This is a Request for Quotation (RFQ) specifications document issued by the West Virginia Department of Environmental Protection, Office of Special Reclamation (WVDEP-OSR) for the purchase of three snowplows designed to fit specific trucks. The solicitation seeks bids for three contract items: one snowplow for a 2023 Ford F-250 with a crew cab and 6.5-liter gas engine, and two snowplows for 2024 Chevrolet Silverado 2500 trucks with double cabs and 6.6-liter gas engines. The RFQ was revised on October 27, 2014, and award will be based on the lowest overall total cost among vendors meeting all specifications.
Installation is mandatory and must be included in the bid price at a location within 100 miles of Grafton, West Virginia, with vendors permitted to use WVDEP-OSR shops listed in supporting exhibits. All snowplows must include a two-year warranty covering 100 percent of parts and labor. Delivery must occur within 14 days of order placement, with late delivery subject to liquidated damages of $100 per day at OSR's discretion. Payment will follow West Virginia State procedures, with invoices submitted within 30 days of delivery. The pricing structure requires vendors to bid per-unit pricing on the pricing page and complete all pricing information to avoid disqualification. Unacceptable items will be returned at vendor expense with no restocking charge, and vendors must maintain sufficient inventory and designate a primary contract manager available during normal business hours throughout contract performance.
