About this file

This document contains safety requirements and deliverables for the Harley Wilhelm Hall HVAC Upgrade Project at Ames Laboratory. Key details include safety compliance with ACGIH TLVs, crystalline silica exposure limits more stringent than OSHA, engineering controls and respiratory protection required for tasks generating respirable crystalline silica, hearing protection for noise exposures over 85 dBA, submission of SDS for all chemicals, ergonomic hazard assessment and mitigation, hot work coordination, required PPE of safety glasses and hard hats, fall protection per OSHA 1926 Subpart M, certified crane operators and lift plans, aerial lift compliance with OSHA 1926 Subpart L, traffic control and work zone plans, ladder inspections, power tool inspections, and adherence to confined space entry requirements. The related federal contract opportunity is a request for proposal from Ames Laboratory under the Department of Energy for the replacement of HVAC in Harley Wilhelm Hall, to be performed according to the included construction specifications and drawings.

APPENDIX E - SAFETY REQUIREMENTS AND DELIVERABLES

For

Harley Wilhelm Hall HVAC Upgrade Project

This appendix is not intended to be a comprehensive list. Additional documentation and requirements may arise as the project progresses.

1. All documentation must be available to Ames Laboratory upon request including, but not limited to: training records, medical clearance, SOPs, and SDSs. These shall be provided in conjunction with the hazard evaluation and hazard management statements.

2. Per DOE policy 851 Worker Protection Plan, Ames Laboratory contractors and subcontractors must demonstrate compliance with ACGIH TLVs, typically by industrial hygiene monitoring or objective third-party data.

3. Crystalline Silica Exposures- Note that the Department of Energy requires that their contractors comply with the ACGIH TLV-TWA for respirable crystalline silica (RCS) as the exposure limit. This is a more stringent standard than the OSHA PEL (TLV=0.025 mg/m3 RCS; PEL=0.050 mg/m3 RCS).

Work pause and the reassessment of work practices and personal protection with the Industrial Hygiene department are required if visible dust is observed in an operation.

a. Very short duration hole drilling tasks which are incidental to primary work: the 8-hour TWA exposure can reasonably be anticipated to remain under 0.025 mg/m3 where 1) the worker uses hand-held drills; 2) the duration of exposure is 15 minutes or less; and

3) there is no other RCS exposure for the remainder of the shift.

b. Tasks that may create RCS exposures at or above 0.025 mg/m3 as an 8-hour TWA under reasonably foreseeable conditions: the use of engineering control methods found in OSHA Table 1 is required. Respiratory protection must be used along with engineering control methods until the contractor/subcontractor can demonstrate through personal air monitoring that exposures are below the TLV. Respirator use must be fully OSHA compliant, including a written respiratory protection program, medical surveillance, and respirator fit testing. “AL-Min”, shown below for handheld drills, is the Ames Laboratory-specific minimum requirements for respiratory protection. “AL-Min” criteria for additional tasks are listed in the Ames Laboratory’s Respirable Crystalline Silica Exposure Control Plan.

Construction Task or Equipment Operation

Engineering and Work Practice Control Methods

Required Respiratory Protection ≤ 4 hours/shift > 4 hours/shift

Handheld power saws (any blade diameter)

Use saw equipped with integrated water delivery system that continuously feeds water to the blade.

AL-Min: Full Face negative pressure respirator with P100 cartridges

AL-Min: Full Face negative pressure respirator with P100 cartridges

Construction Task or Equipment

Operation Engineering and Work Practice Control

Methods Required Respiratory Protection

≤ 4 hours/shift > 4 hours/shift Operate and maintain tool in accordance with manufacturer's instructions to minimize dust emissions.

(indoors/ enclosed)

Powered air-purifying respirator (outdoors)

(indoors/ enclosed)

Powered air-purifying respirator (outdoors)

Handheld and stand-mounted drills (including impact and rotary hammer drills)

Use drill equipped with commercially available shroud or cowling with dust collection system.

Operate and maintain tool in accordance with manufacturer's instructions to minimize dust emissions.

Dust collector must provide the air flow recommended by the tool manufacturer, or greater, and have a filter with 99% or greater efficiency and a filter-cleaning mechanism.

Use a HEPA-filtered vacuum when cleaning holes.

AL-Min: Half Face negative pressure respirator with P100 cartridges

AL-Min: Half Face negative pressure respirator with P100 cartridges

4. Additional engineering controls such as portable ventilation units, use of critical barriers between the work area and adjacent indoor spaces, or HEPA vacuums may be requested by Ames Laboratory personnel to mitigate any additional hazards or safety concerns that develop as the project progresses.

5. Hearing protection must be used when noise exposure is at or above 85 dBA (8-hour time-weighted average and ACGIH 3 dBA exchange rate). Please note that OSHA uses an exchange rate of 5 dBA—past noise assessments or noise guidelines provided with equipment may not adequately reflect this difference.

6. Copies of SDS for all chemicals, compounds, paints, solvents, etc., which will be brought on site must be submitted in conjunction with the hazard evaluation documentation, or as soon as it is determined it will be used.

7. Ergonomic concerns including lifting, pushing, pulling, hand and full body vibration shall be addressed in the hazard management statements along with the SOPs describing any equipment, equipment modifications, or PPE (Personal Protective Equipment) that may be used to mitigate such hazards.

8. Before performing hot work (torch use, grinding, cutting, etc.) coordination must be conducted with Ames Laboratory Guardroom. A designated fire watch must be in place during work and 60 minutes after the hot work has been completed.

9. PPE - Standard PPE must be worn by the contractors. This includes but is not limited to safety glasses with side shields/safety goggles and hard hats where overhead hazards exist. Additional PPE may be required depending on hazard and mitigation requirements.

10. Fall protection systems will comply with 29 CFR 1926 Subpart M.

11. Crane work will use certified operators, riggers, and a lift plan will need approval by Ames

Laboratory.

12. Aerial lift use will comply with 29 CFR 1926 Subpart L.

13. Workflow plans for truck traffic control, pedestrian protection, work zones/areas will need approval by Ames Laboratory.

14. All ladder usage will comply with 29 CFR 1910.23. All ladders will be visually inspected daily prior to use.

15. All power tools and extension cords must be inspected each day prior to use.

16. The following electrical standards shall apply to this Agreement:

1. All electrical work performed at the Laboratory shall be executed per the 2017 National Electrical Code (NFPA 70) and 2015 Standard for Electrical Safety in the Workplace

(NFPA 70E).

2. Subcontractor shall ensure each Subcontractor worker exposed to voltages greater than 50 volts has received 2017 NFPA 70 and 2015 NFPA 70E code update training before any working performing work under this Agreement and maintain appropriate written documentation evidencing the training. The subcontractor shall provide copies of this documentation to the Laboratory Technical Representative and Laboratory Procurement Official immediately upon request. Such appropriate documentation may include a copy of the card issued to the worker or certification issued to the worker from the authorized certification agency.

17. Contractors/subcontractors will adhere to Ames Laboratory confined space program requirements.

18. Contractors/Subcontractors are not to access interstitial spaces due to potential contamination (beryllium, radiological, asbestos, etc. concerns).
