About this file
This is an Addendum #1 document issued by the West Virginia Division of Corrections and Rehabilitation for the Lakin Correctional Center and Jail Replacement of Rooftop Units Project. The project involves the replacement of multiple rooftop units (RTUs), air handler units (AHUs), and maintenance units (MUs) at the facility, located at 11264 Ohio River Road, West Columbia, WV 25287. Key project components include replacing AHU-A1 and AHU-A2 with new units, installing new Andover Controllers that will integrate seamlessly with the existing building automation system, and replacing piping and insulation associated with the air handler units. The addendum clarifies technical specifications including control system requirements, electrical configurations, vibration isolation requirements, and BAS system connectivity for specific units. A bid bond of five percent of the total bid amount is required. The bid deadline was extended to 1:30 pm Eastern Standard Time on September 13, 2018.
The addendum addresses critical project requirements including strict security protocols mandated by the Division of Corrections and Rehabilitation, requiring all vendor employees to undergo NCIC security background checks, PREA acknowledgment, and daily sign-in and sign-out procedures at the facility. Tool security requirements mandate that all tools be checked upon entry and exit, locked when not in use, and any missing tools reported immediately. The State of West Virginia is exempt from federal and state taxes; however, vendors must pay sales taxes on material purchases and are prohibited from charging the state sales tax. The vendor is responsible for removing and disposing of all equipment removed during the project, including old piping and insulation. The addendum provides detailed drawings and specifications for control system interfaces and field wiring connections for the MU units, and specifies that new Andover Controllers will be supplied and programmed by the state to ensure compatibility with existing building automation system architecture.

Replacement of Rooftop Units Project
Addendum #1
Questions:
Q1: In the general terms and conditions item 16. TAXES states the state of West Virginia is exempt from federal and state taxes and will not pay or reimburse such taxes. Does this include sales taxes on materials for the project?
A1: The vendor must pay takes on all their material purchases. The vendor is not permitted to charge the state sales tax.
Q2: Can we get further clarification or description of the process and requirements for work access?
A2: See below information:
1) Security – Vendor must comply with all Division of Corrections and Rehabilitation and Facility security requirements. This includes but is not limited to reviewing the DOC security and general requirement documents and acknowledging, answering questions concerning the Prison Rape Elimination Act (PREA), and NCIC security background check of any employee of vendor that will be working on-site on the project.
2) Before work each day at the jobsite, each individual will be required to sign-in at the front lobby. After work each day at the jobsite, each individual will be required to sign-out at the front lobby. This is to have accountability to know exactly how many individuals and who is at the Facility in the event something would happen.
3) Tools – Contractor must comply with all Division of Corrections and Rehabilitation and Facility tool security requirements. This includes but is not limited to checking all tools brought into the Facility at the beginning of the work day, checking all tools being removed from the Facility at the end of the work day, keeping all tools locked up while not in use, and reporting any missing tools.
Q3: For the Mason & Berry control system do we need a Bac-Net interface or just a terminal strip for them to connect to?
A3: The units should come with terminal strip only, not bac-net interface.
Q4: Will the economizer be controlled by the BAS system or internal RTU controls?
A4: The BAS will be used to control the economizer on the new units with a control signal of 2-10 volts dc for the actuator.
Q5: Do you require Vibration Isolation or seismic restraints between the RTU’s and curb?
A5: Vibration isolation.
Q6: Do you want Dual power feed on the MU-F1 Replacement unit in the Maintenance area?
A6: Yes
Q7: Photos indicate dual power connections for RTUs; are these split one (1) electrical circuit for cooling & one (1) electrical circuit for heating / blower?
A7: Yes
Q8: Photos are provided for AHU-A1 & A2; are these unites to be replaced?
A8: Yes
Q9: Does RTU-E3 need to be connected to the Andover BAS system?
A9: Yes
Q10: Does MU-F1 require dual power connection? If so; how are these electrically circuited?
A10: Yes, vendor will get the two circuits from the 480-volt, three (3) phase electric panel where the heater is currently feed from. Vendor is responsible for supplying additional breakers, conduit, wire, etc.
Q11: Are all MU units controlled by local thermostats? Will the existing thermostats and wiring be reused?
A11: Per the original drawings of the control systems, on drawings D14 MU-D1 and MU-D2 are shown as having supply temp sensors to a BAS controller and a S/S output on the MU. For MU-F1, which is being replaced with an HVAC unit, also has a BAS controller. See attached drawing for all three Mus. Please see attached drawings.
