. Bilingual signs, "VIETATO L'INGRESSO - LAVORI IN CORSO / WORK AREA - NO ENTRY" shall be placed at the work area entry and along each side of the fencing. Fence type, height, and screening color should also be specified by the Base Civil Engineering (BCE).
Fencing shall be completely secured at top and bottom to prevent access. Fences shall be screened with opaque screening material to prevent visibility inside the fenced area. Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. Contractor shall not start installation of area screening until approved, in writing, by Contracting Officer (C.O.). Contractor shall submit photos or samples of the screening material for approval by C.O. The Contractor shall replace or repair in a timely manner, as determined by C.O., all fences and screening sections that have damage or develop unsightly rips or holes. It is strictly forbidden to install advertisement signs and/or logos including contractor’s along the construction site fence. At the end of the work or when exterior work requires it, temporary fencing shall be removed. Night warning lights shall be installed to illuminate the work area, from sunset to dawn.
AC1 - 5. PROJECT SIGN
The Contractor shall furnish a project sign on site in accordance with Section 01101. The sign shall be made of a durable material and maintained in good condition. Lettering is to be white gloss, exterior-type enamel. The sign and posts shall be given one prime coat and two finish coats of dark brown gloss exterior enamel paint. The sign shall be erected at the designated location and shall be maintained in good condition by the Contractor until completion of the contract. The sign shall remain the property of the Contractor and shall be removed from the site upon final inspection and acceptance of the facility. Contractor identification and logo shall be allowed only on this sign and nowhere else on the exterior of the job site, with the exception of company vehicles. There should be no signs for the purpose of advertising anywhere on the site. Contractors shall submit sign proposal to C.O. for approval.
AC1 - 6. JOB SITE MOBILIZATION
The Contractor shall submit a proposal to C.O. diagramming their construction site and all material storage areas in locations separate from a construction site. The Contractor shall submit this plan 14 calendar days prior to the start of construction. Material mobilization and construction execution cannot begin until the plan has been approved by the base. Jobsite utility connections are the responsibility of the Contractor and shall be coordinated through BCE. Temporary overhead utility runs are prohibited. Contractor shall include a plan for supplying required utilities to their site in their proposal.
AC1 - 7. SAFETY
Contractor's activities shall be in compliance with the following: OSHA 29 CFR 1926 Construction Regulations, US Corps of Engineers Manual EM385-1-1 Nov. 2014, AFMAN 91-203 Air Force Occupational Safety, Fire, and Health Standards, and Italian Legislative Decree 81/08 including subsequent amendments: in case of any differences, the more stringent applies.
If not already provided by the Government, an appointed professional shall develop a site-specific safety plan (PSC - Piano di Sicurezza e Coordinamento), in accordance with Legislative Decree 81/08). PSC is considered equivalent to the Accident Prevention Plan required by USACE Manual EM385-1-1.
Contractor shall consider in advance interference hazards through a preliminary assessment plan: the DUVRI -
PHASE 2 – REVISION #2 AC1 Page 10 of 52
Documento Unico per la Valutazione Rischi da Interferenze which shall be coordinated with 31 FW/CCPP Base employees safety representative (Phone 0434 30 5709), in accordance with Legislative Decree 81/08.
Contractor shall develop a site specific plan for operational safety (POS - Piano Operativo di Sicurezza) in accordance with Legislative Decree 81/08, prior to starting planned work activities. Employees training certificates shall be included in the POS documents.
Contractor’s activities connected with maintenance of Base facilities and infrastructures shall be in compliance with OSHA 29 CFR 1910 General Industry regulations. For maintenance, surveys, repairs and plants installation requiring access to roof structures, activities shall be executed in accordance with OSHA 1910.28(b)(9)(i)(D) on fall arrest systems for fixed ladders, and Friuli Venezia Giulia Regional Law 24/2015 for mandatory directions on permanent fall protection measure on roofing systems.
Contractor’s activities connected with construction, installation, maintenance and repairs of systems, equipment, tools and machinery (including parts, accessories and appurtenances) covered by European Machinery Directive 2006/42/EC shall be performed so as to maintain current compliance with mentioned directive. Machinery control logs shall be duly signed after each repair or maintenance operation by a certified Contractor’s representative. Recertification processes, revamping or retrofitting of systems, equipment, tools and machinery (including parts, accessories and appurtenances) shall be performed in accordance with European Machinery Directive 2006/42/EC. Related compliance certificates shall be duly signed by a Contractor representative.
Contractor’s activities within confined spaces are covered by OSHA 29 CFR 1926.1201-1213 and OSHA 29 CFR 1910.146, respectively for Construction and General Industry. Mentioned regulations shall be coordinated with Italian presidential decree DPR 177, dated 14 SEP 2011. Mandatory prescriptions on confined space shall be taken into consideration at the design stage for new contracts as well as for maintenance and repair contracts.
Contractor's representatives shall receive a safety briefing during the pre-performance conference from Base 31 FW/SEG Occupational Safety Office. Electronic copy of POS will be provided to 31 FS/SEG (Phone 0434 30 4817).
All the works must be performed by the Contractor taking in charge the “responsibility of the plant” as defined by the CEI 11-27 norm. Prior to start the works, an official document will be issued to transfer the responsibility from the Aviano A.B. URI (Unita’ Responsabile Impianto IAW with CEI 11-27) to the figure identified by the Contractor in its organization. This figure will assume the role of “Responsabile d’Impianto” as defined by CEI 11- 27 norm.
AC1 - 8. CUSTODY OF HAZARDOUS WASTE AND HAZARDOUS MATERIALS
Prior to bringing any hazardous material into the base, the Contractor must contact BCE to coordinate the storage and handling of all hazardous materials. Contractor is responsible for complying with all applicable environmental regulations and laws pertaining to the storage, handling, and transportation of hazardous materials and hazardous waste.
• Hazardous materials: The Contractor shall identify all hazardous materials required for completion of the project.
• Safety Data Sheets: The Contractor shall furnish English language versions of the Safety Data Sheets (SDS) of hazardous materials, chemical, toxic, and noxious, that will be used in the construction work, to 31st CES/CEIE for approval and coordination through SEG and SGPB. The Contracting Officer will provide sample of the SDS form to the Contractor.
• Hazardous Waste Management Plan: The Contractor shall provide a hazardous waste management plan.
• Chemicals Materials: The Contractor shall ensure that hazardous materials utilized during construction do not contain any chemicals listed as EPA 17 toxins. A list of the EPA 17 toxins con be obtained from the 31st CES/CEIE office.
• Liquid, flammable or toxic substances: Any liquid, flammable, or any other toxic substances that are required for the execution of the works, shall be kept in properly labeled, special containers.
Relative data (quantity, characteristics and location) shall be transmitted to 31st CES/CEF or 31st CES/CEIE through the Director of Works.
• Asbestos Containing Materials: Asbestos containing materials could be encountered during demolition work. It shall be the responsibility of the Contractor to handle and dispose asbestos containing materials in the appropriate manner, as prescribed by Italian Law, governing the handling of such materials, and to provide all required documentation and related coordination
PHASE 2 – REVISION #2 AC1 Page 11 of 52 to obtain the necessary authorizations. Removal, handling and disposal of asbestos containing materials shall be in compliance with Local Regulations.
AC1 - 9. PRESERVATION OF EXISTING CONDITIONS
The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized by C.O. to do so and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The Contractor shall return all areas disturbed during construction to their original condition before final acceptance by the base.
AC1 - 10. WORK SITE CONDITIONS
The work areas shall be made available to the Contractor as follows:
a. Building interior area: Government personnel will remove furniture items prior commencement of the work.
b. Building Location: all Substations involved in the project are located in Area F, in no-restricted areas.
Contractor shall strictly comply with the Contracting Officer’s instructions. Delays may happen when the Contractor will enter the areas due to military operations or exercises. In this case the unproductive time will not be at the expense of the USA Government.
c. Administrative Containers: Containers required on site for administrative reasons (office space, conference space, break room) must be in like new condition and painted a color which coordinates with the base architectural plan and is approved by C.O., unless it is hidden by the opaque fencing material.
Administrative containers in need of painting and / or repairs or that are in an unsightly condition will not be allowed at the project site. A nameplate, no greater than 0.5 meters X 0.5 meters in size, shall be displayed on the exterior of all trailers which lists the name of the Contractor’s company, 24-hour Contractor’s point(s) of contact (POC) and telephone number where they can be reached.
d. Material Storage: Storage containers will be in like new condition and painted a color which coordinates with the base architectural plan and is approved by C.O., if it is not hidden by the opaque fencing material.
Contractor shall display a nameplate on the exterior of all storage units with the name of the Contractor’s company, the Contractor’s point(s) of contact (POC) and telephone number where they can be reached.
Storage of materials at the work site is at the Contractor’s risk. The Contractor shall not use any area(s) for material or equipment storage that has not been approved by C.O.
e. Loading and Unloading of Construction Materials and Equipment: Unloading of materials will be allowed within the fenced work area. Contractor's personnel, vehicles and equipment must not obstruct access roads to other buildings. Temporary parking of vehicles, for loading or unloading materials and equipment is permitted in the proximity of the work area; unless such operations will obstruct traffic flow.
f. Housekeeping and Site Cleanup: At the end of each working day, the Contractor shall be responsible for cleaning the area surrounding the building involved in the work. Since the adjacent buildings are used every day, the Contractor shall provide that the surrounding areas are kept constantly clean and accessible, completely safe, and that the facilities are not in any way aesthetically damaged, even temporarily. Such functions include disposal of accumulated waste materials and rubbish and other operations necessary to present a neat appearance at all times. Grass within the construction sites and material storage areas shall never exceed 10 cm in height. All rubbish and waste materials shall be placed in Contractor furnished containers. Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield.
During the laying of asphalt roads, streets and/or parking surfaces, areas soiled by residual asphalt shall be cleaned the same day.
AC1 - 11. AIRFIELD SAFETY TRAINING
Work site area is outside Airfield Area.
AC1 - 12. PARKING
Contractor or Contractor’s employees, including subcontractors, shall obey all traffic laws on installation.

The Contractor shall park all vehicles, including heavy equipment vehicles, only in unobtrusive locations within the fence line of the construction site or lay-down areas. Every effort must be made to avoid parking vehicles or heavy equipment where it can be easily observed by the public. The Contractor shall not park outside the construction zone unless approved through C.O. The Contractor shall clearly identify their vehicles through the use of company logos or signs on their vehicles.
AC1 - 13. ACCESS ROUTES
The Contractor shall provide a haul route plan for approval by C.O.
For road detour/closures the Contractor shall submit a written request to the Contracting Officer or his authorized representative for approval four (4) weeks prior to his scheduled starting of work.
AC1 - 14. TRUCKING AND ROADS
Trucks loaded with loose material that can create a dust, debris or falling hazard shall be secured and covered.
Fasten suitable cover, such as tarpaulin, over the load before entering surrounding streets. The Contractor is solely responsible for spillage from their vehicles and such spillage shall be cleaned up immediately. All roads shall be maintained free of debris at all times. The Contractor is responsible for ensuring all haul routes and site access areas are maintained in a clean and orderly fashion, free from mud, debris and clutter at all times.
Special consideration must be given to haul routes that cross active taxiways. No amount of debris at these locations shall be tolerated. The Contractor shall sweep these areas continuously as long as material deliveries are being made.
AC1 - 15. NOISE CONTROL
The Contractor shall comply with all applicable country, local, and installation laws, ordinances, and regulations relative to noise control, to include applicable base quiet hours.

AC1 - 17. LAWN MAINTENANCE
Grassy areas disturbed by any type of construction work including storage, equipment staging, and material delivery areas shall be sodded, or hydro-seeded, where required by BCE. Sodding, or seeding, damaged areas should be accomplished at the earliest planting season possible. Contractor shall be responsible for the successful growth and maintenance of all sodded, or seeded, areas under this contract for a period of thirty
(30) days or three mowings after final acceptance of the work. All grass, shrubbery, and ornamental plants fenced by the construction site shall be maintained to base standards by the Contractor.
AC1 - 18. LAWN ESTABLISHMENT
Within seven (7) workdays of actual completion of work at contract site, the Contractor shall prepare all disturbed areas inside and outside of the fenced site for sodding, or hydro-seeding, as provided in contract specifications. Contractor shall restore the site to a condition and appearance equal to or better than existing before the work occurred. Such restoration work will not be considered complete, and the facility not accepted, until approved by BCE. Additionally, no seeding shall be authorized for lawn establishment, whether new, or for restoration purposes unless specifically authorized by C.O.
AC1 - 19. CONSTRUCTION SITE RESTORATION
All Contractor owned items such as, but not limited to, stakes, traffic/safety cones, barriers, warning tape, erosion control fences, that are erected during construction, shall be removed entirely after completion of project and within five (5) days of Government acceptance of the project site. The Contractor, at his own expense, shall return to the site to remove any items left at or near the project site after this time period. All trailers, equipment/storage units, residual construction materials shall be removed also within five (5) days of Government acceptance of the project site.

AC1 - 20. PROCEDURES AND WORK PHASES
Prior to starting any work, the Contractor shall submit a Work Plan for approval by the Contracting Officer.
AC1 - 21. SALVAGEABLE MATERIALS
In this contract are indicated materials and equipment to be removed, stored and subsequently reinstalled. It shall be the responsibility of the Contractor to remove salvageable items with maximum care to avoid any damages; and to transport them to the storage areas as indicated by the Contracting Officer’s Technical Representative. It shall be the responsibility of the Contractor to provide containers for material disposal and/or transportation of the salvageable items. All discarded materials shall be transported to an authorized public dump site by the Regional and National Regulation according to the typology of the related material.
Transportation of discarded materials shall be extended, to an authorized dump site, even if the dump site is located outside the authority limits of the Aviano City Council Territory.

Furthermore, the works included in this project shall be in accordance, when applicable norms like Aviano Design Guide 2011 Revision, NFPA, ASTM, UL, HANDBOOKS, Norms and Standards, whose manuals and regulations are available for review at the Contracting Officer.
AC1 - 27. FINAL ACCEPTANCE TEST, CERTIFICATIONS AND OTHER REQUIREMENTS
1. Once issued NTP, Contractor is required to contact CEAOR (0434-305691) and schedule a meeting to fill Form DD1354 with appropriate project data for real property capitalization (blank DD1354 and category codes list CATCODE_LIST_2010 are available at 31CES/CENM office during duty hours).
Contractor is required to provide final Form DD1354 for 31CES/CD signature before contract close out;
2. All installed mechanical and electrical equipment shall have the required Italian Mark of Quality and shall conform to D.Lgs- 17/2010, with "C.E." Mark; and three copies of relevant certificates shall be furnished to the Contracting Officer for each item of equipment installed. Furthermore, the electric equipment shall be in compliance with the Legislative Decree No. 81/2008 and subsequent modifications which apply the Directive 2014/35/EU (D.lgs. n.86 19/05/2016) and 2014/30/EU.
Electrical tests and installation shall comply with Low 37/08 and CEI 64/8 Norm.
3. Contractor is required to perform F/A systems testing in accordance with CEF close out check list;
4. At the end of the work, the Contractor shall provide the Government with three copies of the following documents:
- Certificate of Compliance with Law No. No. 37 dated 22 January 2008, for the installation of the electrical and mechanical systems in a workmanlike manner, signed by the Contractor.
- Final Acceptance Test Certifications for electrical and mechanical systems signed by a
Registered Engineer to be selected among three candidates proposed by the Contractor to the Contracting Officer in accordance with Law No. 37 dated 22 January 2008.
- For Warranty Management and Preventive Maintenance purpose, the closeout documentation shall be delivered IAW the Master Spec 01100 latest rev.;
- 3 set of AS BUILT drawings signed and stamped by qualified engineer and CD with Autocad and pdf electronic version of same drawings (AUTOCAD Release 2007 for drawings. Drawings shall be geospatially referenced using real world coordinates WGS-1984 UTM 33N. 31CEP/CEPT section (0434-305488) will provide an AutoCAD drawing that is geospatially referenced for the contractor to use as a background);
- 3 copies of O&M manuals and CD with pdf electronic version of same documentation.

1. EACH ITEM OF THE SCHEDULE IS INCLUSIVE OF FURNISHING AND INSTALLATION OF
MATERIALS AND EQUIPMENT, SCAFFOLDING, TRANSPORTATION TO DUMP OR STORAGE
OF DEMOLISHED AND/OR REMOVED MATERIALS, IN ACCORDANCE WITH CONTRACTING
OFFICER'S INSTRUCTIONS AND ALL FINISHING WORK REQUIRED TO MAKE EACH ITEM
COMPLETE IN A WORKMANLIKE MANNER.
2. ALL THE QUANTITIES THAT ARE INDICATED OR SUCCESSIVELY ADDED, ARE ESTIMATES.
THEREFORE, THE GOVERNMENT SHALL BE NOT HELD RESPONSIBLE FOR THE ACCURACY OF
THE ESTIMATED QUANTITIES. THE CONTRACT REQUIRES A COMPLETED PROJECT ON A
LUMP SUM BASIS.
IT IS THEREFORE THE RESPONSIBILITY OF THE CONTRACTOR TO CALCULATE, FORESEE AND
PERFORM ALL QUANTITIES AND WORK NECESSARY EVEN IF NOT MENTIONED IN THE
SPECIFICATIONS BUT INCLUDED IN THE DRAWINGS OR MANIFESTLY NECESSARY TO
DELIVER A COMPLETE PROJECT BASED ON ITS OVERALL SCOPE.
3. CONTRACTOR MAY BE REQUIRED TO WORK ON HOLIDAYS AND NIGHTTIME, IN
ACCORDANCE WITH COORDINATED AND APPROVED WORK SCHEDULE. CONTRACTOR WILL
BE PERFORMING THE PROJECT WORKS BASED ON COORDINATED AND APPROVED WORK
SCHEDULE, CONTRACTOR MAY BE REQUIRED TO PERFORM WORKS IN ONE SUBSTATION AT
A TIME OR MULTIPLE SUBSTATIONS SIMULTANEOUSLY IN ACCORDANCE WITH
COORDINATED AND APPROVED WORK SCHEDULE.
4. BEFORE WORKS START, CONTRACTOR WILL SUBMIT A DETAIL WORKS SCHEDULE TO C.O.
FOR COORDINATION AND APPROVAL.
5. A PART OF PERFORMANCE OF THIS PROJECT WILL BE IN RESTRICTED AREAS REQUIRING
CONTROLLED ENTRY/EXIT AND ESCORT AT ALL TIMES AND THIS SHALL BE CONSIDERED
DURING DEVELOPMENT OF THE WORK SCHEDULE.
THE GOVERNMENT WILL NOT BE HELD LIABLE FOR UNPRODUCTIVE TIME AND OTHER
RELATED COSTS DUE TO DELAYS IN ACCESS/EXIT TO/FROM THE RESTRICTED AREAS OR
UNANNOUNCED AND IMMEDIATE SUSPENSION OF WORK DUE TO MILITARY OPERATIONS
AND/OR EXERCISES OR SAFETY REASONS.
THE GOVERNMENT WILL ONLY NEGOTIATE AN EQUITABLE EXTENSION OF THE
PERFORMANCE PERIOD BASED ON DOCUMENTED DELAYS AND UNANNOUNCED
SUSPENSIONS OF WORK.

PART I – DEMOLITIONS, REMOVALS AND EXCAVATIONS
Ie - Electrical Demolitions
1. Removal of the 20 kV protection relays.
Item includes:
• Removal of the electrical device and their associated components, as wiring, strips etc. that not required to be left in place.
• Delivering of the removed protection relays to CEOFE electrical shop.
• All operations necessary for the workmanlike execution of the work.

2. Removal and disposal of the 230Vac-24Vdc rectifiers and batteries.

• Loading and transportation to authorized public dump area of all materials not to be reused, as directed by Contracting Officer’s Technical Representative. If request by the Govt, delivery of some devices (in good conditions) to the maintenance shops. Special attention shall be used for the disposal of the Pb batteries.
01 12 Ea/No Removal and disposal of existing 230Vac-24Vdc rectifier, composed by a metallic cabinet having a size of about 800(B)x800(W)x1600(H) mm that includes electronic equipment, transformers, Pb batteries, etc.
02 1 Ea/No Removal and disposal of the existing battery package located into substation F37. The package is composed by a 24V 140Ah Ni-Cd batteries, type GAZ KL150P.

PART IV – ELECTRICAL WORKS
Unless otherwise indicated in the single items, all items listed below are intended to be furnished and installed, connected and completed with all the accessories necessary to furnish the equipment operating in a perfect manner.
It shall be the Contractor’s responsibility to perform installations and furnish materials that conform with Norms, Regulations and Italian Laws.
All materials shall bear the Italian Quality Mark.
All the electrical systems shall comply with CEI Norms and Law 37/08. All the machines, equipment and electric and mechanical components shall conform to D.Lgs n.17 dated 27 January 2010 concerning "CE" Mark.
At the end of the work, the Final documentation must be provided in separated set for each substation, including all AS BUILT drawings, equipments datasheets, files, tests reports, certifications, O&M manuals and warranties. A single document for all the substations will not be approved.
SAFETY
The project plans to repair the electrical system inside electrical substations, where the following electrical categories are present:
- cat. 0: less than 50 Vac, 120 Vdc
- cat. I: from 50 Vac up to 1,000 Vac and from 120 Vdc up to 1,500 Vdc
- cat. II: from 1,000 Vac up to 30,000 Vac and from 1,500 Vdc up to 30,000 Vdc.
The project doesn’t includes works to perform on live parts of cat. II system (medium voltage); only works on cat.
0 and cat. I live parts (low voltage) are approved. If the Contractor forecast to operate on low voltage live parts, a work-plan must be issued in accordance with the applicable safety codes and standards, expecially CEI 11-27 norm, Decree 81/2008 and amendments.
In general, to operate on the electrical parts of this project, live or dead type, skilled personnel are request and Contractors must submit declaration to demonstrate that the workers are authorized and have the ability to works on low voltage live parts (“PES” qualification).
The power outages for doing works in safety must be scheduled and coordinated at least 20 day before with 31st CES/CEO/CEOFE; the Contractor must specify which substation and equipment are involved, which is the scope of the outage (e.g.: replacement of the 20 kV relay, tests, etc.), the forecast time to start and finish the work.
The Aviano Air Base staff will be in charge to feed the buildings involved in the power outages for the time needed by the workers to perform all the activities.
The main safety rules to respect during the works follow:
- D.Lgs 81 (2008 and Amendments) Consolidated act for safety in the worplace
- D.Lgs 106 (2009) Supplementary and corrective provisions of the D.Lgs 81/2008 concerning the protection of health and safety in the workplace
- CEI 11-27 (2014) Works on electrical installations
All the works must be performed by the Contractor taking in charge the “responsibility of the plant” as defined by the CEI 11-27 norm. Prior to start the works, an official document will be issued to transfer the responsibility from the Aviano A.B. URI (Unita’ Responsabile Impianto IAW with CEI 11-27) to the figure identified by the Contractor in its organization. This figure will assume the role of “Responsabile d’Impianto” as defined by CEI 11-27 norm.
POWER OUTAGES
Works those involve/cause transformers/loads outages have to be performed during night shift (from 20:00 pm to 04:00 pm), holidays included. Works those not involve/cause transformers/loads outages can be performed during day shift.
3. RELAYS REPLACEMENT AND MAINTENANCE. Replacement of the existing out-of-service relays located on the 20 kV switchboards and ordinary maintenance of the functioning ones. The replacement includes furnishing and installation of each device and its associated auxiliary components, modules, cards, wiring connection, thresholds settings, instrumental tests, commissioning, to guarantee the fully
PHASE 2 – REVISION #2 SCHEDULE OF WORK ITEMS Page 26 of 52 restauration of the protection. The ordinary maintenance of the functioning relays (not subjected to replacement) includes the maintenance of the relevant auxiliaries, connections, circuits. The work includes testing of all the devices.
At the end of the work a Check List report must be delivered in accordance with the norms CEI 0-15, CEI 78-17.
The new relays must allow the measurement of phase currents I1, I2, I3 RMS, measurement of voltages, frequency, active and reactive power, residual current Io, average and maximum values. Storage of the values of the phase and homopolar currents before an intervention on an electrical fault. Possibility of supervising the protection via modbus connection through a modbus / ethernet gateway device. Unit must be tested in accordance with IEEE-693, for resistance to seismic risk up to class 2. For each relay, this voice includes the input/output module necessary to operate in the medium voltage system connected with SCADA. The voice includes all the accessories necessary for installation and any other charges to give the finished work in a workmanlike manner.
The relays must be capable of protection and measurement with a graphic LCD display.
The existing relays are based on Schneider Electric type models and they form a coordinate system of protections based on logical-selectivity through the Aviano Air Base substations. The following digital type of relays are included:
- SEPAM S42. The protection ANSI codes are: 50, 51, 51 N, I>, I>>, I>>>, Io>, Io>>, 67N-NI, 67N-NC and the directional phase over current code 67. Relays to be installed at Public distributor incomings shall be equipped also with protection functions 81H-81L 27-59.
- SEPAM S41. The protection ANSI codes are: 50, 51, 51 N, I>, I>>, I>>>, Io>, Io>>, Directional Earth Fault 67N-NI, 67N-NC.
- SEPAM S20. The protection ANSI codes are: 50, 51, 51 N, I>, I>>, I>>>.
- SEPAM T20 dedicated to the transformer protections. The protection ANSI codes are: 50, 51, 51
N, I>, I>>, I>>>, 49 RMS.
The Digital Relay manufacturer shall have a valid ISO 9001 certification and an applicable Quality Assurance and Quality Control system. The Digital Relay manufacturer shall have the Environment Certification ISO 14001.
Relay factory configuration to be suitable for Aviano AB MV system.
A test phase is included in the work to assess the rightness of the installations. As a minimum the following tests must be performed by the Contractor:
- Functionally test to ascertain the correct operation of the Input & Output digital contacts.
- Primary injection on the TA circuit by using a relays test-box (“cassetta prova relè”), to verify:
- the correct transformation factors;
- the correct reading of the injected current values by the relays.
- Verification of the correct thresholds settings by using a relays test-box (“cassetta prova relè”), with recording of the opening-times.
- Verification of the correct operation of the sending and receiving of logic blocks, performed by means of fault simulation.
Schedule of the tests and how they can be performed must be submitted by the Contractor and approved by the Project Manager.
Prior to any work the Contractor must submit a time-frame table to allows the Aviano A.B. to understand which loads will be affected by power outages.
