About this file

This file is a Technology and Architecture Questionnaire document issued by the Information Services Department of the City of Santa Monica, California, designed to evaluate proposals for a Fixed Route Vehicle and Operator Scheduling Software system. The questionnaire establishes comprehensive evaluation criteria across eight key areas: Architecture Review, Technology Review, User Experience, Integrations Review, Configuration and Customizations, User and Access Management Review, Maintenance and Support, and Reporting and Business Analytics. The City of Santa Monica is procuring software to support fixed route scheduling, daily operations management, and workforce timekeeping for Big Blue Bus operations, which operates 17 routes with 195 buses and approximately 300 fixed route operators serving over 10 million passenger trips annually. The RFP was released on April 16, 2026, with a proposal submission deadline of June 10, 2026, at 3:00 PM and a question deadline of May 6, 2026. The contract will be awarded for an initial term of five years with two optional five-year renewal periods at the City's sole discretion.

The questionnaire requires detailed responses regarding system architecture, programming languages, database environments (multi-tenant or single-tenant), cloud provider selection and server locations, code promotion procedures, user experience design including ADA Guidelines WCAG 2.1 compliance, data migration and integration strategies with existing City systems (Clever Devices CAD/AVL, Tyler Munis ERP, UKG, ServiceNow, SharePoint, Laserfiche, and Tableau), customization and configuration capabilities, identity and access management integration with Microsoft Entra ID, maintenance and support procedures with defined SLAs, and reporting and analytics functionality. Proposers must meet minimum qualifications of at least five years of experience providing operator and vehicle scheduling software to comparable U.S. transit agencies and a minimum of two years of compatibility experience with Clever Devices CAD/AVL systems. The system must support Windows 10 and Windows 11 operating systems, modern web browsers, WCAG 2.1 Level AA accessibility standards, TLS 1.2 encryption in transit, and AES-256 encryption at rest, with support for at least 125 concurrent users. No specific budget or award value is disclosed in the procurement documents. The City reserves the right to reject any or all proposals.
