About this file

This Request for Lease Proposals (RFLP) No. AFCEC-26-R-0001 is issued by the Air Force Civil Engineer Center Installations Directorate for Strategic Real Estate Opportunities at Joint Base San Antonio (JBSA), specifically for Chapman Training Annex. The opportunity involves two parcels: a 45-acre former housing area with 124 condemned homes requiring demolition, and a 70-acre undeveloped land adjacent to the housing area. Key objectives include obtaining cash and/or in-kind consideration such as facility renovation or construction, with potential for energy projects or other development.

The parcels have significant environmental and infrastructure considerations, including flood zones near Medio and Long Hollow Creeks, an Environmental Remediation Area covering 60.5 acres of the undeveloped parcel, and utility systems that require potential upgrades. The electrical infrastructure is provided by CPS Energy, with natural gas from Kinder Morgan, water from American Water, and adequate sewer and storm drainage systems. The first parcel is currently leased to Lackland Family Housing LLC, with actions underway to remove the parcel from the existing lease. Potential lessees will be responsible for environmental baseline surveys, demolition, infrastructure improvements, and coordinating community services with the City of San Antonio.

OPPORTUNITY 5: CHAPMAN TRAINING ANNEX

5.1 Background

The two parcels available in Opportunity 5 are (a) approximately 45 developed acres of a former housing area, and (b) approximately 70 acres of undeveloped land within JBSA-Chapman Training Annex.

5.2 Opportunity Details

The parcels have been identified as suitable for potential energy projects or other development. A key objective of this opportunity is to obtain cash and/or in-kind consideration, such as facility renovation or construction.

5.3 Land

The first parcel is an old housing site located approximately 0.86 miles by car south of the John Chapman Annex Gate, at the southwest corner of Medina Base Road and Ray Ellison Boulevard.

The site is bordered by Ray Ellison Boulevard to the east, Tejeda Drive to the west, and the privatized family housing area to the south. The 124 condemned homes on this parcel will need to be demolished to use this parcel.

The second parcel is an undeveloped site located south of the privatized family housing area and is bordered by the Explosive Ordinance Disposal (EOD) range and Medio Creek to the west, Ray Ellison Boulevard to the east, and Covel Road to the south.

Major topographical features can be seen from the aerial view below. Development considerations include site access from Ray Ellison Boulevard to both parcels, a planned dog kennel project to the north across Medina Base Road, demolition requirements for the first parcel, infrastructure condition, easements, and environmental considerations which are discussed below.

5.4 Environmental Considerations and Natural Infrastructure

The Potential Lessee will be responsible at its own expense for preparing Environmental Baseline Survey (EBS) for Property 5.

The biggest natural constraints for JBSA-Chapman Training Annex are the flood zones related to Medio and Long Hollow Creeks. These flood zones are referenced in the Federal Emergency Management Agency (FEMA) National Flood Hazard Layer (NFHL) Zone. Medio Creek runs north to south through the district and generally separates the developed portion on the eastern side from the undeveloped and training areas on the west. The other natural constraints are the Environmental Remediation Areas throughout the district, especially in the small arms range, which is adjacent to the undeveloped second parcel. Approximately 60.5-acres of this parcel are located in an Environmental Remediation Area. There is also a small, approximately 4.5-acre portion of the second parcel identified as AE FEMA Zone. This area is identified as one that presents a 1% annual chance of flooding in any given year (100-year floodplain). Base flood elevations are determined for this zone. Finally, a small 4.5-acre area of the undeveloped parcel is identified as a wetland. The old housing area does not have identified natural constraints.

5.5 Infrastructure and Utilities

The following is a general description of the infrastructure and utility systems, (e.g., roads, water, sewer, electric, natural gas, steam) associated with Property 5. It is believed that these utility systems as they currently exist would be capable of supporting site development, although this would need to be confirmed. The Lessee will be financially responsible for any required upgrades.

5.5.1 Electrical

CPS Energy in San Antonio provides power to JBSA-Lackland by three feeder lines to the Medina Substation, located outside the Valley Hi Gate. Two of the feeders are 169-kilovolt (kV) active lines that get stepped down to 13.2 kV for distribution throughout the installation and one inactive feeder is used as a back-up if there is an outage in one of the other feeders. One of the primary circuits from the Medina Substation runs overhead to a secondary switching station on Eagle Drive serving power to JBSA-Chapman Training Annex. JBSA-Lackland draws about 45 Megawatts (MW) from the power grid; while substation has the capacity to reach 60 MW, the contract with CPS Energy is limited to 36 MW.

For 18 months before the privatization of the electric and gas systems in 2019, CPS Energy conducted an inventory of the systems and established a system for updating their records by using information from outages, service interruption, and other repairs and updates. The record system highlighted that there have been several outages caused by fuse coordination issues. Utility poles throughout JBSA-Chapman Training Annex are in poor condition and could cause electric supply problems if they fail during a severe weather event. Finally, Building 495 is used as a cross connect that is copper cable.

5.5.2 Natural Gas

Natural gas is provided by Kinder Morgan but is maintained by CPS Energy as per utility privatization in 2019. The natural gas supply enters JBSA-Lackland at two metered locations from eight-inch, 225 pounds per square inch (psi) lines then distributed to JBSA-Chapman Training Annex on the east side from a line connecting the installations by Valley Hi Drive. The natural gas system has adequate capacity to meet current needs. During the system inventory, CPS Energy identified that the natural gas system is reliable but in poor condition and put together a plan to rebalance the regulator station and replace most of the gas lines over the next seven years.

5.5.3 Water

The water infrastructure is estimated to be about 50 years old on average and in fair to good condition, with some older sections in poor condition. A significant water infrastructure renovation was completed in 2009 for the southern portion of the main base. JBSA-Lackland’s water distribution system is privatized, and owned by American Water (AW), and serves the JBSA- Lackland West and East areas.

5.5.4 Sewer

The sewer system at JBSA-Chapman Training Annex is maintained by the base and is in adequate condition. Non-hazardous solid waste is collected by a private contractor and disposed of off-site at the Covel Gardens landfill.

5.5.5 Storm Drainage

JBSA-Chapman Training Annex includes the floodplains for Medio Creek, which runs through the eastern portion of the site, and Long Hollow Creek along the western boundary. The stormwater management for JBSA-Chapman Training Annex primarily consists of open drainage ditches and underground piping that discharge into Medio Creek with additional stormwater catchment ponds to support runoff. San Antonio River Authority (SARA) is responsible for floodplain management in the region. JBSA-Lackland is regulated as a small municipal separate storm sewer system (MS4) operator and maintains a base-wide Stormwater Pollution Prevention Plan (SWP3) which describes the procedures for stormwater management on the installation.

5.5.6 Pavements

The condition of pavement in the JBSA-Chapman Training Annex were identified as requiring attention and improvement, with cracking, potholes, and wear affecting primary and secondary routes. Improving pavement will enhance connectivity, safety and, overall infrastructure quality.

5.6 Community Services

Law enforcement services are provided by JBSA. The City of San Antonio is the 911 authority, and fire and emergency facilities are located within two miles of the parcel. A Potential Lessee would need to coordinate emergency services with the City of San Antonio.
