About this file

This document is an appendix to Request for Proposal (RFP) 865856 for the System Integration Builder project issued by the Idaho Department of Health and Welfare, Division of Purchasing. The appendix establishes the agenda, timeframes, and evaluation criteria for the orals presentation, demonstrations, and key personnel interviews that vendors must complete as part of the procurement process. The orals presentation and demonstration session is scheduled for three hours and includes brief introductions, a proposed solution overview and approach (30 minutes), a proposed technical solution overview (45 minutes), a solution demonstration (45 minutes), and question-and-answer periods totaling 40 minutes. Key personnel interviews are scheduled for approximately two hours and include individual 20-minute interviews with the project manager, solution architect, maintenance and operations manager, and up to three additional key staff members, conducted either in person or remotely during the same week as the demonstration. Vendors are limited to a maximum of six staff members present during the orals presentation and demonstration, with at least one proposed key personnel presenting for the majority of the activities.

The document specifies detailed evaluation topics organized into three sections covering the proposed solution overview and approach, the proposed technical solution overview including Azure cloud implementation and data architecture, and the solution demonstration focusing on SI Hub Dashboard requirements and data management processes. Vendors must reference only information from the RFP, their proposal, or slides and screenshots used during the presentation, with no reference slides or additional handouts permitted. All questions posed by state evaluators must be relevant to the RFP topic domains, the vendor's proposal, and the requested demonstration content. The file indicates that all information contained within may be adjusted by the state upon review of technical responses, maintaining flexibility in the evaluation process.
