About this file
This document is Addendum No. 2 for a Request for Quotation (ARFQ) for an HVAC Equipment Replacement Project at the Lakin Correctional Center and Jail, issued under solicitation number ARFQ 0608 DCR2500000034. The addendum provides clarifications and answers to bidder questions, extends the bid timeline, and updates key project dates. The questions and answers address topics such as wage scale requirements (no Davis-Bacon wages apply), lightning protection (a separate project is being installed), and security escort availability (minimum of two escorts daily). The bid submission deadline has been extended to 10:30 AM E.S.T. on April 10, 2025, with the questions deadline set for 2:00 PM E.S.T. on March 27, 2025.
The document indicates flexibility from the facility regarding project timelines, with willingness to potentially extend the contract through change orders if needed due to equipment lead times or project complexity. The project involves replacing HVAC equipment and will require coordination with multiple subcontractors for tasks including duct cleaning, electrical work, controls, and fire alarm systems. The pre-bid meeting sign-in sheet shows representatives from multiple firms attended, suggesting significant contractor interest in the project. No specific budget or funding details are provided in this addendum, and the document focuses primarily on procedural clarifications and timeline adjustments for the bidding process.

REQUEST FOR QUOTATION
HVAC EQUIPMENT REPLACMENT PROJECT
LAKIN CORRECTIONAL CENTER AND JAIL
HVAC EQUIPMENT 1 ADDENDUM NO. 2
REPLACEMENT PROJECT
ADDENDUM NO. 2
Questions:
Q1: Is there a Wage Scale requirement for the project.
A1: No, the work performed under this contract is not subject to Davis-Bacon wage rates.
Q2: We do not see any lightning protection in any picture, but the specs call for it to removed and modified for the new units. Please advise on if there is lightning protection in this scope.
A2: There is currently a lighting protection, grounding, and bonding project that is being installed now at the facility. The installation of the lightning protection system on each of the roof areas will start on March 24, 2025.
Q3: We would like to request an extension of the time frame for Question and Answer as well as bid date. Due to the amount of equipment being replaced, as well as subcontractor review of existing conditions, for electrical, crane work, and duct cleaning we would like to request an additional 2 weeks for Q and A, and at least 14 days for bid date of this project.
A3: Yes, the question and answer period and bid date will be extended.
Q4: Will it be acceptable to delay the Notice to Proceed until the first equipment delivery is received as long as the contractor does not submit a pay application?
A4: With the existing timeframe that is allotted for this project, shortly after the contract is encumbered, the notice to proceed will be issued. As stated in the pre-bid meeting, I have no issues in doing a change order contract extension if required due to the lead time on materials or additional time is required to complete the work.
Q5: For bidding purposes, how many security guards/escorts will the contractor be granted daily? The contractor will have multiple subcontractors (duct cleaning, electrical, controls, fire alarm) that could possibly be onsite simultaneously, therefore, if escorts are limited, the contractor will have to base the construction schedule accordingly.
A5: As stated at the pre-bid meeting, the facility said that they can provide a minimum of two
(2) escorts at any time during the project. Any time that additional escorts are requested, the facility will do all they can do to supply additional escorts, but there are times at the facility when there are a reduced number of staff, and there must be a certain number of staff that is required to operate the facility.
