About this file

This document is Appendix E of the Title VI Assurances (US DOT Order 1050.2A), which outlines nondiscrimination statutes and authorities for contractors working with federal transportation programs. The document comprehensively lists multiple federal laws and executive orders that prohibit discrimination based on various characteristics including race, color, national origin, sex, disability, and age. These protections extend across transportation, public entities, education programs, and federally funded or assisted projects.

The document details specific legal requirements for contractors, including ensuring meaningful access for persons with limited English proficiency, avoiding programs with disproportionate adverse effects on minority or low-income populations, and complying with regulations from agencies such as the Department of Transportation and the Federal Aviation Administration. The assurances broadly apply to all programs and activities of federal-aid recipients, subrecipients, and contractors, whether federally funded or not, with the goal of preventing discrimination in any form across transportation and related infrastructure projects.
