About this file
Summary
This is a specifications and bidding document package for the Appoquinimink School District in Delaware for a roof recover project at Brick Mill Elementary School located at 378 Brick Mill Road, Middletown, Delaware 19709. The project scope consists of a full EPDM single-ply roof recover over the existing modified asphalt bitumen roof, covering approximately 67,422 square feet. The new roof assembly will utilize 115-mil fleece-back EPDM directly adhered to the existing roof with a two-component, extrusion or spray-applied, low-rise adhesive. All existing roof edge metals and rooftop mechanical/electrical devices will remain in place unless removal and reinstallation is necessary to perform the roof work. A mandatory pre-bid meeting is scheduled for August 11, 2026, at 10:00 AM at Brick Mill Elementary School, with a site walkthrough to follow immediately. Sealed bids are due by 10:00 AM on August 26, 2026, at the Marion Proffitt Training Center, 118 South Sixth Street, Odessa, Delaware 19730. The contract will be awarded to the lowest responsive and responsible bidder within 60 days of the bid opening in accordance with Delaware public school district requirements. One alternate bid option is included for lightning protection system reinstallation and recertification.
Bidders must submit a bid security equal to ten percent of the bid amount plus all additive alternates, with successful bidders required to provide performance and payment bonds equal to 100 percent of the contract price. The contract documents include a $15,000 general owner's allowance for owner-elected changes. All work is subject to prevailing wage requirements under Delaware Code Title 29, Section 6960, and bidders must submit a subcontractor list naming one subcontractor per trade category, affidavits regarding drug testing programs and craft training compliance, and a non-collusion statement. An infrared roof scan performed in May 2026 identified one small wet insulation area of 16 square feet (0.0002 percent of total roof area) and several water blisters on the existing roof system. Contract documents are available from R G Architects, LLC for a non-refundable fee of $50 per set via electronic delivery.

INTRODUCTION AND FINDINGS
On Tuesday, May 19th, 2026, personnel from Roofing Resources, Inc. (RRI) a0empted to performed a nigh>me infrared roof scan of designated low sloped roof sec?ons at the Brick
Mill Elementary School. Shortly before sunset, a rain event occurred and the scan was postponed un?l Thursday, May 29th, 2026. The purpose of RRI’s infrared survey was to inves?gate the exis?ng roof system to detect any areas were moisture is suspected to have infiltrated the system. The results of the infrared survey can be used to iden?fy areas of wet insula?on and assist with the proper installa?on of a new roof system or coa?ng systems over the exis?ng membrane.
Day?me temperatures reached a high of approximately 80 degrees F during the day on May
28th. The warm day?me temperatures coupled with the cooler nigh>me temperatures provided reasonable condi?ons for performing the infrared scan. During the infrared scan, RRI discovered one (1) area of wet insula?on and several water blisters. Water blisters occur when water gets trapped between the plies on mul?-ply roofing system. These blister may never present as a leak within the building however, they are a symptom of the decline in the effec?veness of the overall roof system. The exterior façade of the building was constructed using a mixture of split faced block and an EIF (exterior insulated and finish) system. The upper sec?ons of roof are adorned with a decora?ve water table constructed using the EIFS materials. Openings in the seams at the water table were no?ced and IR images of the walls appeared to show the presence of water infiltra?on within the wall system. Scanning the façade and eleva?ons was not part of RRI’s scope for this project, but we provided a cursory review as it seemed per?nent to a poten?al source of water infiltra?on and should be discussed further by the project team.
Where wet insula?on was iden?fied, RRI personnel marked the area with highly visible paint for future reference. RRI also used the drawings provided to mark the loca?ons of the wet area and water blisters discovered. A Delmhorst moisture meter was used to confirm the presence of moisture in the areas iden?fied by the IR camera. Five (5) probes were taken, one
(1) confirmed the presence of moisture. All probe loca?ons were properly repaired.
The following pages contain photo documenta?on of the findings along with a roof plan indica?ng the loca?on of the wet insula?on, water blisters and moisture probe.

APPENDIX II - PRINCIPLES OF SCANNING
The complete, self-contained thermal measurement and image recording system.
Using advanced computer technology Flir's B200 infrared thermal measurement and imaging system gives you the capability to undertake accurate predictive maintenance programs.
Condition monitoring with infrared thermography
Through infrared thermal imaging, potential problems can be easily identified and evaluated -often months in advance of becoming visually apparent. This allows the replacement of components and equipment to be carried out as part of a structured maintenance plan. The Flir B200 can be used for a whole range of applications in many different industries. For example, the B200 system will scan large scale electrical installations, such as overhead power lines and substations, or refractory installations, such as cat crackers, blast furnaces and pipework. For the drone flight we used a FLIR Vue Pro 640x512 Radiometric infrared scanner.
Safe, rapid and highly accurate inspection
The Flir B200 is a completely portable package - comprising the scanner unit and a belt mounted rechargeable battery pack. Easy to handle and simple to use, the B200 gives remote imaging and measurement - with high sensitivity even when planning quickly. Thermoelectric cooling eliminates the handling and storage problems associated with liquid nitrogen or gas cooled systems.
The B200 is built to operate in demanding environments - such as offshore applications and steelworks. As well as being splashproof, the scanner is IEC bump and vibration tested and can operate in areas where electromagnetic fields are present, for example, close to induction furnaces. The B200 measures temperatures from - 20° C to +500° C with high accuracy in extremes of ambient temperature.
Optional filters include a flame filter, which can be used to extend the measurement ranges to +1500° C or as a spectral filter to eliminate the influence of combustion gases and an anti-solar reflection filter.
THE PRINCIPLES OF SCANNING
Infrared Thermography is based on the remote thermal sensing of temperature differentials on the roof surface to locate areas of wet insulation. Commonly, there are two types of infrared scanning. The first is called “solar” scanning which is based on the ultra-violet rays of the sun heating the roof surface. As the roof becomes warm, the water in the insulation will become hot because the water has a higher heating capacity. At night, as the roof cools, dry insulation cools off relatively fast, where as the wet insulation retains the heat longer. The infrared cameras that are used are accurate to 1/10 of a degree Centigrade, and are able to “see” the differences in temperature. The areas of wet insulation are then verified by a moisture conductance meter due to areas of heavy gravel and bitumen which will also hold heat. Once a confirmation of wet is made, anomalies are reduced to a nuisance rather than a factor.
