About this file

This is Addendum No. 1 to a Request for Quotation (RFQ) issued by the West Virginia Division of Corrections and Rehabilitation for wastewater treatment plant operation and management services at Huttonsville Correctional Center and Jail. The contractor will provide seven days per week operational management of the facility's wastewater treatment plant, including monitoring, sampling, and compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements. The contractor must conduct phosphorous sampling twice monthly, maintain continuous flow monitoring, prepare and submit Discharge Monitoring Reports (DMRs), and provide eight-hour composite sampling using contractor-supplied equipment. The sealed bid submission deadline is 10:30 AM Eastern Standard Time on April 15, 2025, with contract award anticipated within several weeks to one month following the bid submission process and required review by the Attorney General's office.

The contract does not include a per-year value limitation, as specification section 1.13 regarding contract value was removed. The contractor must provide all labor, materials, and associated expenses, including treatment chemicals (specifically lime for the UV disinfection system), permit renewal costs, and regulatory filing fees. The contractor bears responsibility for emergency notifications to the Department of Environmental Protection and must assist facility management with compliance recommendations; however, the agency retains responsibility for purchasing replacement parts and equipment outside emergency situations. The facility's wastewater treatment plant operates on emergency backup power and experiences periodic overflow events during heavy or long-term rain. No current infrastructure development projects are anticipated to impact operations during the contract term.

REQUEST FOR QUOTATION

WASTEWATER TREATMENT PLANT OPERATION MANAGEMENT CONTRACT

HUTTONSVILLE CORRECTIONAL CENTER AND JAIL

Addendum No. 1

Questions:

Q1: I Just wanted to get some clarity on the contract price which indicates a not to exceed price of 500k including all extensions as it appears to read. This is a 500k per year operation to run. I may be reading this wrong, does section 1.13 contract value mean per year?

A1: Because the contractor will not be performing any corrective maintenance or repairs, specification section 1.13 is removed from the contract.

Q2: Contract states monthly visits. NPDES Permit requires phosphorous be sampled twice/month and flow must be monitored continuously. Is there a continuous monitoring system and will a second monthly visit be required?

A2: The contractor is responsible for the facility wastewater treatment plant seven (7) days a week.

Q3: Should bidders include provisions for DMR Preparation/Submittal in the estimated cost?

A3: Yes

Q4: Sampling requires 8-Hour Composite. Will Agency supply composite sampler, or should provisions be included in the estimated cost?

A4: The contractor must include in their price.

Q5: The RFQ indicates that Contractor shall provide all labor, materials, and bear expenses necessary to include treatment chemicals that will be used at the wastewater treatment plant. The subject system utilizes UV Disinfection. What additional chemicals would be necessary?

A5: Lime

Q6: Are there any recurring, or outstanding regulatory issues from previous inspections that the contractor should be aware of? (i.e. rain overflow/spill events, notice of violations which need returned to compliance with DEP, etc.)

A6: When there is overflow occurring due to long term or heavy rains.

Q7: Will the awarded contractor be responsible for the cost of permit renewals or other regulatory filings?
