About this file
This document is Addendum No. 2 for a Request for Quotation (ARFQ) by the West Virginia Division of Corrections and Rehabilitation (DCR) for a Commercial Laundry Equipment Project at the Anthony Correctional Center and Jail located in White Sulphur Springs, Greenbrier County, West Virginia. The project involves procuring and installing two commercial washer extractors (one 105 lb and one 65 lb capacity) and two commercial tumble dryers (one 120 lb and one 75 lb capacity) in the facility's new food service/laundry building. The bid deadline has been changed to 10:30 AM EST on August 6, 2025, and the deadline for questions is 2:00 PM EST on July 30, 2025.
The addendum provides detailed technical specifications for the laundry equipment, including requirements for electrical connections, physical dimensions, performance characteristics, control systems, and warranty terms. The contractor is responsible for complete installation, including mounting equipment, connecting utilities, performing startup procedures, and conducting staff training. The project has a 90-calendar day completion timeline after the Notice to Proceed, and includes provisions for 10% retainage on pay applications, with the ability to bill for 50% of retainage at substantial completion and the remainder at final completion. REQUEST FOR QUOTATION
COMMERCIAL LAUNDRY EQUIPMENT PROJECT
ANTHONY CORRECTIONAL CENTER AND JAIL
Addendum No. 2:
Questions:
Q1: Will DE-120 dryer Be approved as equal equipment to be installed on this project?
A1: The DE-120 commercial tumble dryer is not approved as an equal because of the required
375,000 BTU that is required. The reasoning is because as shown on drawing P2.2, section piping – food service/laundry – plumbing drawing there is only a two (2”) inch main liquid propane gas pipe going to the building and as shown on drawing P2.2, propane gas load-food service table, the input BTU (CFH) for the two commercial tumble dryers is two hundred seventy (270) and one hundred sixty-five (165). With the other kitchen equipment, there is not a large enough liquid propane gas pipe going to the building to operate everything within the kitchen with the increased amount of required
BTU.
Q2: Will HE-110 washer be approved as equal equipment to be installed on this project?
A2: The HE-110 commercial washer extractor is approved as an equal.
Clarifications:
C1: On drawing M2.2, coded note fifteen (15), there are two, eight (8”) inch and one, ten
(10”) existing roof exhaust pipe sizes for the commercial tumble dryers. In addition, on drawing P2.2, section piping – food service/laundry – plumbing drawing, the liquid propane pipe to the food service / laundry building is two (2”) inch. In addition, on drawing P2.2, propane gas load-food service table, the input BTU (CFH) for the two commercial tumble dryers is two hundred seventy (270) and one hundred sixty-five (165). The contractor must provide one (1), one hundred twenty (120 lb) pound commercial tumble dryer and one (1) seventy-five (75 lb) pound commercial tumble dryer.
C2: Due to the changes listed in clarification (C1), The contractor must provide one, one hundred five (105 lb) pound commercial washer extractor and one, sixty-five (65 lb) pound commercial washer extractor.
C3: Attached are the revised specifications sections 1.01(B), 1.01(C), 1.01(D), and 1.01(E).
C4: Attached are the revised specification section 1.08(T), subsections 2(b), 2(c), and 3(b).
C5: Because there have been changes made to the specifications on equipment, the deadline for questions has changed: 2:00 PM E.S.T. on July 30, 2025
COMMERCIAL LAUNDRY EQUIPMENT PROJECT
C6: The bid time and date has changed: 10:30 AM E. S. T. on August 6, 2025.
