About this file
This is an Asbestos Inspection Report prepared by Spectrum Analytical Services, Inc. for the City of Douglas, Georgia, regarding the former Boys and Girls Club building located at 210 Jackson Street, Douglas, Georgia 31533. The inspection was conducted on August 26, 2026, by certified asbestos inspector Brian C. Banks (Certificate Number 20930, expiring 03/20/2027) in accordance with 40 CFR 763-AHERA requirements. The one-story community structure, built in 1958 and totaling 10,114 square feet, was severely damaged by a weather event and has not been repaired. The building contains water and mold damage, and personal protective equipment including respiratory protection is recommended for entry. The inspection evaluated all interior and exterior spaces to identify asbestos-containing building materials (ACBM), with samples collected from homogeneous material areas and analyzed by Eurofins Environmental Testing Southeast Atlanta, LLC using Phase Light Microscopy (PLM) according to EPA Method 600/R-93/116.
The survey identified regulated asbestos-containing material (RACM) consisting of floor tile and mastic containing 2-3% Chrysotile asbestos distributed across approximately 9,300 square feet throughout the building, categorized as Category I non-friable material in non-friable condition. Of 37 samples submitted for laboratory analysis, four samples yielded asbestos content exceeding 1%, all related to floor tile and associated black mastic in various locations including the Recreation Room, Lobby, and Office 03. All other tested materials—including roofing components, drywall joint compounds, plaster, insulation, ceiling tiles, and caulking—tested negative for asbestos. Pursuant to NESHAP and OSHA regulations, the controlling agency for asbestos removal or demolition coordination is the Georgia Environmental Protection Division, Georgia Department of Natural Resources, Lead-Based Paint and Asbestos Program. The contractor is required to notify the controlling agency and remove all RACM prior to any demolition or renovation activities, and must immediately contact the contracting officer if uncharacterized materials are discovered during renovation or demolition work.

ASBESTOS INSPECTION
This report presents the results of the asbestos containing building material (ACBM) evaluation survey performed on the former Boys and Girls Club building located at 210 Jackson Street, in Douglas, Georgia. This building was severely damaged by a weather event and was not repaired.
There is water and mold in the building. Personal protective equipment including respiratory protection is recommended to enter the building.
The field inspection was performed by Mr. Brian Banks; a certified asbestos inspector accredited according to the Code of Federal Regulations Title 40, Part 763 (40 CFR 763-AHERA).
After a preliminary walk-through of the structure, a detailed observation was conducted to evaluate the location and extent of the suspected ACBMs. Once identified, these materials were categorized into homogeneous areas containing materials of the same type, age, visual appearance, texture, composition, etc. Samples of each homogeneous area material were then collected. The physical condition and potential for disturbance and damage of each material was assessed. As part of the physical condition assessment, an evaluation of the friability of each material was performed. If the material, when dry can be crumbled, pulverized or reduced to powder by hand pressure, it is considered friable.
The samples of the suspected ACBM collected during the field inspection were transported for laboratory analysis with chain-of-custody documentation to:
Eurofins Environmental Testing Southeast Atlanta, LLC.
3080 Presidential Drive Atlanta, GA 30340-3704
Eurofins Environmental Testing Southeast Atlanta, LLC. is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP), (Lab Code 102082-0) which is administered by the National Institute of Standards and Technology. These samples were analyzed for the presence of asbestos fibers using Phase Light Microscopy (PLM). The analyses were performed according to EPA Method 600/R-93/116, July 1993.
Date Of Inspection August 26, 2026
Building Name Former Boys and Girls Club Building
Owner City of Douglas, GA
Address 210 Jackson Street
Description of Structure: The subject property is a one-story, community building on a slab with spread footers. There is no basement or crawlspace.
The inspection included all spaces at the interior and the exterior of the structure.
The exterior surface is masonry over concrete masonry units (CMU). All exterior surfaces are supported by an internal frame.
Surface materials on the interior are CMU, drywall with drywall joint compound, plaster, and acoustic ceiling tiles. Floor surfaces are concrete, ceramic, carpet, or resilient tile.
Heating and cooling was supplied by several central forced air HVAC systems located on the roof . Ducts appear to be flex type insulated HVAC ducts which were retrofitted into the building during renovations. The interior forced air system equipment is located in the Mechanical Room at Hall B, HVAC Closet in Rec Room, and in the HVAC Closet in the Lunch Room. All of the HVAC equipment has been disassembled, dislodged, and vandalized.
Plumbing is located primarily in the slab, ceiling, and wall interiors. The water heater is located in the Exterior Mechanical Room.
The roof was damaged in the weather event. The original roof is a built-up bituminous roof with ballast on a metal pan. The original roof is supported by metal trusses and support columns. A metal roof was installed over the original roof. The metal roof is partially missing. The roofing system is in very poor condition.

Notes on Materials Sampled and Confirmed Asbestos Materials or Materials Assumed to Contain Asbestos.
Quantity of materials is an estimate only. Contractor must verify quantities by visiting the site.
1) Flooring with Mastic is located throughout the building with the exception of rooms with ceramic tile floors and utility areas where there is bare concrete. It was noted that in some areas there are 3 or more layers of flooring. In some areas original flooring was removed but the original mastic remains. This building was renovated for its current use. The floorplan may have changed without the removal of existing flooring. Flooring may be under installed walls due to renovations. Flooring may extend under cabinets, fixtures, trim, shoe mold, and base molding and into associated closets. All layers of flooring considered positive for asbestos.
2) Should uncharacterized materials be discovered during the renovation or demolition, the contractor should immediately contact the contracting officer to have the materials analyzed for asbestos content.
CLASSIFICATION INFORMATION
CAT. I Category I non-friable asbestos-containing material (ACM) means asbestos-containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1 percent asbestos and determined using the method specified in Appendix A, Subpart F, 40 CFR Part 763, Section 1, Polarized Light Microscopy.
CAT. II Category II non-friable ACM means any material, excluding Category I non-friable
ACM, containing more than 1 percent asbestos as determined using the methods specified in Appendix A, Subpart F, 40 CFR Part 763 Section 1, Polarized Light Microscopy that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
RACM Regulated asbestos-containing material (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.
REGULATORY INFORMATION
The demolition or renovation of buildings containing ACBMs is regulated under the NESHAP statute. The NESHAP regulations require notification to the controlling agency and removal of all regulated asbestos containing materials (RACM) prior to demolition or renovation. RACM is defined as (1) friable asbestos material, (2) Category I non-friable asbestos containing material that has become friable, (3) Category I non-friable asbestos containing material that will be or has been subjected to sanding, grinding, cutting, or abrading, or (4) Category II non-friable asbestos containing material that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition operations regulated by NESHAP.
Renovation or demolition activities in a building that contains Asbestos Containing Material (ACM) or Presumed Asbestos Containing Material (PACM) are also regulated under the OSHA Asbestos Construction Standard (29 CFR 1926.1101). The OSHA standard requires the building owner to inform their employees who will work in or adjacent to areas containing ACM or PACM, perspective employers applying or bidding for work whose employees reasonably can be expected to work in or adjacent to areas containing ACM or PACM, all employers of employees on multi-employer work sites who will be performing work with or adjacent to areas containing asbestos, and tenants who will occupy areas containing ACM or PACM, of the presence, location, and quantity of ACM or PACM at the work sites in their buildings and facilities. Further, the OSHA standard (29 CFR 1926.1101) requires employers who discover ACM or PACM to convey information concerning the presence, location and quantity of such newly discovered ACM or PACM to other employers or employees working at the work site within 24 hours of discovery.
OSHA allows notification to be written or via personal communication. In all cases the need for documentation of this event would require written notification with acknowledgement.
The OSHA construction standard (29 CFR 1926.1101) also contains specific training, work practices, procedures, engineering controls, notifications, permissible exposure limits, personal protection, record keeping, and a multitude of other requirements for the demolition, renovation, construction, alterations, repair, maintenance of structures, substrates or portions there of that contain asbestos.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
All components not quantified as asbestos content and non-asbestos content are considered to be non-fibrous matrix components. Matrix components may include, but are not limited to, gypsum, paint, silicate minerals, vinyl, binder, calcium carbonate, tar, and foam.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
