About this file
This addendum document pertains to the Tygart Valley Regional Jail and Correctional Facility Equipment and Systems Maintenance and Repairs Contract (ARFQ 0608 DCR2000000042). The addendum addresses questions and clarifications regarding the scope of preventative maintenance work detailed in Exhibit B, specifically concerning rooftop HVAC units and other building systems. The bid submission deadline and time remain unchanged at 1:30 PM Eastern Standard Time on November 14, 2019. A pre-bid sign-in sheet is included as an attachment to the addendum.
The addendum clarifies that for preventative maintenance work, contractors must provide unit pricing for labor and the cost of expendable materials consumed during the maintenance process. Any worn materials or items requiring replacement during preventative maintenance will be billed separately by the contractor using an established percentage markup on materials. For equipment listed in the contract without specific preventative maintenance tasking—such as makeup air units, heat exchangers, and building automation systems—contractors are required to perform the manufacturer's recommended preventative maintenance tasks. These clarifications ensure that both routine maintenance costs and material replacement costs are appropriately billable items within the contract structure.
