Summary: ARFQ 0608 COR1900000001 – Replacement of Rooftop Units
This is an Exhibit B Project Plans Manual for a state construction contract issued by the West Virginia Division of Corrections and Rehabilitation for the replacement of HVAC rooftop units at the Lakin Correctional Center and Jail located at 11264 Ohio River Road, West Columbia, West Virginia. The project requires removal and replacement of thirty-nine (39) rooftop units (RTU), four (4) condensing units (CU), two (2) makeup air units (MU), and three (3) refrigeration units (RU), with the exception of replacing one heating unit (MU-F1) with a new HVAC unit rated at minimum 48,300 BTU and 4 tonnage for building F (1,932 square feet). The contract documents include comprehensive specifications, drawings (36" x 48" architectural E-size format), and construction standards covering mechanical, electrical, and related systems. The project involves coordination with the existing building automation control system (Mason & Barry system managing thirty-eight RTUs and Johnson Controls system managing one RTU), with new Andover Controllers to be provided and programmed during replacement. Work is restricted to standard business hours (Monday through Friday, 8:00 a.m. to 4:00 p.m., excluding state holidays), with the contractor required to provide advance notice for any work outside these hours. The contract includes provisions for preconstruction conferences, submittal schedules, construction progress documentation, testing and balancing, and commissioning procedures.
The specification document outlines detailed technical requirements for mechanical equipment replacement, including mandatory use of R-410A refrigerant (replacing existing R-22), replacement of disconnect switches with new NEMA 3R non-fused units, new refrigerant piping with insulation, and natural gas line replacement. All work must comply with the West Virginia State Building Code, West Virginia State Fire Code, National Fire Protection Association standards, and the National Electrical Code. The contractor is responsible for coordination with the roofing system replacement occurring under a separate contract, field verification of existing conditions, shop drawings and submittal approval, testing and balancing per AABC or NEBB standards, and provision of operation and maintenance manuals with three hardbound copies. The document specifies requirements for quality assurance, daily construction reports, material location reports, payment procedures with ten percent (10%) retainage, and substantial completion procedures including punch list resolution and final inspections by the Director of Engineering and Construction.
