About this file

This Request for Quotation (ARFQ-DCR2600000119) is issued by the West Virginia Department of Homeland Security Division of Administrative Services on behalf of the Central Regional Jail and Correctional Facility in Sutton, West Virginia, to establish an open-end contract for inmate haircut services. The facility currently houses approximately 280-300 inmates and anticipates approximately 30 haircuts per week, though the superintendent may increase this volume at their discretion. Barber services must be performed on Sundays between 1:00 PM and 11:00 PM EST, with Monday evenings after 3:00 PM EST available as a makeup day if needed. The facility will provide weekly lists of inmates to receive haircuts, which inmates will sign to confirm service receipt; these lists are submitted to the Fiscal Office for monthly compilation and payment. The document does not specify formal response dates, due dates, bidder conferences, or a contract award date, indicating this is an open-end solicitation with ongoing operational requirements.

Vendors must submit pricing on a per-haircut flat rate basis using the designated Pricing Page (Exhibit A) through wvOASIS or as an electronic document. All vendors and staff must be at least 18 years old, possess a valid driver's license, and hold a current West Virginia Board of Barber and Cosmetology License, with documentation required at bid submission. Vendors must provide their own tools and are restricted to clippers and trimmers only, as scissors are not permitted within the correctional facility. Vendors are responsible for all travel and mileage costs and must pass a background check, submit to facility security protocols and PREA training, and complete any additional facility-required training. Sub-contracting is prohibited, and vendors may not change service days without superintendent approval. Payment is made monthly in arrears based on actual haircuts performed, with invoices requiring service dates, contract number, and vendor address. The contract will be awarded to the lowest-cost qualified vendor meeting all mandatory requirements.
