About this file
This Request for Lease Proposals (RFLP) No. AFCEC-26-R-0001 is for Strategic Real Estate Opportunities at Joint Base San Antonio (JBSA), specifically Opportunity 4: South Beach. The opportunity involves a historic 148,223 square foot facility (Building 2371) located at Fort Sam Houston, which has been identified as a potential future home for the Defense Health Agency (DHA). The facility requires full renovation, and an adjacent 7.53-acre motor pool area is available for redevelopment with certain restrictions.
Key details include the need for a complete renovation of the South Beach facility to meet DHA requirements, with consultation required with the Texas Historic Commission due to the building's historical significance. The site includes multiple buildings, with some considered contributing to the historic district. The Air Force Civil Engineer Center seeks a potential lessee who can provide cash and/or in-kind consideration such as facility renovation or construction. Utilities and infrastructure are present, with minimal anticipated major upgrades needed. The lessee will be responsible for environmental baseline surveys, utility maintenance, community services like snow removal and grounds maintenance, and coordinating with local emergency services.

OPPORTUNITY 4: SOUTH BEACH
4.1 Background
The historic 148,223 SF South Beach facility, Building 2371, is located on JBSA-Fort Sam Houston. This 148,223 SF facility has been identified as a possible future home for the Defense Health Agency (DHA).
4.2 Project Details
The South Beach facility requires full renovation to meet DHA requirements.
An adjacent parcel has been identified as suitable for potential energy projects or other development. A key objective of this opportunity is to obtain cash and/or in-kind consideration such as facility renovation or construction.
4.3 Land
Property 4 is a roughly rectangular site approximately 0.5 miles by car northeast of the main Fort Sam Houston Gate, located along Henry F. Allen Road between Stanley Road and Winfield Scott Road. The site is bordered by Stanley Road to the west for approximately 200 feet, by Henry T Allen Road for approximately 650 feet to the south and by Winfield Scott Road for approximately 270 feet to the east, and by a parking lot and open space to the north, which is bounded by an access road titled RD S-20 S.

Property 4 also includes a 7.53-acre motor pool area that is directly across the street from the South Beach facility. This parcel is available to be redeveloped with restrictions, as detailed below.
Within the motor pool there is one contributing structure and several structures that likely will not be found as contributing to the historic district that would need to be demolished (none are suitable for retention and renovation). The parcel is asphalt paved, with a maintenance pit that serviced

Appendix E military vehicles, which may require remediation. Facilities on the parcel are considered contributing to the Fort Sam Houston Conservation District.
As part of this opportunity, there will be a need to relocate a new heavy equipment repair shop currently on site to another location within JBSA. This will ensure that the 502 CEG’s ongoing operations on that parcel remain unaffected.

4.4 Improvements
The site contains Building 2371, the South Beach facility, and another structure, Building 2378, which is contributing to the historic district; any action with the facility will require coordination with the Texas Historic Commission (THC). The remainder of the improvements are likely not contributing to the historic district, but a consultation will need to take place with THC prior to any action taken with the facilities. The facilities are described in the following table:

4.5 Environmental Considerations and Natural Infrastructure
The Potential Lessee will be responsible at its own expense for preparing an Environmental Baseline Survey for Property 4.
There is no known natural infrastructure on Property 4.
4.6 Infrastructure and Utilities
The following is a general description of the infrastructure and utility systems, (e.g., roads, water, sewer, electric, natural gas, steam) associated with Property 4. It is believed that these utility systems as they currently exist would be capable of supporting site development, although this would need to be confirmed by Offerors. Should any utility system require expansion in order to support development, the Lessee will be financially responsible for any upgrades.
4.6.1 Electrical
The electrical utility network in the JBSA-Fort Sam Houston Corporate District, in which Property 4 sits, shows room for growth, but further development into the greenfield areas may require significant utility upgrades. Planners should take care not to disrupt current utilities when siting new facilities. There are 80,000 LF of existing overhead powerlines. A primary goal of the District Development Plan (DDP) is to route existing overhead powerlines underground for not only aesthetic purposes, but also for mission resiliency. Work on South Beach is not anticipated to require major utility upgrades.
4.6.2 Natural Gas
The natural gas utility network in the Corporate District shows room for growth, but further development into the greenfield areas may require significant utility upgrades. Work on South Beach is not anticipated to require major utility upgrades.
4.6.3 Water
The natural water utility network in the Corporate District shows room for growth, but further development into the greenfield areas may require significant utility upgrades. Work on South
4.6.4 Sewer
The sewer utility network in the Corporate District shows room for growth, but further

4.6.5 Storm Drainage
The storm drainage network in the Corporate District shows room for growth, but further development into the greenfield areas may require significant utility upgrades. Work on South Beach is not anticipated to require major utility upgrades.
4.6.6 Pavements
According to the Fort Sam Houston District Plan, Stanley Road to the west of the South Beach facility and Howitzer Street to the north of the facility are in good condition. All other adjacent roads and parking areas are listed as in fair condition. In the Corporate District, there is very little pavement in poor condition, but the majority of pavement will require significant maintenance or upgraded to be considered in good condition.
4.7 Community Services
Law enforcement services are provided by JBSA. The City of San Antonio is the 911 authority, and fire and emergency facilities are located within 0.8 miles of the parcel. A selected Lessee would need to coordinate emergency services with the City of San Antonio.
4.7.1 Snow and Ice Removal
The Lessee will be responsible for providing this service following lease execution.
4.7.2 Grounds Maintenance
The Lessee will be responsible for providing this service following lease execution.
4.8 Development Considerations
4.8.1 Historical, Cultural, and Archeological Resources
The Fort Sam Houston Corporate District Plan calls for the renovation of Building 2371, South Beach, a 148,223 SF facility and is located in the historic portion of Fort Sam Houston. Many buildings in this area, to include South Beach itself, are both eligible and registered on the National Register of Historic Places (NRHP). The facilities in the central quad and surrounding facilities (Building 1000 and the 2000 series) were constructed prior to the onset of World War II.
The only known restriction on activities to renovate Building 2371 is a required consultation with THC as this facility is a contributing facility in a historic district eligible for listing on the NRHP.
The NRHP eligibility of the assets must be determined in coordination with THC.
