About this file
This document contains an asbestos warning statement and details of a related federal contract opportunity for renovation work. The asbestos warning statement alerts contractors that asbestos-containing vinyl composite tile, mastic, and pipe elbows were found beneath carpeting in several rooms and must be removed as part of the project in accordance with applicable regulations. Contractors are also advised to exercise caution when breaching walls, ceilings, or other concealed areas, as unsurveyed spaces may contain additional asbestos. Discovery of asbestos outside of identified materials will not justify project delays. The related federal contract opportunity is solicitation number 36C25620R0044_1 from the Department of Veterans Affairs for construction services to renovate sterile processing spaces at a value of over $150,000. Bids are due by January 15, 2023, and the contract is to be awarded by February 15, 2023.

ASBESTOS WARNING STATEMENT FOR PROJECT # 586-18-102
RENOVATE STERILE PROCESSING SERVICE
Contractor shall be aware of that there is asbestos containing vinyl composite tile and/or asbestos mastic beneath the carpeting in Rooms C-140, C-141, C-142, C-152, C- 154, and C-156. More than one layer of asbestos flooring may be present in some areas.
Pipe elbows in these same rooms were found to contain asbestos also.
Contractor shall remove this flooring and pipe elbows. Removal shall be completed in accordance with the Asbestos Specification included in the bid package and in accordance with applicable OSHA, EPA, and Mississippi Department of Environmental Quality protocols and requirements.
The Contractor shall be aware of the potential for the existence of asbestos containing materials other than those noted above in non-exposed areas such as pipe chases and wall interiors. The facility has completed an asbestos assessment to EPA AHERA Standards and determined that ALL EXPOSED surfaces and insulation OTHER than the floor tiles noted above are non-asbestos.
The AHERA Assessment did not look behind walls or above plaster ceilings.
Therefore, the Contractor will use caution especially when breaching walls, hard ceilings, sealed chases, or other “hidden” areas above suspended ceilings that were impractical to survey during the AHERA Assessment.
The identified asbestos abatement shall be included in the initial contract bid price. Any asbestos related work EXCEPT as identified above (floor tile and mastic and pipe elbows) will be handled as a change order(s) to the existing contract.
Discovery of additional asbestos outside of what is identified above will not be reasonable justification for any project delays. The Contractor will make any and all reasonable efforts to continue with the work by modifying the work schedule, as required.
Disturbance or removal of any and all asbestos containing material shall be in accordance with the Asbestos Specification. The Contractor shall not proceed until notified by the Contracting Officer.
Any release of asbestos-containing dust or materials outside of a properly-controlled (“regulated”) asbestos abatement area (as proscribed by applicable regulations) shall cause Contractor to immediately stop work and contact the Facility Management Office at (601) 364-1329 or (601) 364-1528 during normal business hours or the Boiler Plant at (601) 364-1537 after hours.
