About this file

This document is Pre-Bid Meeting Minutes and Addendum No. 1 for the Biden Microgrid project issued by the Delaware Army National Guard on October 22, 2026. The project involves designing, engineering, and installing a new microgrid system to support the Biden Headquarters, Duncan Readiness Center, Army Aviation Support Facility (AASF), AASF Cold Storage Building, and AASF Fire Pump House located at 1 Vavala Way, New Castle, Delaware 19720. The scope includes site work, photovoltaic solar arrays, battery energy storage systems, electrical distribution, switchgear, SCADA controls, cybersecurity infrastructure, structured cabling, natural gas distribution, water utility piping, fencing, and directional boring services. A mandatory pre-bid meeting was held on October 14, 2026 at 10:00 a.m., with forty-seven representatives from various construction firms and engineering companies in attendance. Sealed bids are due November 10, 2026 at 1:00 p.m. at the Delaware Army National Guard's main lobby, with bids to be publicly opened and read aloud immediately thereafter. A follow-up site walk-through was tentatively scheduled for October 21, 2026 at 11:00 a.m. The deadline for submission of contractor questions and substitution requests is October 31, 2026 at 1:00 p.m. The contract will be awarded to the lowest responsive and responsible bidder and executed within twenty calendar days of award notice.

The base bid includes all work shown on the contract documents with a $1,000,000 allowance for utility company charges and impact fees. Alternate Bid No. 1 provides the option to use directional boring instead of open cut excavation, which the contractor must clearly identify as an ADD or DEDUCT. Bid security equal to ten percent of the bid amount is required, with the successful contractor required to furnish performance and payment bonds equal to one hundred percent of the contract price. Contractors must be registered plan holders to submit bids, submit bids in duplicate (one original, one copy), and include a completed subcontractor list identifying all electrical, mechanical, concrete, directional boring, site work, structured cabling, fencing, cybersecurity, and PV solar subcontractors. Contractors must comply with Delaware prevailing wage requirements for New Castle County building construction classification and implement a mandatory drug testing program for all employees and subcontractors on the jobsite. Only State contractors currently under contract with the Department of Technology and Information may perform fiber and structured cabling work. Work is restricted to Monday through Thursday, 7:00 a.m. to 5:00 p.m., with facility shutdowns permitted only on weekends or holidays at the owner's convenience. All staff must pass background checks for access to the military facility. The contractor is responsible for all third-party testing and inspection coordination, temporary toilet facilities, equipment security, and material storage under their control. A two-year warranty on all work and materials is required beginning on the date of substantial completion.
